Project Overview:

ACHIEVE is a five-year, USAID-funded global Cooperative Agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

The aim of ACHIEVE in Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and Adolescent Girls and Young Women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support GOR strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections.  The project supports OVC services in two districts and DREAMS activities in two districts.  The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.

Position Overview:

The Deputy Technical Lead will support the Technical Director to ensure high-quality implementation of pre-exposure prophylaxis (PrEP) services and clinical care, including HIV testing services (HTS) and gender-based violence (GBV) response interventions.  The Deputy Technical Lead will lead the situational analysis of PrEP uptake in Rwanda and integrate results into the design of the ACHIEVE project approach to PrEP introduction in the DREAMS program and scale of  PrEP.  S/he will support the Technical Director and Project Director in advocating for PrEP-specific policies and will be responsible for achieving project targets related to PrEP.  The Deputy Technical Lead will also oversee the PrEP Advisor, Demand Creation Advisor, and Clinical HIV prevention team (LIPs).  S/he will work closely with the OVC/DREAMS Program Manager to ensure high quality in PrEP integration into the existing program services.

 Responsibilities will be but not limited to:

  • Work collaboratively with other project team members to ensure necessary project planning, development, resource availability, and management activities function smoothly and efficiently.
  • Lead the ACHIEVE Jhpiego scope in collaboration with staff, implementing partners, and other key stakeholders
  • Ensure implementation of PrEP activities adheres to the Rwanda policies, guidelines, and SOPs.
  • Monitor service delivery and ensure the reaching of targets and ongoing monitoring of effective PrEP use, including intervention as necessary where use is sub-optimal.
  • Work closely with Sr M&ER Advisor to ensure high quality of the data reports and timely reporting; use data reports for programming
  • Contribute to work plans, reports, and presentations summarizing technical approaches and achievements
  • Collaborate with the project team to document experiences; prepare program site visits, reports, presentations, and articles/success stories.
  • Identify opportunities for the program to increase demand, efficiency, and quality of program delivery.
  • Preparation of reports relating to PrEP interventions (i.e. to improve early continuation and restarting of PrEP after stopping FP uptake).
  • Oversee PrEP/HTS /GBV clinical training, mentoring, and develop technical capacity in district programs in the area of quality service delivery.
  • Contribute to lessons learned through program implementation.
  • Liaise with government and other stakeholders as required on project activities, strategies, and progress.
  • Support knowledge management through the on-line resource platform
  • Ensure compliance with USAID regulations as well as the implementation of Jhpiego policies
  • Perform any other task as assigned by the Supervisor

Knowledge, Skills, and Abilities:

  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, HIV implementing partners, MOH/Rwanda Biomedical Center, and local CSOs
  • Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV; PrEP; HIV prevention services; GBV response among OVC/DREAMS beneficiaries
  • Demonstrated experience working with diverse population types, including AGYW; ability to identify unique needs of OVC/DREAMS beneficiaries and best strategies for reaching them
  • Ability to describe HIV program data collection and reporting requirements, to critically analyze program data and use program data to inform future directions
  • In-depth knowledge of and experience with USAID/PEPFAR funded programs, regulations, compliance, and reporting and working with International NGOs as well
  • Experience in building health providers, capacity in HIV clinical skills including PrEP
  • Proven experience in HIV program data collection and reporting requirements, analyze program data, and use program data to inform future directions
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Excellent leadership and mentoring skills, including clinical training an mentorship skills

 Qualifications:

  • A medical degree (medical doctor, nursing or midwifery ) with an advanced degree in public health, health administration, international health, or a related field
  • A minimum of 7 years of experience in mid-to-senior management (technical) position on comprehensive HIV prevention and treatment programs with familiarity in PrEP/HTS program implementation required
  • Working experience with MOH/RBC and health facilities will be an added value
  • Demonstrate a depth understanding of the Rwandan healthcare system, particularly the Public health system
  • Fluent in written and spoken English and French
  • Excellent facilitation, oral and written communications skills
  • Ability and willingness to travel 20% of the time
  • Office 365 skills required

Position Overview:

The PrEP Advisor will be responsible to coordinate the community-based PrEP portfolio by ensuring all the PrEP targets are met. He/she will work closely with the ACHIEVE team to ensure the team in their respective districts provide high quality in PrEP intervention within their Districts by creating demand, reaching PrEP initiation targets, and ensure continued use of PrEP by clients is In addition, the PrEP Advisor will work closely with ACHIEVE HIV Clinical prevention team, Health providers in Health centers of the project implementation and HIV /AIDS Division Team at Rwanda Biomedical Center and the Demand Creation Advisor.

He/she will be reporting to Deputy Technical Lead.

Responsibilities will be but not limited to:

  • Lead the District community-based PrEP portfolio in collaboration with staff, implementing partners, and other key stakeholders
  • Work collaboratively with other project team members to ensure necessary project planning, development, resource availability, and management activities function smoothly and efficiently.
  • Ensure implementation of community-based PrEP activities adheres to the GOR and Standard Operating Procedures (SOPs).
  • Monitor service delivery and ensure reaching targets for PrEP initiation and continuation.
  • Coordinate and organize formal training in collaboration with RBC as appropriate
  • Ensure PrEP support materials/JobAIDS /M&E tools are available at sites level and well utilized
  • Support sites to strengthen pre (PrEP) according to HIV National guideline
  • Support sites to reinforce linkage and use adherence/persistence systems among PrEP/DREAMS Beneficiaries
  • Ensure coordination between service providers and PrEP beneficiaries
  • Work closely with Health Facility Data Manager and PrEP Nurse Providers to ensure high quality of the data reports and timely reporting; use data reports for programming
  • Document experiences; prepare program site visits, reports, presentations, and success stories.
  • Identify opportunities for the program to increase demand, efficiency, and quality of program delivery.
  • Contribute to data collection, preparing of monthly, quarterly, and semi-annually report relating to PrEP interventions (i.e. PEPFAR MER and custom indicators and the provision of other key services that are part of the PrEP services package).
  • Lead the capacity building of Local IPs and Health facility providers in PrEP quality service delivery, through formal training and post-training mentorship approaches.
  • Monthly preparation of the scope activities, budget preparation, and control.
  • Ability to travel 50% of working time
  • Perform any other tasks as assigned by the Supervisor.

Required Qualifications:

  • Diploma in Nursing, Community development, Social Sciences, Demography, public health or other relevant
  • Minimum 5 years in HIV prevention, care, and treatment Programs and Knowledge of PrEP Program is strongly required
  • (Fluent) speaking/reading English, French and Kinyarwanda preferred
  • Familiarity with USAID or other USG regulations and compliance, reporting procedures and systems; and International NGOs as well
  • Proven experience in adult learning methodologies, mentorship of health providers is required
  • Additional training in PrEP, Training of trainers in HIV Care& Treatment will be an added advantage
  • Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV; PrEP; HIV prevention services; GBV response among OVC/DREAMS beneficiaries
  • Counseling, M&E skills related to HIV programs strongly required
  • Demonstrated a depth understanding of the Rwandan healthcare system especially experience in working with health providers RRP+ Members, community health workers, and/or peer, educators.
  • Highly flexible to accept dual multiple roles and extra tasks
  • Knowledge of Office 365 required
