3 Job Positions of Parking Management Officer Under Statute at KIGALI CITY: (Deadline 11 July 2023)
Job description
Duties and responsibilities:
– Effectively supervise the service delivery by the urban parking service providers;
– Oversee the operational arrangements for the provision of the parking enforcement service, ensuring service providers deliver a high-quality service with a flexible approach to working;
– To be the City’s main point of advice in the district in relation to parking, including the provision of advice on relevant aspects of planning applications, other developers’ proposals and, where relevant, developments proposed by other business units of the City;
– Provide inputs to major regeneration proposals and multi-agency partnerships delivering locally focused parking schemes;
– Supervise the City car parks infrastructure in the district, including improvement schemes and advise on new initiatives;
– Liaise and develop effective working relationships with the Police and other stakeholders on parking and traffic management issues;
– Oversee contractors or consultants for initiatives and improvement works, including preparing briefs and overseeing/directing their work;
– Ensure that service delivery complies with current regulations, accepted professional standards, the City policies and procedures and appropriate legislation (including legislation on data protection, equalities, health and safety and safeguarding children and vulnerable adults).
– Perform any other duties assigned by the supervisor.

– Monitor implementation of the City of Kigali’s strategy on urban informal settlement upgrading in the district;
– Community mobilisation for active engagement and participation in Urban Informal settlement upgrading programs in the district;
– Follow up on resolution of land and property related issues in the implementation of Urban Informal settlement upgrading programs;
– Perform any other activities deemed necessary by the supervisor
– Mobilise, follow up and support citizen initiatives in neighborhood infrastructure construction;
– Perform any other duties assigned by the supervisor.

Job description
– Implement of the City of Kigali local strategy on sports in the district and produce consolidated reports thereof;
– Promoting sports activities, classes and events in the district, often within a specific community or to targeted groups;
– Identifying sport, recreation and health initiatives and overseeing their planning and implementation;
– Liaising with clubs to develop best practice in coaching, youth development and issues such as safeguarding to manage clubs effectively;
– Working in partnership with school initiatives to encourage participation in sport and organise parental and public involvement;
– Raising public awareness of health and fitness issues and promoting participation in sport, particularly amongst underrepresented groups;
– Evaluating and monitoring sports activities and projects using performance indicators;
– Maintaining records and producing written reports;
– Working with national governing bodies for specific sports in relation to clubs and events;
– Developing partnerships with organisations and initiatives focused on sports and health education
