BASIC FUNCTION OF THE POSITION
Under the direct supervision of the Supervisory Voucher Examiner, the incumbent reviews and analyzes t difficult and complex program and operating expense payment requests submitted to USAID/Rwanda and Burundi, ensures that invoices or claims are valid, properly authorized and correct, process timely payments using automated accounting systems and maintains adequate documentation to support processed payments. QUALIFICATION REQUIREMENTS
a. Education: Two years post-secondary education.
b. Prior Work Experience: Three years of progressively responsible experience in voucher examination or accounting.
c. Language Proficiency: Fluency in English and Kinyarwanda Level IV is required. English Proficiency will be tested.

BASIC FUNCTION OF THE POSITION
The Program Accountant is responsible for the program budget, funds control, accounting and financial reporting for USAID/Rwanda, as well as USAID/Burundi, a limited presence country. The incumbent develops annual and quarterly budgets, obligation strategies. initiates and processes commitment and obligating documents in the Agency accounting system; reviews, analyzes, reconciles, and balances project funded accounting records and systems and is responsible for monthly, quarterly, and annual financial reporting.
The Program Accountant also responds to questions and issues raised by OFM clients (other Offices and mission personnel) to provide guidance and advice on program administration and oversight budget and activities, researching regulations. Further, s/he advises on introducing new or modifying existing methodologies and processes to make the accounting function more accurate and efficient, with strengthened internal control. Education: Bachelor’s degree in accounting, finance, or business administration.
Prior Work Experience: Five years of progressively responsible experience in
professional accounting, auditing, or financially oriented business management.

The Budget and Accounting Analyst position is located in the Office of Financial Management and serves both USAID Rwanda and USAID Burundi. The primary purpose of this position is to formulate, monitor, analyze, and review the Mission’s expenditures; prepare budget projections and requests based on analysis of staffing levels, proposed funding levels, changing economic environment and Mission/Agency trends; determine appropriate funding source for various expenditures and ensure that obligations and disbursements are attributed to proper accounts.
