To manage and handle all financial aspects of SERVE (Supporting and Enhancing Resilient and Viable Employment Opportunities in Rwanda) project.

ESSENTIALS RESPONSIBILITIES
Budgetary processes
- Lead and coordinate SERVE budget preparation and respond to queries from donors and other stakeholders
- Ensure that budget preparation is supported by valid assumptions reflecting SERVE activities and operations as well as donors’ requirements
- To each cash request, ensure spending are strictly in adherence to approved budget
- Prepare budget execution report on monthly, quarterly and annual basis;
- Advise management and project manager on under or overspending for timely corrective actions
- Active participation and contribution in quarterly and annually project planning;
Payments, journal entries and reconciliations
- Review SERVE projects payment requests and confirm completeness, authenticity, relevance of supporting evidence as well as existence of budget
- Ensure strict compliance to policies and procedures as well as relevant laws and regulations from regulator, tax administrators and donors’ requirements.
- Timely make journal entries for transactions initiated under SERVE project
- Properly code and file supporting evidence for any transactions pertaining to SERVE projects for future reference
- Conduct reconciliation of SERVE Bank accounts to confirm accuracy and completeness of inflows or outflows transactions on these accounts
- Verify accuracy and completeness of any dues to and from SERVE project and ensure timely reporting and clearance to control ageing
Reporting, audits and miscellaneous
- Prepare periodic reports sent to Urwego’s management and other partners or donors
- Reconcile actual vs variance on weekly basis to determine deviations and advise management accordingly
- Assist auditors hired by donors or Urwego in their audit endeavor and responsibly meet their demand.
- Meet any query from donors or other partners pertaining to SERVE project
- controlling income and expenditure.
- Perform any other Duties as may be assigned by supervisor
QUALIFICATIONS
Minimum Education and Experience
- University Degree in accounting or business-related subject
- Advanced level in accounting professional courses namely ACCA or CPA (completion of any of this professional course being a plus)
Knowledge, skills and qualification
- Be capable of meeting strict deadlines
- Be an organized a highly organized person, result-oriented and ready to work under pressure
- Have a strong mastery of accounting principles, financial aspect of donor funded project, and concepts to maximize integrity of financial records
- Excellent skills in use of spreadsheet mainly excel.
- 3 years relevant experience in management of projects. Managing CARE or Master Card funded project would be a plus.
- Be team player and good communicator.
