How can you make a difference?

GloballyPublic Health emergencies/outbreaks have become a major concern. Many outbreaks and pandemic/epidemic needed to be addressed in the recent years including: COIVID-19, EVD, Monkey pox, Polio, Cholera etc. In Rwanda, the Ministry of Health, WHO, UNICEF and other partners have been putting in place measures to prepare and respond to a possible emergency. Risk Communication and Community Engagement are critical to health emergency preparedness and response and is one of the key elements of emergency preparedness and potential response and recovery scenarios. Recently, the scope of the interventions has become more comprehensive and holistic according to the global guidance that indicate the needs to shift focus to C-19/routine vaccination and primary healthcare.[i]

Rwanda Health Communication Centre (RHCC) will need to effectively coordinate with all health partners including reach out to the cross sectoral Ministries for preparedness and response to outbreaks. This involves strengthening Risk Communication and Community Engagement Technical Working Groups (TWGs) from National to the district levels for capacity building, systems strengthening and community engagement in the preparedness, early detection and rapid response to a potential outbreaks.  The interventions entail follow up on COVID 19 pediatric/measles/others outbreaks including waterborne diseases  and polio vaccines’ efforts spearheaded by the Government of Rwanda through the Ministry of Health. However, RHCC is currently under-staffed and needs technical assistance to strengthen timely and systematic respond mechanisms with quality assurance and monitoring of RCCE including rumor management and tracking and strengthening feedback from the affected population  .

RHCC has requested partners including UNICEF to support with a consultant. The proposed consultancy will strengthen capacity of the RHCC and co-chaired by UNICEF to coordinate the relevant efforts of COVID-19 and address misinformation and community perception on routine vaccination (e.g. AEFI, HPV), EVD demand generation, water-borne diseases eg. cholera as well as other potential public health emergencies, as necessary and contribute to system strengthening to improve behavior and social change.

Scope of Work:

Under the overall guidance of SBC Specialist and day-to-day management of RHCC Division Manager, the consultant will support the coordination, design, monitoring and reporting of social and behaviour change communication, risk communication, community engagement and advocacy activities that aim at promoting lifesaving behaviours with focus on the following priorities:

  • Strengthen the capacity of the National Risk Communication and Community Engagement Technical Working Group led by Rwanda Health Communication Centre (RHCC) and co-chaired by UNICEF to plan and coordinate the relevant efforts for vaccine demand generation, potential public health emergencies including measles/ Ebola Virus/cholera
  • Facilitate coordination of relevant RCCE partners and RCCE and Health Promotion TWG members’ interventions from the national to the sub-national levels including the relevant cross restoral partners
  • Facilitate national system strengthening and capacity building/mentoring for rumor tracking and timely crisis communication with UNICEF, WHO and other development partners, Rwanda Biomedical Center and NGOs eg. Red Cross
  • Support RHCC with other RBC divisions requests related to SBC ‘interventions and events/campaigns

Work Assignment Overview

Tasks/Milestone:

  • Development of the inception report for the implementation of the consultancy with detailed activities and timelines.
  • Coordinate the design of the IEC materials with the selected vendor and implementation for the national RCCE and vaccine uptake campaign Phase II.
  • Review, adapt and maintain regular social listening and rumor tracking mechanism to inform routine vaccine uptake interventions, including support remaining round(s) of community rapid assessment planned by RHCC, UNICEF and VIAMO.
  • Support UNICEF communication efforts around humanitarian activities including the asylum seekers responses/interventions
  • Dissemination report of Data from community rapid assessment disseminated among RCCE partners to inform interventions.
  • Provide support for training of Ministry of Health staff, Community Health Workers in charge of health promotion and other frontline workers in understanding and addressing SBC approach and vaccine hesitancy, rumors and misconceptions and Human Centered Design (HCD).
  • Coordinate documentation of the COVID-19 vaccine roll-out case study for Rwanda as per the pillars of the National Deployment and Vaccine Plan.
  • Support RHCC with other RBC divisions requests related to SBC ‘interventions and events/campaigns.
  • Facilitate in collaboration with the RBC/MCCH, the SBC UNICEF team, the implementation of the recommendations resulting from the findings from Rinda Ubuzima and Rwanda Interfaith Council for Health (RICH) surveys and community engagement and diagnosis.
  • Support UNICEF communication efforts around humanitarian activities including the asylum seekers responses/interventions
  • Support systematic capacity building initiatives on HCD/others
  • Support RHCC with other RBC divisions requests related to SBC ‘interventions and events/campaigns.
  • Support RHCC with coordination of Technical Working Groups
  • Support RHCC with other RBC divisions requests related to SBC ‘interventions and events/campaigns.
  • Support RHCC with coordination of Technical Working Groups
  • Support RHCC with other RBC divisions requests related to SBC ‘interventions and events/campaigns.
  • Ensure appropriate reporting to RHCC, UNICEF and other relevant partners

Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in the social/behavioural sciences, public health, mass communication or other relevant field.
  • A minimum of three years of experience in planning, implementation, and evaluation of social and behaviour change and/or mass communication interventions, involving advocacy, social mobilization and community participation; training in interpersonal communication and social mobilization.
  • Previous proven experience in the development and management of formative research, monitoring and evaluation for behaviour change or mass communication programmes is an advantage.
  • Strong interpersonal, communication and leadership skills.
  • Excellent organizational skills and attention to detail.
  • Fluency in English and Kinyarwanda is a must; Knowledge of French is desirable.
