Organizational Setting
The Food and Agriculture Organization of the United Nations (“FAO” or “Organization”) is an intergovernmental organization with more than 194 member nations. The main aim of FAO country offices, which are headed by an FAO Representative, is to assist governments in developing policies, programs, and projects to achieve security and reduce hunger and malnutrition to help develop the agricultural, fisheries, and forest sectors, and use their environmental and natural resources in a sustainable manner.
Reporting Lines
Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Diseases (ECTAD), with the functional, administrative, and overall supervision of the FAO Representative in Rwanda, (who is the project budget holder), in close collaboration with the FAO project Lead Technical Officer (LTO); who would support the project implementation from the FAO Sub-regional Office for Eastern Africa (SFE).
Technical Focus
• The National Livestock Development Specialist will coordinate, plan, and monitor activities as indicated in the MoUs, and LOAs, between FAO and Ministry of Agriculture and Animal Resources, Rwanda Agriculture and Animal Resources Development Board (RAB), and other Government/ non-government livestock development partners, etc……to ensure the timely provision of administrative and technical support services.
• The National Livestock Development Specialist will support FAO Rwanda country office to implement required livestock interventions in development of livestock value chains especially Dairy (Cattle), sheep, goats, poultry, pigs, Rabbits, Bees, etc… and others as required.
Tasks and responsibilities
• Undertake the day-to-day coordination, planning, and monitoring of activities as indicated in the MoUs, and LOAs, between FAO and Ministry of Agriculture and Animal Resources, Rwanda Agriculture and Animal Resources Development Board (RAB), and other Government/ non-government livestock development partners, etc……to ensure the timely provision of administrative and technical support services.
• Plan, organize, and implement capacity development of livestock in-service professionals targeting veterinarians, animal health technicians, community animal health workers, livestock farmers, and where appropriate other stakeholders/partners.
• Closely liaise with the Ministry of Agriculture and Animal Resources, Rwanda Agriculture and Animal Resources Development Board (RAB), and other Government/ non-government partners to maintain a good working relationship for the implementation of FAO’s livestock-related project activities.
• Ensure that appropriate linkages are established between the project activities and other relevant programs in Rwanda.
• Contribute to the preparation of the Terms of Reference (ToRs), identification, and selection of national consultants.
• Organize project meetings and workshops, as required and in close collaboration with the Livestock stakeholders and actors in Rwanda.
• Ensure that livestock-related project activities and results are promoted through FAO Rwanda communication channels.
• Organize and participate in project management meetings and livestock-related Technical Working Groups.
• Prepare and finalize all progress and final narrative reports prior to the corresponding deadlines indicated in the livestock Projects Documents.
• Support FAO-Rwanda country office in various Animal health and livestock production initiatives and value chain development focusing on livestock development policy, and strategies.
• Provide technical inputs to the resource mobilization efforts in the livestock industry, at the country and regional levels.
• Submit a final technical report upon completion of the assignment to the FAOR.
• Perform other related FAO duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• At least a master’s degree in veterinary medicine, Global Health, Public health, Animal production, or animal sciences
• Having at least 5 years of working experience in veterinary medicine, Animal production, or animal sciences
• Working knowledge of English
• National of Rwanda
