Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), is a German development agency that provides services in the field of international development cooperation and international education work. GIZ works with partners in national governments, actors from the private sector, civil society, and research institutions to deliver effective solutions that offer people better prospects and sustainably improve their living conditions. GIZ’s vision and long-term goal is to provide tailor-made, cost-efficient, and effective services and solutions for sustainable development.
1. Brief information on the project
CPS (Civil Peace Service) works in 21 countries with more than 100 international experts and a similar number of local experts. In the Great Lakes Region of Africa, the CPS is executed as a regional programme and covers the countries Rwanda, Burundi and the Eastern part of the Democratic Republic of Congo (DRC). It supports local civil society organisations in identifying and strengthening local peace initiatives for social cohesion (Outcome 1) and fostering youth’s resilience to manipulation and calls for violence (Outcome 2). Moreover, it seeks to increase partner organisations’ (POs) capacities, effectiveness, and performance (Outcome 3). The programme cooperates with 15 partner organisations, 7 in Rwanda, 4 in Burundi and 4 in Eastern DRC (North and South Kivu).
In addition to the Regional Programme, since 2014 GIZ-CPS also has a refugee component that works with UNHCR as well as partner organisations in three refugee camps and their respective host communities in the South and East of Rwanda.
2. Context
What is now the Regional Programme of GIZ-CPS has been working with local partner organisations (POs) in Rwanda since 2001, in Burundi since 2009 and in South and North Kivu since 2019. Additionally, since 2014 the Refugee Component works with 7 POs, three of which also work in the Regional Programme. The POs are supported 1) with funding for (joint) projects and 2) by provision of capacity development measures. The latter include trainings provided to administrative, operational and management staff as well as tailor-made advisory support to individual POs.
CPS intends to hire a consultant to deliver an online training/workshop for and with the members from the 15 POs of the Regional Programme (up to 25 participants) as well as for up to 5 participants from the other 4 POs from the Refugee Component (i.e. up to 30 participants in total from 19 organisations). The overall objective is to facilitate an exchange and peer learning on successes and challenges of the POs when it comes to economic sustainability/income generation/fundraising as well as to provide theoretic and practical training on the different types of income generation/fundraising that exist. All of this is done with a view to make the organisations financially and economically more sustainable. Key elements of the consultancy are:
- Conducting a pre-training/pre-workshop survey amongst POs to collect good practices and challenges when it comes to economic sustainability as well as wishes/expectations for the training
- Carry out one or more trainings/workshops (online or physical, depending on what the situation allows in one or multiple locations (Kigali, Bujumbura, Bukavu, Goma))
- Provide follow-up sessions to POs on demand.
Close coordination and information exchange between the consultant and a task force put in place by CPS is needed to facilitate a good preparation. GIZ-CPS has put in place a communication structure on Microsoft Teams allowing video conferencing and meeting as well as simultaneous work on documents. This structure could be used as a basis for the training/workshop but would probably not be sufficient to deliver training inputs. Suggestions for the use of other tools are welcome. If you consider it necessary to use other tools, please include potential costs in your offer.
Regarding the format of the training/workshop, it should be a mix of theory and practice: training inputs on income generation/fundraising followed by practical exercises.

3. The contractor shall provide the following work/service:
- Concept and draft of survey to get an overview of practices and challenges of POs when it comes to their economic sustainabilty as well as to identify training needs
- Concept and outline of training/workshop after consultation with CPS task force following results of the survey
- Delivery of a blended learning training/workshop, with support of CPS task force if needed (online or physical, depending on what Covid measures allow)
- Upon demand of POs: individual follow up sessions/visits of POs to support/advise on economic sustainability plans
- Debriefing and recommendations (including possible next steps) to CPS task force on further support to POs in the field of economic sustainablility.
4. Qualification of proposed staff
Expert 1:
- General qualification (1.1.1 in assessment grid)
Training: University qualification (Master’s degree or equivalent) in social sciences, economics, business administration, regional studies, organisational development or other relevant studies
- Professional experience: at least 5 years of professional experience in fundraising, organisational development, project management and/or development cooperation
- Proven experience in developing and conducting online trainings in an intercultural context
- Proven experience in making organisations economically independent and viable
- Regional experience/knowledge of the region/the countries (1.1.2 in assessment grid)
- Language skills (1.1.3 in assessment grid): Very good business language skills in French and English
5. Submission of offer
EoI will be evaluated based on the following criteria:
- Company or individual profile,
- Relevant experience,
- Company strategies to assure agility, flexibility and responsiveness,
- Personnel and,
- Financial offer.
The EoI should contain the following:
For Technical Proposal:
- A Cover letter expressing interest in this assignment.
- The structure of the proposal must correspond to the structure of the EoI.
- The complete technical proposal shall not exceed 15 pages (excluding CVs).
If the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment
- It should be formatted; font type ARIAL, fond size 11, the offer should be drawn up in English language.
- The CVs shall not exceed 2 pages per each CV
- Company or business registration certificate
- References and recommendations of similar works executed by the company in Rwanda or elsewhere outside of Rwanda.
- VAT registration certificate if available
- Latest tax clearance certificate
For the Financial Proposal:
The Financial Proposal indicates the contract price, supported by a breakdown of consultancy fee per day + all other costs such us (if needed) daily allowance, accommodation expenses .The cost must be in RWF and VAT excluded.
