Hydro Operations Great Lakes Ltd (HOGL) is a Rwandan company incorporated in 2016 in Kigali. The company has a recognized expertise in hydropower and is developing expertise in mini-grid management. With more than 30 employees, the company has an established core business in Operation and Maintenance(O&M) of hydropower plants and is expanding into the development of digital tools to support energy access projects in the region and beyond.

About the position

Description

HOGL is operating the Rwaza HPP, a 2.6 MW run-of-river power plant at Rwaza, Nyakimana, near Musanze since the end of 2018.

HOGL is responsible for the daily operation, monitoring and maintenance of the plant. HOGL also manages some of the asset improvement work.

The on-site team is composed of one Chief Technician, one Chief Operator, 3 Operators, 4 Dam Operators, 15 Helpers and some casual workers.  The team is also supported by the staff based in Kigali, by the Managing Director (based in Belgium but with at least 10 weeks per year in Rwanda) and by international experts.

Currently HOGL is looking for a new Chief Operator.

The plant is running 24/7 which requires flexibility in terms of working hours (some maintenance works are carried out during the weekends and in case of an emergency, work must be done directly, even during the night).

The chief operator will have to sleep at the plant premises to be “on call” 200 nights per year.

The Chief Operator must live in the area (Musanze is acceptable). The Chief Operator will report directly to the Plant Manager and will have some interaction with the Managing Director. Excellent communication skills in English or French are required.

Task description

  • Manages the team of shift operators, intake operators and trash rack cleaners:
    • Ensure fullfillment of operation procedures on site;
    • Ensure the training of the operators and cleaners on site;
    • Manage the planning of the team to have 24/7 the right person(s) at the right position(s);
    • Control day to day performance of the member of the team;
  • Daily controls of the efficiency of the plant;
  • Prepare the weekly and monthly reports of operations (HR, production, efficiency…);
  • In collaboration with the Plant Manager and the head quarter:
    • Improve the operation procedures to optimize the production;
    • Assist in the task of recruitment of new employees;
  • Assist the chief technician during maintenance;
  • Assist the HSE officer to implements the HSE policy;
  • Manage the petty cash during the absence of the plant manager;
  • Replace the plant manager during his holidays;
  • Assist shift operator during critical phases (HPP partially in maintenance, flood period, etc.);
  • Assist dam operator during critical phases (HPP partially in maintenance, flood period, etc.);
  • Operate the plant as shift operator when it’s needed.

  • Proficient with Microsoft Office, especially Excel;
  • Good training skills.

Profile :

  • University degree in a relevant field (electricity, electromechanic or mechanic );
  • 5 to 10 years of work experience;
  • Excellent management skills;
  • Excellent skills in monitoring and writing reports;
  • Excellent Computer skills (Word, Excel and PowerPoint);
  • Experience of at least 3 years as manager of at least 3 technicians/operators;
  • Proven track record and experience in at least one of the following:
    • Experience of at least 3 years in PLC, controls panels and motors;
    • Experience of at least 3 years as operator/technician of a power plant;
    • Experience of at least 5 years in an industrial environment with medium voltage equipment;
  • Excellent oral and written command in Kinyarwanda and English. Swahili and/or French are assets;
  • Knowledge in HSE policy is an asset;
  • A driving license is an asset;
  • Experience working for an international company or organization is an asset.
