OPERATIONAL CONTEXT

Rwanda currently hosts 127,609 refugees and asylum seekers. Congolese refugees and asylum seekers account for 60.8% of the population while Burundians account for 38.8% and the 0.4% being asylum seekers and refugees of other nationalities, including 364 hosted under the Rwanda Emergency Transit Mechanism (ETM) at Gashora Transit Centre. 91% of the population of concern are camp based. The Government of Rwanda (GoR), through the Ministry in charge of Emergency Management (MINEMA), leads the refugee response in the country with UNHCR and partners providing direct operational support, capacity development and technical advice to the local authorities.

Over 90% of the Congolese population in Rwanda originate from conflict zones in Eastern DRC (mainly North and South Kivu). While all durable solutions options are under consideration, the COVID19 pandemic and the continued insecurity in the eastern regions of DRC entail that prospects for voluntary repatriation in safety and dignity remain limited. Approximately 48,000 Congolose refugees have lived in the country for over 10 years. Some have been born in Rwanda and lived their entire lives as refugees.

Burundian refugees reside in urban centers (Kigali or Huye) or in Mahama camp. Since August 2020, Burundians have begun to voluntarily repatriate to Burundi. UNHCR is also engaged in supporting the return of Rwandans mainly from DRC and Congo Brazzaville.

UNHCR works closely with its main government counterpart the Ministry in Charge of Emergency Management (MINEMA), the UN agencies and NGO partners. Rwanda is a CRRF country and continues to maintain open door policy. Considerable efforts are being made to promote & support to the implementation of the 2016 Leaders (Obama) Summit commitments to enhance refugee inclusion. Cash Based Interventions in food aid, energy and NFI have been rolled out and eligible refugees receive necessary support through this mechanism.

The Associate Resettlement Officer (Anti-Fraud) position will be located at UNHCR Kigali, Branch Office. Under the direct supervision of the Snr. Resettlement Officer, the incumbent¿s primary role is to assist in increasing the operation¿s capacity to address gaps in fraud detection mechanisms ensuring accountability and integrity of the resettlement processes. The incumbent will also take part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions. The incumbent will also provide continuous support to resettlement activities by ensuring that resettlement polices are correctly implemented and that the operation is supported in establishing comprehensive protection and solutions strategies. The incumbent’s role may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.

This position is currently funded through end of 2021.

2. Purpose and Scope of Assignment

– Be fully informed about community structures and the protection as well as the security situation of the population of concern. Through relationships with PoCs and network of partners stay abreast of political, social, economic and cultural elements that may have an impact on the protection environment and provide advice to Senior Management.

– Facilitate the adoption of the Community-Based protection approach and assist in developing of appropriate strategies that enhance refugee protection and accountability to persons of concern. Including carry out the participatory assessment in line with AGD approaches.

– Establish good cooperation with the Gov authorities and NGO partners active in Gashora. Assist the them to better understand the cultural diversity. Support the PoCs to respect their differences and able to live in harmony and maintain healthy and positive relationships with services providers.
– Facilitate translation of documents to the various spoken languages and provide direct interpretation as need be.

– Provide individuals or group psychosocial counselling in order to address social and cultural issues that may have an impact on the protection environment and provide appropriate support.

– Assist during the registration process ensuring that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women, men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS.

– Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues.

– Support the design, implementation and evaluation of protection centred and solutions-oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated.

– Promote confidence building and conflict resolution among populations of concern, authorities and host communities in the ETM operation.

OPERATIONAL CONTEXT

Given the deteriorating security situation in and around the Libyan capital of Tripoli, UNHCR is responding to the emergency protection needs of refugees, asylum-seekers, children and youth-at-risk, and others of concern in Libya (urban-based and detention environments) through the establishment of the Emergency Transit Mechanism (ETM).The ETM has been established under the framework of a Memorandum of Understanding (MOU) signed with the Rwandan government and the African Union (AU) in September 2019. Under the terms of the MOU, the individuals concerned are transferred on a voluntary basis, from Libya to Rwanda for emergency case processing for durable solutions. UNHCR supports the Rwandan authorities in biometric joint registration of the evacuated persons, provision of accommodation and basic food assistance, skill training, sport and recreational activities. Durable solutions will be pursued, including return to the country of origin for those who voluntarily choose to do so, resettlement to a third country or local integration. This assignment is critical for ensuring that the operations objectives are achieved.

The Associate Community-Based Protection Officer is a member of the Protection Team reports to the Protection Officer. The incumbent may have direct supervisory responsibility for other staff. S/he supports the implementation of protection standards and provides advice on CBP to Senior Management. The incumbent is relied upon to support a coordinated approach in the implementation of UNHCR¿s rights-based and community engagement with all persons of concern (PoCs) and contributes to the achievement of UNHCR¿s commitments to accountability to affected people.

S/he maintains close working relationship with NGO staff and act as the critical interface between UNHCR and communities of concern, enabling them to provide the AGD-sensitive analysis of community risks and capacities that form the essential foundations for designing response plan. The position will be based in Nyamata Field Office. The incumbent¿s primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) mainly through mainstreaming counselling and information sharing with POCs and stakeholders while having an active involvement along the entire spectrum of resettlement workflow. S/he will be mainly engaged in developing a counselling strategy and implementing it, while working closely with protection, the refugee community and resettlement colleagues to ensure that refugees are properly counselled to manage their expectations. Effective management of resettlement expectations is an essential foundation for ensuring that resettlement processes are not undermined by tensions, anxieties, unrest and security threats. OPERATIONAL CONTEXT

Rwanda currently hosts 127,609 refugees and asylum seekers. Congolese refugees and asylum seekers account for 60.8% of the population while Burundians account for 38.8% and the 0.4% being asylum seekers and refugees of other nationalities, including 364 hosted under the Rwanda Emergency Transit Mechanism (ETM) at Gashora Transit Centre. 91% of the population of concern are camp based. The Government of Rwanda (GoR), through the Ministry in charge of Emergency Management (MINEMA), leads the refugee response in the country with UNHCR and partners providing direct operational support, capacity development and technical advice to the local authorities.

Over 90% of the Congolese population in Rwanda originate from conflict zones in Eastern DRC (mainly North and South Kivu). While all durable solutions options are under consideration, the COVID19 pandemic and the continued insecurity in the eastern regions of DRC entail that prospects for voluntary repatriation in safety and dignity remain limited. Approximately 48,000 Congolose refugees have lived in the country for over 10 years. Some have been born in Rwanda and lived their entire lives as refugees.

Burundian refugees reside in urban centers (Kigali or Huye) or in Mahama camp. Since August 2020, Burundians have begun to voluntarily repatriate to Burundi. UNHCR is also engaged in supporting the return of Rwandans mainly from DRC and Congo Brazzaville.

UNHCR works closely with its main government counterpart the Ministry in Charge of Emergency Management (MINEMA), the UN agencies and NGO partners. Rwanda is a CRRF country and continues to maintain open door policy. Considerable efforts are being made to promote & support to the implementation of the 2016 Leaders (Obama) Summit commitments to enhance refugee inclusion. Cash Based Interventions in food aid, energy and NFI have been rolled out and eligible refugees receive necessary support through this mechanism.

The Associate Resettlement Officer (Anti-Fraud) position will be located at UNHCR Kigali, Branch Office. Under the direct supervision of the Snr. Resettlement Officer, the incumbent¿s primary role is to assist in increasing the operation¿s capacity to address gaps in fraud detection mechanisms ensuring accountability and integrity of the resettlement processes. The incumbent will also take part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions. The incumbent will also provide continuous support to resettlement activities by ensuring that resettlement polices are correctly implemented and that the operation is supported in establishing comprehensive protection and solutions strategies. The incumbent’s role may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.

This position is currently funded through end of 2021.

Responsibility (process and functions undertaken to achieve results)¿ Implement and promote fraud prevention and mitigation mechanisms within the resettlement process; identify and draw attention to any areas of systemic weakness, vulnerability and risk of potential external fraud.
¿ Conducting regular reviews of SOPS ensuring that SOPS are modified to mitigate risks identified as well as ensuring SOPS are adhering to UNHCR global standards.
¿ Identify, interview, assess resettlement needs, and process persons identified for resettlement following established procedures; undertake field missions as required; provide counselling to individuals, and assist the country operation with group resettlement procedures, including planning, profiling, logistical arrangements, verification and post-verification follow-up.
¿ In order to increase integrity and accountability, on a variety of themes, facilitate training of staff involved in Resettlement Processing with related Units/Teams.
¿ Assist in the development and implementation of a mass communication strategy targeting the refugee community and partners; sensitizing the wider community of the implications of fraud.
¿ Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.

3. Monitoring and Progress Controls
¿ Assist in promoting and monitoring the implementation of UNHCRs global resettlement policies, procedures, and guidelines.
¿ Assist in monitoring resettlement activities to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.

Qualifications and Experience

¿ At least 4 years (2 years with Advanced University degree) of professional work experience relevant to refugee protection work.
¿ Sound understanding of the processes in registration, RSD and resettlement and a very good knowledge and experience in Risk identification and mitigation through critical analysis of the SOPs of the different protection processes and ability to analyse complex issues.
¿ Strong experience in interacting with and building partnerships and synergies with UN agencies, NGOs and civil society organizations.
¿ Diverse field experience desirable.
¿ Ability to understand and implement UNHCR’s policy and global strategic priorities, such as AGDM, IDP, Statelessness, and HIV/AIDS, in the area of responsibility at appropriate level.
¿ Good IT skills including database management skills.
