Supply of Foodstuff and Hygienic Materials: (Deadline 22 February 2021)
. INTRODUCTORY BACKGROUND
UNABU is a non-governmental organization standing for Umuryango Nyarwanda w’Abagore Bafite Ubumuga and translated in English as the Rwandan Organization of Women with disabilities. It was established in 2004 by and for women with various disabilities (WWDs) envisioning a society where “WWDs enjoy equal and equitable opportunities and actively participate in the country’s development”. UNABU empowers WWDs to become agents of change, to demand their rights, and to affirm their dignity as human being through advocacy and empowerment towards stronger community activism.
In line with fulfilling its mandate, UNABU hereinafter called “Client has received Fund from UN TRUST Fund Ending Violence against Women to support girls and women with disabilities in response to COVID 19 under the Project Eliminating violence against Rwanda girls and women with Disabilities across Muhanga, Rulindo, Musanze, Gakenke and Nyabihu district. The goods to be supplied are the following:

- Participation to the competition is open on equal conditions to all companies fulfilling the requirements listed under subsection 2.1 and 2.2
- The transport cost to deliver these items to each of the mentioned districts should be should added in a specific line for each district .The expected successful supplier should be ready to deliver the above-mentioned goods to the mentioned destination areas before 5th March 2021 .
2. TERMS AND CONDITION FOR BIDDERS
2.1. Eligible Bidders
Participation is open on equal conditions to all companies or persons fulfilling the requirements herein except where:
- The bidder is currently blacklisted by UNABU due to fraudulent practices and or safeguarding issue.
- The bidder has failed to execute the contract awarded by UNABU.
- The bidder has been prosecuted and found guilty in court, including any appeals process on corruption charges.
A Bidder shall not have a conflict of interest. All bidders found to have conflict of interest shall be disqualified.
2.2. Documents Comprising the Bid
The Bid shall comprise the following:
- Application letter
- Bidder profile
- Bid Price schedules form appropriately completed.
- Copy of Trading License
- TIN/ VAT Registration Certificate
- Original or a certified copy of the Social Security certificate
- Copy of the tax clearance certificate
- References of similar tenders executed from reputable institutions
- Written confirmation authorizing the signatory of the Bid to commit the Bidder

2.4. Bids Validity Period
Bids shall remain valid for the period 90 days after the bid submission deadline date. A bid valid for a shorter period shall be rejected by the Procuring Entity as non-responsive. In exceptional circumstances, prior to the expiration of the bid validity period, the Procuring Entity may request bidders to extend the period of validity of their bids.
The request and the responses shall be made in writing. If a Bid Security is requested, it shall also be extended for a corresponding period.
3. SELECTION CRITERIA
The identification of the supplier shall be based on the following criteria: (1) Past performance (Proven experience in similar service provision); (2) Credibility of the supplier (legal documentation and good reputation), (3) Value for money
4. ADDITIONAL CONSIDERATIONS
UNABU reserves the right to
- Reject any and all applications not fulfilling requirements associated with this request;
- To accept the whole, or part only, of any application;
- To republish this request for bids;
- UNABU will in no case be responsible or liable for any and all costs associated with the preparation and submission of Expressions of Interest
- Interested bidders are not required to pay a fee to participate in the process
- Only successful bidders will be contacted
ETHICAL CONDUCT FOR BIDDERS Conflict of Interest Bidders and providers shall not accept contracts which would constitute a conflict of interest with, any prior or current contract with UNABU. They shall disclose to all concerned parties those conflicts of interest that cannot reasonably be avoided or escaped. Confidentiality and Accuracy of Information Information given by bidders and providers in the course of procurement processes or the performance of contracts shall be true, fair and not designed to mislead. Bidder shall respect the confidentiality of information received in the course of performance of a contract and shall not use such information for personal gain. Gifts and Hospitality Bidders shall not offer gifts or hospitality directly or indirectly, to a staff of UNABU that might be viewed as having an influence on UNABU procurement decision. Fraudulent Practices Bidders and providers shall not collude with other businesses and organizations with the intention of depriving UNABU of the benefits of free and open competition and or enter into business arrangements that might prevent the effective operation of fair competition |
5. SUBMISSION OF PROPOSAL
Interested and qualified companies should address their expression of interest in PDF format labeled “UNABU- PROPOSAL FOR SUPPLY OF FOODSTUFFS AND HYGIENIC MATERIALS” to Executive Director of UNABU. Applications should be emailed to above email not later than 22nd February 2021 at 5:00 pm Rwanda Time. Late bids shall not be accepted.
