Background
Rwanda National union of the Deaf (RNUD) established in 1989 was registered on 26th July, 2013 as a national non-governmental organization legally operating in Rwanda with legal personality No. 69/05 under law No. 04/2012 of 17/02/2012 governing the organization and functioning of non-governmental organizations and was officially gazette by the Republic of Rwanda as Year 55 No. 08 of 22nd February 2016.
RNUD brings together all categories of Deaf persons and was formed purposefully to unite and raise awareness about needs of Deaf persons. RNUD envisions a Rwanda where all categories of Deaf Rwandans are able to exercise their fundamental human rights on equal basis with others. To achieve this, RNUD lobbies and advocates for accessible and inclusive quality services (in particular inclusive education, inclusive health, inclusive employment and economic empowerment). Two crosscutting themes are brought forward: promoting of human rights of Deaf persons and Rwandan Sign Language training and learning to solve communication gaps. RNUD currently operates in 23 out of 30 Districts of Rwanda.
RNUD is a member of the National Union of Disabilities Organizations of Rwanda (NUDOR), Umbrella of Organizations of Persons with Disabilities in the fight against HIV/AIDS and for Health Promotion (UPHLS) and is affiliated to the World Federation of the Deaf (WFD).
Mission: To promote human rights of the Deaf Persons, advocate for accessible quality services and building the capacity of the Deaf persons in Rwanda.
Vision: All categories of the Deaf Persons exercise their rights on equal basis with others.
Job Summary:
The Executive Director will coordinate, guide, and direct all activities of RNUD to ensure that the programs and project’s objectives and results are achieved in a timely fashion and in accordance with RNUD disability centered approach.
Specific responsibilities
Under the overall supervision of the RNUD Executive Board Members, the Executive Director shall perform the following responsibilities:
- Lead on effective day to day coordination of RNUD.
- Ensure proper coordination mechanisms are established with different stakeholders and members for quality and timely support is provided to.
- Support and represent (when needed) the RNUD President of the Executive Board for effective coordination with various stakeholders at different levels.
- Ensure RNUD’s internal financial and administrative procedures are compatible with the country laws.
- Coordinate and execute the management of staff administration in accordance with RNUD policies and country laws.
- Lead the implementation of RNUD different funded projects including their implementation plans and ensure projects are managed in line with proposals, approved budgets, and timelines.
- Provide organizational technical and managerial support to RNUD Executive Board and staff to deliver on their targets.
- Ensure timely and quality documentation and reporting of the different RNUD projects interventions as per the requirements of the donor.
- Engage for development of new project concept notes and the subsequent development of proposals and budget related to. In line with RNUD Strategic and operational plans, donor’s guidelines, and relevant concern strategies.
- Build the capacity of RNUD members in different aspects according to their institutional capacity assessment.
- Guarantee the compliance of all donor’s norms for every project being executed.
- Oversee the overall financial management of the project and liaise with Finance Manager to ensure the accounting information of the projects is processed in accordance with donor/ plan standards.
- Facilitate information sharing and coordinate activities among RNUD Members, board members, other stakeholders including the donors.
Eligibility Requirements
- Rwandan nationality
- University degree in Social Sciences, Development studies, Project Planning and Management, Public Administration and Management, Business Administration. (A masters’ Degree is of added advantage);
- Demonstrated experience in project cycle management, advocacy mainstreaming approaches and public policy monitoring preferably with Organization of Persons with Disabilities (OPDs);
- Minimum of at least 3 years relevant working experience in OPDs;
- Working experience in a similar role and experience in a non-profit organization;
- Demonstrated knowledge of Deaf persons needs in Rwanda
- Knowledge of Rwanda Sign Language (RSL) is preferred.
- Deaf or Hard of Hearing persons are encouraged to apply;
Knowledge, technical skills, and competences
- Ability to organize own work independently, take initiative and willingness to work beyond normal working hours.
- Good facilitation, training, capacity building, communication, interpersonal, analytical, negotiation, resource mobilization with good mentoring and coaching skills.
- Good capacity of strategic thinking, networking, and making sound judgement and recommendations.
- Demonstrated competences to assess priorities and manage a variety of activities in a time-sensitive environment and to meet deadlines with attention to details and quality.
- Excellent report skills and competencies in computer literacy, especially proficiency in Excel, Word, Power Point, Outlook, …
- Ability to work on own initiative and as part of a team and under pressure often to strict deadlines.
- Proven knowledge of English and Kinyarwanda is a value added.
