Background

I. Organizational Context

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations is the global champion for women and girls and was established to accelerate progress on meeting their needs and priorities worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on women participation in all governance systems and structures, women economic empowerment, elimination of discrimination against women and girls and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Rwanda has adopted its new National Strategy for Transformation (NST 1) that will guide its national transformation programme over the next seven years (2018 – 2024) and accelerate the implementation and achievement of the Sustainable Development Goals (SDGs). Aligned to this strategy, the United Nations Development Assistance Plan 2018 – 2023 (UNDAP II) provides a guiding framework for support to the Government of Rwanda’s transformational agenda, including to furthering gender equality and women’s empowerment (GEWE).

Under this framework, the One UN (with UN Women as lead agency), the gender machinery (MIGEPROF as the lead, GMO, NWC and FFRP) and other relevant stakeholders have developed a joint programme on gender (2018-2023) to further position GEWE across the NST 1 and within the UNDAP II pillars of Transformational Governance, Economic Transformation, and Social Transformation. The overall goal of this new programme is to ensure that “Women and girls, especially the most vulnerable, participate in, contribute to and benefit from political, economic and social transformation in Rwanda”. The programme will leverage the comparative advantages of the participating UN agencies – UN

Women, UNDP, UNFPA, UNHCR, UNICEF, IOM and OHCHR – and its implementing partners, namely Government Institutions, CSOs, and the Private Sector.

UN Women as part of its global mandate coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda and works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world. As such, UN Women Country Office was mandated to lead the coordination and implementation of the Gender Joint programme.

Under the overall guidance of the UN Women Country Representative and direct supervision of the Head of Programme, the Programme Manager will ensure the management and coordination of the joint programme, provide technical expertise and exercise overall responsibility for planning, implementing, monitoring and evaluation and reporting on results of the programme. The Incumbent will work in close collaboration with UN Women programme and operations team, UN Women Regional office East and Southern Africa and HQ staff, ONE UN Participating Agencies, Government institutions, development partners, private sector and civil society organisations ensuring successful implementation of the gender joint Programme.

 

Duties and Responsibilities

Programme Management and coordination

 

In close consultation with the partners, ensure the preparation of the project work plans, budget and performance indicators and oversee their implementation;
Provide assistance to elaborate the programme quarterly activity/work plans, draft technical terms of reference, and support the recruitment of experts as required;
Provide technical assistance to the programme stakeholders to ensure efficient and effective programme management, supervision and use of related funds;
Ensure synergies with other members of the team for effective and coordinated programme results;
Provide overall advice, guidance to all stakeholders to ensure quality and timely delivery of programme results
Manage the submissions of implementing partners’ progress and final financial and narrative reports;
Facilitate broad consultations with the One UN Participating agencies and the implementing partners on all programme-related matters Provide technical support throughout the programme cycle;
Provide the oversight of the budget management and timely disbursement of funds;
Supervise, mentor and coach Programme Analysts, Associates and interns working directly under the Joint gender programme portfolio and conducts their performance assessments;
Oversee recruitment processes, as necessary;
Coordinate all procurement processes necessary for the implementation of the joint Programme;
Organize technical and Project Steering Committees, programme reviews and/or evaluation meetings, as needed.
Capacity building

Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners;
Provide or commission specific trainings to the programme delivery team to enhance their capacity at strategic, programmatic and operational level

Monitoring, evaluation and reporting of the joint programme

 

Provide guidance to staff and partners on Results Based Management;
Work with partners to refine project baselines and indicators for sound performance management;
Closely monitor the overall implementation, impact and risks and inform the technical committee and steering committee members of any changes within the programme environment which could affect expected outcomes;
In collaboration with key stakeholders, organize field missions including joint technical and high-level field missions to monitor programme achievements, challenges and lessons learnt;
Lead the drafting of donor reports; provide inputs into UN Women quarterly and annual reports; and participate to One UN Result groups meetings and contribute to the One UN Reports as necessary.
Ensure that quality programme progress and financial reports are prepared and submitted as required under cost sharing agreements with the UN agencies supporting the programmes;
Report periodically to UN Women, the technical committee and the Steering Committee on progress and status of implementation of activities;
Report on programme results and progress towards outcomes, outputs and activities;
Ensure that the programme steering committee (SC) meetings are convened and reported upon, at least twice a year to report on programme progress and approve subsequent activity/work plans;
Ensure that programme Technical Committee meetings are convened and reported upon prior to SC meetings or as necessary.

Build partnerships and support in developing resource mobilization strategies

 

With guidance of the programme steering commiittee, develop and implement partnerships and resource mobilization strategies for the Portfolio;
Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to women leadership and participation and women’s empowerment.
Contribute to inter-agency coordination on gender to achieve coherence and alignment of gender in national and One UN programme frameworks

Provide technical support to the Representative and the entire Senior Management Team on inter-agency coordination related activities by attending meetings, events, and participating in Result groups and committees as needed;
Coordinate with other UN agencies, Government departments, donors and NGOs to ensure the programmes’ capacity development is harmonized and aligned with other in-country efforts.
Prepare analytical and regular progress reports on UN Womens’ programme experiences in support of UN Women inter-agency coordination role in the areas related to the joint programme and other relevant thematic areas.
Coordinate advocacy, knowledge building and communication efforts

Develop and review background documents, briefs and presentations related to the gender joint programme;
Represent UN Women in meetings and policy dialogues on issues related to gender and gender joint programme as necessary;
Develop advocacy strategies and oversee their implementation;
Identify best practices and lessons learned to guide programme improvement, strategic planning and resource mobilization;

Education and certification:

Master’s degree in project management or relevant disciplines such as International Relations, Gender and Development, Public Policy or Administration, Governance or other related areas.
N.B: Specialized professional training in project management/development/implementation such as Prince2, ATLAS, Project Management Institute (PMI) certifications, or other internationally recognized project management certifications may be an asset.

Experience:

 

At least 5 years of experience of project/programme management and administration of donor funded projects, preferably with the UN System or any other bilateral or multilateral donors;
At least five years of progressive responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects involving different stakeholders;
Technical experience in gender analysis and mainstreaming;

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Rwanda has been working with the Government, UN Partners, Civil Society, the Private Sector, Development Partners and other key partners to promote gender equality and the empowerment of women and girls in the country through its programmes.

 

Description of responsibilities

 

Under direct supervision of the National Programme Officer and overall guidance from the Head of Office, the Communications and Knowledge Management Officer will be responsible for providing communications and knowledge management support to the Country Office, by implementing the communications strategies to drive and support advocacy efforts to advance gender equality and women’s empowerment, as well as increase UN Women’s visibility with partners, the media and the public.

Liaison with the United Nations Communications Group (UNCG) and the UN Women Regional and Headquarters Communications Team to feed national initiatives into corporate communications initiatives and vice versa.

 

The Communications and Knowledge Management Officer will be expected to:

 

Contribute to the implementation of the Communications and Advocacy Strategy
Support development of communications plans and strategies, production of communications materials and organization of events and activities;
Enhance the Country Office and its Programmes’ visibility among national and international audiences through the production and dissemination of high quality and high impact human-interest stories;
Support the implementation of UN Women’s corporate campaigns such as HeForShe, Generational Equality and Global Media Compact;
· Administer and manage UN Women Rwanda’s social media platforms and update the Country Office page on the UN Women Africa and One UN websites;

Support engagement and management of media relations, including updating and maintaining the database of community, national and regional media contacts, bloggers and influencers;
Ensure high visibility of UN Women in key national and international events/campaigns; and
Participate in the UNCG meetings and contribute to the efforts of Communicating as One and mainstreaming gender in the ONE UN Rwanda communications.

Documentation, Knowledge Management and Sharing

 

Support implementation of the Country Office Knowledge Management Strategy by analyzing and presenting the knowledge management needs to inform programming;
Produce and disseminate communication materials for the Country Office including office brochure and thematic programme fact sheets;
Develop and disseminate Country Office quarterly newsletter to relevant partners, as well as contribute to the UN Rwanda and Un Women Regional Newsletter;
Conduct comprehensive media monitoring to capture perception of UN Women, representation of UN Women’s work in the media and share stories on gender equality and women’s empowerment with programme staff to inform programming and partnerships;
Coordinate and provide videography and photography documentation of all UN Women initiatives/activities and manage the country office Flickr account;
Develop and maintain the country office repository system that contains all publications by the CO and IPs.
Strengthening internal communications

Assist with the development and implementation of an internal communications strategy; and
Enhance the communications capacity of programme and operations staff to better communicate results;
Programme support

Provide communications advice and support to programme staff and partners as required, including with media relations, documentation and reporting of success stories and events, quality control of branding and documentation, and generally to improve communications capacity;
Contribute to the innovation portfolio of the Country Office;
Technically lead the development and management of the BuyFromWomen Digital Platform;
Provide IT support to the office; and

Globally, UN Women focuses on six priority areas. These include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, supporting women’s participation in achieving and sustaining peace, making gender equality central to national planning and budgeting and advancing gender in intergovernmental processes.

UN Women County Strategic Note 2019-2023 is articulated around two strategic pillars: Women’s leadership and political participation in governance systems as well as women’s income security, decent work and economic autonomy. The office also works around Elimination of Violence Against Women and Girls (EVAWG), humanitarian action, Women, Peace and Security (WPS) as well as gender mainstreaming in planning and budgeting

UN Women is part of the One UN family in Rwanda which operates under the Delivering as One framework and implements the UNDAP 2, through Joint Work Plans, joint programmes and joint Resource Mobilization through the UN Sustainable Development Fund.

Under the overall guidance from the Country Representative and the direct supervision of the National Programme Specialist/Head of Programme, Programme Coordinator who will technically coordinate the planning, implementation and monitoring of two projects namely 1) a project jointly implemented by UN Women and UNDP and aimed at supporting Rwanda Demobilization and Reintegration Commission (RDRC) to mainstream gender in the demobilization and reintegration process of Ex-Combatants and their dependents. 2) the project targeting women and girls as part of HIV response in the country implemented through Unified Budget, Results and Accountability Framework (UBRAF) via the Joint Programme on HIV and Sexual and Reproductive Health (SRH) that UN Women is implementing together with UNAIDS, UNFPA, WHO and UNICEF.

 

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of support the Rwanda Demobilization and Reintegration Commission (RDRC) and the UBRAF programme
Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
Identify areas for support and intervention related to the programmes.
Provide substantive technical support in the implementation and management in the area of empowerment of women in the context of HIV prevention and response.
Propose programmatic areas for support and interventions on gender and response to HIV;
Draft technical content in development of strategic documents including briefs, policy dialogue and other documents related to the project areas under her/his responsibility;
Organize periodic consultations with key stakeholders including Umbrella Civil Society Organizations (CSOs) involved in HIV prevention and response among and for women and girls , human rights experts working on advocacy and rights based approach to address gender inequalities and discrimination in the fight against HIV, together with the main Implementing partners,
Coordinate the implementation of UBRAF project;
Provide technical inputs to the annual workplan and budget;
Lead the implementation of programme activities and provide technical support as necessary and required by the Supervisor
Participate to the Joint Agency meetings and webinars on UBRAF including during the preparation of country envelope submission;
Review the submission of implementing partner financial and narrative reports as required;
Provide guidance to partners on Results Based Management tools and performance indicators;
Liaise with UNAIDS as Lead Agency to develop necessary tools and documents for the Project Steering Committee, project review and/or evaluation meetings
Provide technical support in the monitoring the UBRAF project implementation of activities and finances using results-based management tools;
Provide inputs to quarterly reports and donor reports, focusing on results, output and outcomes for their timely submission and/or evidence base decisions;
Write internal and external progress and other reports including following up on the projects delivery and regular expenditures tracking from ATLAS
Provide technical support in the Management of the UN Women component of the Peace Building Fund (PBF) project aimed at ensuring gender responsive demobilization and reintegration of Ex-Combatants and their dependents by focusing on quality control of the implementation in achieving the following results:
Provide technical inputs to planning, budgeting, implementing, management, monitoring and coordination of the project activities;
Establish appropriate systems for management of the project budget including ATLAS based tracking of the use of financial resources, in accordance with UN Women rules and regulations and the work plan;
Establish collaborative relationships with executing agencies, experts, government counterparts mainly the Rwanda Demobilization and Reintegration Commission (RDRC) and other UN agencies, facilitating timely and efficient delivery of inputs;
Build, and maintain relationships with national partners to support implementation and expansion of the programme including linkage of the PBF funded interventions with the National Action Plan for the 1325 UN Resolution on Women, Peace and Security
Under guidance of the Head Of Programme and Operations Manager, the Programme Coordinator will oversee contracting of project services to implementing agencies, ensuring compliance with UN procedures; oversee the release of funds to partners, liquidation of funds and other processes;
Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Monitor and analyze quality of project design and implementation, and provide suggestions for periodically update the project monitoring framework incorporating reviews, lessons learned, and good practices;
Draft technical reports, briefs and required documents, including donor reports of the UN Women component of the project in accordance with PBF guidelines and templates;
Serve as UN Women’s technical lead on Women, Peace and Security (WPS) portfolio

5. Provide technical support in the inter-agency coordination frameworks such as Results Groups to achieve a coherent and aligned presence

 

Provide substantive technical support to the Representative and the entire Senior Management Team on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
Take part in country level United Nations Development Assistance Plan (UNDAP) processes and similar exercises related to the RC system;
Prepare technical inputs to UNDAP and other documents as annual reports, thematic reviews, …. as necessary.

6. Contribute towards advocacy, knowledge building and communication efforts

 

Represent UN Women in meetings and dialogues as delegated by UN Women Senior Management ;
Provide input to advocacy strategies and their implementation;

Background

I.Organizational Context

As part of Women’s Economic Empowerment Pillar, UN Women Rwanda Country Office is a participating Agency to the ‘’Rural Women’s Economic Empowerment ‘’ Joint Programme (JP-RWEE) since 2013.

The Rural Women’s Economic Empowerment (RWEE) joint programme supports a results-oriented collaborative effort from the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), Food and Agriculture Organization of the United Nations (FAO), International Fund for Agriculture Development (IFAD) and the United Nations World Food Programme (WFP) to accelerate progress towards the economic empowerment of rural women. This coalition between UN Women, FAO, IFAD and WFP (collectively referred as the Participating UN Organizations) is expected to generate synergies that capitalize on each agency’s mandate, comparative advantage and institutional strength for more lasting and wider scale improvements in the livelihoods and rights of rural women, including young women. To this effect, the Participating UN Organizations have agreed to adopt a coordinated approach to make greater impacts in the lives of thousands of rural women and girls from few selected Districts of Eastern and Southern Provinces of Rwanda.

Safer rural public places is part of UN Women’s Safe Cities and Safe Public Places for Women and Girls Global Flagship Initiative. Through the Programme, each participating city commits to create safe and empowering public spaces for women and girls free from sexual harassment (SH) and other forms of sexual violence against women and girls (SVAWG). Through a comprehensive human rights and evidence-based approach, cities develop practical solutions in four main action areas: ensuring that locally relevant and owned solutions are identified, strengthening laws and policies, investing in the safety and economic viability of public spaces, and fostering transformative social norms that promote women and girls’ rights to use public spaces free from SH and other forms of sexual violence (SV). In Collaboration with UNILEVER, the programme is in the phase of being scaled up to secondary Cities including in semi-urban settings.

 

 

About the Position

Reporting to the National Programme Specialist, the Programme Officer contributes to the effective management of UN Women programmes promoting Women’s Economic Empowerment particularly the Rural Women through the Joint Programme ‘’Accelerating Progress Towards Economic Empowerment of Rural Women in RWANDA’’ and the ‘’Safer. rural public places ‘’ by providing substantive inputs to programme design, formulation, implementation , monitoring and evaluation. The Programme Officer guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Officer works in close collaboration with the programme and operations team, UN Women HQ staff, other One UN participating Agencies (WFP, FAO and IFAD), Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. She/he will also work with Regional Office and HQ based Colleagues on Economic Empowerment and safer rural pubic places in accordance with the projects’ results frameworks.

 

Duties and Responsibilities

II. Functions.

 

Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment (WEE) and safe rural public places
Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
Contribute to the identification of project’s beneficiaries and introductory meetings for the safe rural public places
Identify areas for support and interventions related to the programmes
Network with other stakeholders and identify strategic avenues for joint programing and partnerships in the area of WEE and Safe rural public spaces

Provide substantive technical support to the implementation and management of the WEE /JP-RWEE programme including Joint Programme Finance as well as the programme on safe rural public places
Provide technical inputs to the annual workplan and budget;
Liaise with other JP-RWEE participating agencies to plan , monitor or assessment the implementation of the Joint Programme activities and results, as a member of the technical team
Lead the implementation of programme activities assigned to UN Women within the framework of JP-RWEE Joint Programme and Safer rural public places;
Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners and subsequently manage implementation and reporting relations with partners and Responsible Parties;
Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
Train partners on Results Based Management and monitor implementation.
Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
Provide substantive inputs to financial reports;
Supervise the team assigned by the Senior Management as applicable

Provide technical assistance and capacity development to project/programme partners
Coordinate and provide technical support in the implementation of programme activities;
Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/ projects
Monitor progress of implementation of activities and finances using results -based management tools;
Maintain and update UN Women Corporate monitoring and evaluation and reporting platforms, in close collaboration with the country office Monitoring and Reporting focal person
Draft reports on monitoring missions, programme results , outputs and outcomes;
Provide substantive inputs to the preparation of donor and UN Women reports.
Provide guidance to Implementing Partners on reporting and review the submitted reports and expenditure supporting documents before liquidation of cash advance

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases as needed;
Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles as needed;
Participate in donor meetings and public information events, as delegated.

Provide substantive inputs to advocacy, knowledge building and communication efforts
Develop background documents, briefs and presentations related to the thematic areas under responsibilities
Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
Coordinate the development of knowledge management methodologies, and products on both thematic area.

Provide technical support to inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners in the country
Provide substantive technical support to the Senior Management on inter-agency coordination related activities by drafting background reports and briefs.
Participate in all relevant Results Groups meetings as delegated by the Country Representative or immediate supervisor

Required Skills and Experience

IV. Recruitment Qualifications.

 

Education and certification:

 

Master’s degree or equivalent in social sciences, development economics, rural development, gender/women’s studies, international development, or a related field is required
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Project Management professional certification is desirable;

Experience:

 

At least 3 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
Experience in the area of Women’s Economic Empowerment in access to finance, entrepreneurship, Gender Based Violence and Women’s Economic Empowerment nexus;
Experience coordinating and liaising with government agencies and/or donors;
Experience in handling web-based monitoring and reporting platforms is an added advantage

Language Requirements:

 

Fluency in English and Kinyarwanda is required
Knowledge of the other UN official working language is an asset;
