Project Name: Improving the economic well-being and environmental sustainability of communities in Kayonza district, Rwanda
- Introduction:
________________________________________________________________________________
AMU (Association Mwana Ukundwa) in partnership with Tearfund, has implemented a two-year program designed to improve the economic well-being and environmental sustainability of communities in Kayonza district of Rwanda.
Now that the two-year cycle is finished, AMU is announcing the tender for the External Evaluation for the End-of Year Project.
The following were the project targets:
- Households with improved living conditions increase of 10% through energy-saving cooking stoves enterprises
- 4 SHGs or CLAs with increased income from running nursery-beds set up enterprises
- 12,000 trees seedlings produced, sold, planted, and protected in public and private lands
- 12 new businesses initiated through increased biological reprocessing sites and increased farming production in Kayonza
- 300 new households using energy-saving cooking stoves and can maintain them
- 60 trained community instructors who train most vulnerable households on making and maintaining energy-saving cooking stoves
- 4 tree nursery-bed setups managed and maintained by mobilized and trained SHGs
- 7,000 agroforestry trees produced locally, planted and protected in public and private land
- 5,000 fruity trees produced locally, planted and protected in public and household’s land
- Number trained instructors in advantageous ways of waste management
- 100 households practicing organized and maintained composts in 2 sectors of Kayonza district
- 60 trained instructors on making and maintenance energy-saving cooking stoves using mainly local materials
- 16 communities mobilized on using energy-saving stoves to reduce firewood consumed and reduce cooking expenses
- 300 energy-saving stoves distributed in the 16 communities
- 30 SHG members on managing tree nursery-bed set up, on distributing seedlings and on making business out of it
- Connecting committed SHGs to sector agronomists and identifying tree seedlings need in the community
- 4 committed SHGs facilitated to manage tree nursery-bed set ups with diversified seedlings (Agroforestry and Fruity trees)
- 12,000 trees distributed, planted and protected in personal and public lands
- Mobilize the community on the best way of waste management and on managing compost at household level
- 20 community instructors trained on advantageous ways of waste management
Apart from Tearfund and AMU, other main project stakeholders were: Community Facilitators, Self-Help Groups and sector leaders in Mukarange and Nyamirama of Kayonza district.
- Purpose of the Evaluation

The Project has been implemented for 2 years (December 2022- February 2025). This end-of-project evaluation focuses on the entire implementation period. The purpose of the evaluation is to:
- Track the project level of achievement vis-a-vis the targets
- Assess the project Efficacy
- Identify the change made by the project the individual and community level
- Provide a final report that includes strengths and weaknesses in the program
- Scope and focus of the Evaluation

The evaluation will be conducted in Kayonza district, precisely in Mukarange and Nyamirama sectors. The evaluation team will have access to members of the program team from Tearfund and AMU, Community Facilitators, SHG members, some people in the community and sector leaders.
The selected evaluation firm will be responsible for:
- Program Efficacy Analysis:
- Measuring the effectiveness of the program in enhancing participants’ practical skills and competencies they gained from the project.
- Collecting and analyzing data from current program participants, including pre- and post-assessments, focus groups, and surveys.
- Identifying strengths and areas for improvement in program delivery and impact.
- Certification Readiness Review:
- Providing recommendations to ensure the program met the government priorities in social transformation and in environmental sustainability.
- Identifying any gaps in compliance and suggesting actionable steps for alignment.
- Final Report and Recommendations:
- Delivering a comprehensive evaluation report detailing findings, conclusions, and recommendations for program improvement.

Payment made by AMU will include taxes. The selected company to do the evaluation will give assurance of payment of taxes including VAT as demonstrated by the EBM invoices that will be presented before each payment.
The total amount available for this consultancy is up to 5,000,000.

Interested firms should submit a detailed proposal that includes:
- Company Information

- Experience and Expertise
- A summary of relevant experience, including past program evaluations.
- Case studies or examples of similar work completed.
- Evaluation Approach and Methodology
- A detailed plan outlining the evaluation framework, data collection methods, and analysis techniques.
- A timeline for key activities and deliverables.
- Budget Proposal
- A detailed breakdown of the proposed budget, including personnel, materials, data collection, and reporting costs.
- Team Qualifications
- CVs of key team members (at least 2 people) who will be conducting the evaluation.
- Clearance certificate of RRA and RSSB
