Job Description
DevWorks International (DevWorks) is recruiting for a Monitoring, Evaluation, and Learning (MEL) / Collaborating, Learning, and Adapting (CLA) Manager for the anticipated USAID-funded Rwanda THRIVE Water, Sanitation, and Hygiene (WASH) Activity. The project will work to (1) improve the capacity of district governments to plan for, monitor, and regulate water services; (2) expand and professionalize rural water services; and (3) scale up market-based solutions for household sanitation and hygiene. This is a 5-year project with an anticipated award size of $19-21 million.
The MEL/CLA Manager will be responsible for designing and overseeing the implementation of the project’s MEL system and CLA processes in close coordination with technical and programmatic staff. The MEL/CLA Manager will define program indicators and sources of data; track delivery against program targets; use existing evidence and identify solutions to promote data-based decision making among program and technical staff; prepare project performance monitoring plans; and contribute to other project documents. The MEL/CLA Manager will lead the overall learning agenda of the program, working closely with partners and other internal and external stakeholders. This position is full time.
Qualifications
- Six to eight (6-8) years of experience designing and implementing MEL and CLA systems for international development projects; experience with USAID-funded projects is desirable.
- Prior experience leading, designing, managing, and/or commissioning performance evaluations and other types of research.
- Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, data collection, and data analysis.
- Ability to communicate findings to a range of external and internal stakeholders and apply MEL results to project implementation strategies.
- Proficiency in statistical software such as STATA, SPSS, or a similar package.
- Strong track record of working on projects of similar scope (WASH, health, market systems, etc.), complexity, and size.
- Experience mentoring staff in MEL techniques; experience strengthening the capacity of local organizations in knowledge management and learning.
- Master’s degree in statistics, public policy, international development, or a related field.
- Fluency in Kinyarwanda; proficiency in English.

Finance Manager – Rwanda at DevWorks International: (Deadline Ongoing)

Job Description
DevWorks International (DevWorks) is recruiting for a Finance Manager for the anticipated USAID-funded Rwanda THRIVE Water, Sanitation, and Hygiene (WASH) Activity. The project will work to (1) improve the capacity of district governments to plan for, monitor, and regulate water services; (2) expand and professionalize rural water services; and (3) scale up market-based solutions for household sanitation and hygiene. This is a 5-year project with an anticipated award size of $19-21 million.
The Finance Manager will be responsible for managing the finance and administration components of the project in country by ensuring consistency with DevWorks standard operating procedures, policies, and accounting principles and compliance with USAID regulations. This position will also be a liaison with the Home Office to ensure full compliance with regulations and policies regarding implementation of effective internal controls. This position is full time. Primary responsibilities will include:
- Ensure adherence to financial policy, budgets, and internal control measures.
- Manage payroll; draft periodic and annual reports on financial status of project expenses and budget information; support the development of documentation and written materials relating to the project; and respond to inquiries on the status of financial information.
- Assist in tracking the transfer of funds between headquarters and the field office and manage accounting and finance records of in-country expenses. The position will ensure funds availability and verify that all procurement actions are compliant with DevWorks’ financial management guidelines prior to payments.
- Monitor payments to local partners and sub-awardees and assist them in ensuring all bills submitted are correct, supported by appropriate documentation, and compliant with USAID regulations and DevWorks procedures
Qualifications
- Five to seven (5-7) years of experience managing finance and administration for international donor-funded projects.
- At least a bachelor’s degree or professional accounting/financial qualification.
- Proficiency in using financial software is essential.
- Understanding of budget and cost control management is essential.
- Past USAID project experience is desirable.
- Fluency in Kinyarwanda and proficiency in English.
