Advisor in Statistics and Food Security (Under Contract) at MINAGRI: (Deadline 30 March 2022)
Job description
Conduct analytical and methodological studies to assist the MINAGRI in assessing progress toward internationally agreed development goals, including the Sustainable Development Goals and Malabo declaration;
Analyze seasonal agriculture reports and get from them required policy actions to bring a positive change in the agriculture sector
Work closely with National Institute of Statistics of Rwanda to strengthen agricultural survey methodologies;
Set up agricultural benchmark data, crop monitoring and forecasting system, and related agricultural statistical activities;
Provide advice and support to the Ministry of Agriculture more generally with respect to meeting key reporting obligations at the national and international level;
Provide briefs Technical reports, assistance and advisory services on matters relating to agriculture statistics and policy analysis;
Train MINAGRI and its affiliated agencies planning technical staff in data analysis using CSPRO, ODK, SPSS, STATA and Excel and other relevant software;
Support in the M&E of MINAGRI Projects and programs implemented jointly with MINALOC;
Assist MINAGRI and its affiliated Boards; and Projects in planning, executing and making use of agricultural surveys with a view to evaluating the socio-economic impact of measures taken by the Government;
Support MINAGRI MIS methods of data collection and proper methods for processing, harmonization and dissemination of data;
Provide training materials and lead training of district agronomists in data collection and other related activities.

Familiarity with the information needs and measurement challenges for assessing food security and poverty alleviation;

Must be computer literate, and be familiar with statistical, econometric and database development software packages such as EXCEL, ODK, SPSS and STATA etc;
