Anti-GBV Expert at SPIU MIGEPROF: (Deadline 1 September 2022)
Job description
-Ensuring effective elaboration and availability of project documents and review project activities timely (detailed action plan, monitoring and evaluation plan, detailed budge
-Ensure effective implementation of SGBV project: (e.g., oversee budget; forecasting of expenditures, monitoring of expenditures, financial reporting and auditing; track project activities and deliverables; produce donor reports; and assist in coordinating M&E activities) as directed by the SPIU Coordinator.
-Advise relevant MIGEPROF staff with regards to the coordination and improvement of SGBV primary and secondary prevention measures
-Work with relevant MIGEPROF staff & focal persons to define and strengthen the strategic direction of GBV prevention & response interventions
-Work closely with the project team (of MIGPROF and GIZ) to develop detailed strategy and work plans aligned with project goals and objectives to ensure that planned activities maximize project objectives.
-Provide guidance and technical assistance to SGBV project implementing institutions to effectively lead multi-sectorial prevention & response at national and local levels including support to establish functional IOSCs and Safe shelters coordination mechanisms
-Develop capacities with regards to multi-sectoral GBV monitoring & information-sharing, data management systems, assessments of base-/end line surveys to ensure compliance with safety and ethical standards of the GIZ
-Strategically analyze and recommend to improve SGBV programming based on evolving needs at MIGEPROF
-Contribute to capacity development of multidisciplinary team at national level on matters related to project implementation for timely, successful and efficient implementation of planned activities
-Work with relevant stakeholders to develop tools and processes for the implementation of SGBV related programs, laws and policies
-Work with relevant stakeholders to development of SGBV prevention and response related indicators for M&E-
-Add considerable technical support in drafting progress reports as required by the GIZ & MIGEPROF
-Ensure that SGBV project has appropriate, relevant, and up-to-date tools for monitoring its activities at national and field levels; and support training of MIGEPROF staff in using these tools, and compile required project reports
-Analyze and suggest ways to establish linkages and exchange between existing anti-GBV programs to ensure synergies between programs and maximize program impact
-Support in various parts of the SPIU projects if need be
-Ensure the project is compliant with GIZ rules and regulations (e.g., maintaining proper records and files, following procurement standards
-Support in the process of operationalization of the National Gender and Family Cluster (NGFC) especially in planning, monitoring and evaluation of cluster SGBV related interventions.

Have in depth knowledge of current socio-economic and political development in Rwanda, and experience in understanding of the gender aspects of these developments

Have excellent analytical, research, writing and communication skills

Have Proven experience in monitoring and evaluation of gender, women’s empowerment, sexual and gender-based violence related projects
-
Strong financial, analytical, verbal and written communication skills, including the ability to interpret financial information
-
Proven capability of taking own initiative and ability to deal with work under pressure
-
Excellent speaking and writing ability of English, Kinyarwanda is essential
