ORGANISATIONAL CONTEXT:

The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year – delivering humanitarian food assistance and working with smallholder farmers, communities, and governments to improve nutrition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the complex humanitarian and development challenges in the region is essential, now perhaps more than ever.

In Rwanda, WFP supports the Government with its ambitious goals to ensure food security and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assistance to over 135,000 refugees, asylum seekers and returnees; to strengthen national disaster risk management, social protection, school meals and nutrition programmes; to transform food systems; and to support emergency preparedness and response.

JOB PURPOSE:

The Program Associate (RAM) will support the effective implementation of WFP’s monitoring and evaluation strategy at the field office, ensuring the generation of timely and accurate data to inform decision-making, enhance e learning, and ensure accountability to beneficiaries, donors, and other stakeholders. The position is based in Karongi Field office, and the position holder will report to the Head of Kirehe field office with a functional reporting line to the Programme Policy Officer-Monitoring and Evaluation. The incumbent will Lead and coordinate all RA/ VAM/M&E activities in the field office.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Support the Roll-out and Implementation of the Cooperate and country CSP M&E Strategy.
  • Assist in the development of country monitoring and evaluation plans, ensuring alignment with the corporate strategy.
  • Conduct regular field visits to monitor project activities, ensuring compliance with quality standards and providing feedback to project teams.
  • Support the revision and improvement of M&E standards, processes, and tools to enhance effectiveness.
  • Manage the field monitoring staff, providing guidance and support to ensure the effective implementation of the Annual Monitoring Activity Plan.
  • Ensure that the COMET system’s annual reporting requirements are updated with accurate information and are fully aligned with compliance standards.

2. Data collection and analysis

  • Assist in conducting annual outcome monitoring surveys and baseline studies to support accurate and comprehensive annual reporting.
  • Manage and maintain the COMET system, facilitating regular updates by the program team to ensure timely and accurate reporting.
  • Review and update COMET Standard Operational Plans (SOPs) to ensure they reflect current practices and standards.
  • Conduct qualitative and quantitative data analysis to generate insights and support decision-making processes.
  • Support the preparation of periodic M&E reports, highlighting key findings and recommendations for program improvement.

3. Quality assurance and reporting

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Ensure that project documents include adequate M&E provisions, including indicators, targets, and reporting requirements.
  • Provide quality assurance for M&E components in donor reports, ensuring that data is accurate, relevant, and aligned with reporting standards.
  • Contribute to the preparation of Standard Operational Plans (SOPs) that outline minimum monitoring requirements, ensuring monitoring activities are effectively integrated into each project.

4. Knowledge management and learning:

  • Contribute to Research and analyse policy and operational issues to support the field office and CO in the development of policies, programmes and activities.
  • Contribute to the development and dissemination of M&E knowledge products, including case studies, lessons learned, and best practices.
  • Support the organization of learning events, workshops, and knowledge-sharing sessions to promote continuous learning within WFP.
  • Collaborate with other units to ensure that M&E findings are integrated into program design, planning, and implementation.

5. Stakeholder engagement

  • Liaise with government agencies and other stakeholders to coordinate M&E activities and promote collaboration.
  • Represent WFP in M&E-related forums and working groups, contributing to the development of sector-wide M&E standards and practices.
  • Engage with beneficiaries to gather feedback and ensure that their voices are reflected in WFP’s programming.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Relevant professional work experience including monitoring and evaluation activities.
  • Excellent data analysis and analytical skills, and ability to communicate effectively in written and spoken English.
  • Experience in managing project/programme evaluation(s).
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Topical experience related to food security and nutrition/food systems, school-based programme, climate/DRR, and/or social protection.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

First University Degree in statistics, M&E, economics, Agriculture, social sciences with additional years of related work experience and/or trainings/courses

Experience:

Minimum of 6 years in Monitoring and evaluation of programs

Language:

Fluency in both oral and written communication in English. Fluency in Kinyarwanda preferred.
