Job description
a. Individual accountabilities
i. Prepare and publish general notices, specific notices and requests for expressions of interest;
ii. Supervise bidding processes and prepare requests for no objection where applicable;
iii. Ensure that procurement activities are carried out in accordance with the rules and procedures of RPPA;
iv. Prepare the annual procurement plan and its revision for and provide direction for its implementation on a timely and efficient manner;
v. Participate in the evaluation process of technical and financial proposals, take minutes of evaluation process, coordinate and participate in the negotiation process when required;
vi. Prepare contracts for selected consultants/suppliers of goods after obtaining required information from end user divisions
vii. To undertake any other assignment deemed to be in his/her competency/capacity by his/her” supervisor in a manner that does not conflict with his/her core procurement function.
b. Shared accountabilities
i. The accountabilities are shared with user divisions, stock managers, and finance officers.
ii. He/She will be required to be in touch regularly with stock managers as to know and valid the goods received compared to the procured products.
iii. He/she will be required to be in collaboration with the finance as to provide full required supporting documents for suppliers payments.
Minimum Qualifications

Master’s Degree in Procurement with Charter Institute of Procurement and Supply (CIPS) professional certification
1 Year of relevant experience

Master’s Degree in Procurement with Certified International Procurement Professional (CIPP)
1 Year of relevant experience

Master’s Degree in Procurement with Certified International Advanced Procurement Professional (CIAPP)
1 Year of relevant experience

Bachelor’s Degree in Procurement with three (3) years of relevant working experience, with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification
3 Years of relevant experience

Bachelor’s Degree in Management, Accounting, Law, Public Finance, Economics or Civil Engineering with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification with three (3) years of relevant working experience is eligible.

Financial Management Specialist Under Statute at RWANDA BIO MEDICAL CENTER(RBC): (Deadline 17 November 2023)
Job description
a. Individual accountabilities
i. Ensure that bank reconciliation statements at the end of each month are prepared and verified for accuracy.
ii. Ensure that eligible payments are made on time and in respect of the law
iii. Ensure the recovery of RBC own income is properly done, reconciled and accounted for
iv. To analyze and consolidate RBC financial reports and submit them in time for approval.
v. Ensure that customer care is maintained in your staff under your supervision – Participate in preparation and monitor the annual operating budgets and control its execution in compliance with the public Finance rules and procedures.
vi. Ensure proper filling of financial documents for ease of traceability – Supervise and evaluate the performance of assigned personnel.
vii. Ensure paper based and electronic financial record are kept in safe system for the period required by the law.
viii. Ensure that financial reports are submitted within required time frame
ix. To ensure that financial audits are well prepared and coordinated
x. Delivers comprehensive evaluation of direct reports complete with development plans followed up by active coaching;
xi. Strategically Manage staff of the Unit and ensures that accountants are evaluated and developed.
b. Shared accountabilities
i. In collaboration with All RBC divisions;
1. Activities reflected in the plan of action are implemented
2. To ensure the payments are done timely, ensure regular updates and reminders in relation with requests for payments from divisions
3. Divisions should ensure that accomplished activities should be supported with source documents
ii. In collaboration with Corporate services Division;
1. Procurement unit: at payment stage, check the contracts to ensure value for money is taken into consideration and provide a feedback to Procurement team for any inconsistency found in contracts. In addition, ensure reliability of the disclosure notes elating to guarantees (performance guarantee, advance guarantees, any other kind of advance in relation with tenders)
2. Human Resource unit: Payroll is prepared to only RBC staff and eligible deductions should always be made
3. Administration unit: Fixed assets register with full information should be maintained to record all purchases made to RBC. In addition, ensure the reliability of Stock and Fixed assets disclosure notes
4. ICT unit: Stability of Internet connectivity for reliability of accounting software

Job description
• A holder of any Bachelor’s Degree with a with recognized accounting Professional Certification (ACCA, CPA) with two (2) years of relevant working experience is eligible.
Individual accountabilities
• Follow up on the budgeting process from preparation, implementation, and reporting.
– Analyzing and advising on the financial report of RBC through regular reporting to Ministry of Finance.
– Follow up on internal and external audits and their recommendations’ implementations.
– Close monitoring of the administrative function in RBC which includes Human Resources, Logistics and procurement process.
– Advise on the flow of internal and external communication.
– Review all financial documents for completeness before they are submitted for signature.
– Follow up on all assignments related to setting up financial and accounting system including all related soft infrastructure.
– Advise on how to improve internal control system related to finance and accounting.
• Shared accountabilities (With all divisions and different units).
– Ensure audit recommendations are implemented
– Ensure the procurement plan is implemented
– Make sure all requests for payment and contracts are well supported as required before approval
