COMMUNITY MOBILISER – RISE PROJECT– JOB DESCRIPTION

Job type: Fixed term, 5 days a week (35 hours)
Location: Base Sector -Rulindo district, Rwanda

We specialise in ensuring access to inclusive education and safe spaces so that children in Africa can play, grow, learn and thrive. We have staff and offices in the UK, Rwanda, Ghana and Uganda as well as community partners across East and West Africa.
In Rwanda, CFC is implementing RISE Project under a consortium led by Link Education International funded by the Scottish Government. This project, targets to reach over 5 000 children with disability and Special Educational Needs aged 6-15 in primary schools with the aim of removing barriers to quality education for out-of-school children with disabilities and additional support needs. The project life is 5 years, and it will be implemented in the Northern Province of Rwanda.
ROLE PURPOSE
The community mobiliser’s role is to deliver inclusive messaging to families and community members, whilst establishing good relations with community leaders. This is done through homes visits, follow ups, as well as organized community events. The majority of the community mobiliser’s time will be spent on the community-based interventions in the community of Gakenke, Gicumbi and Burera. In addition, the community mobiliser will also be responsible for screening, assessment, referrals, provision and fitting of assistive devices to children with disabilities in need of them.
KEY RESPONSIBLITIES
Project Delivery
- Mobilise and deliver inclusive messages to the community and to specific project participants as required by the RISE project and activity plan
- Establish, lead and coordinate Parent/Peers Support Groups for the above-mentioned project.
- Act as the main coordinator for screening, assessment, referrals, and provision of assistive devices for CwDs in schools of the above-mentioned districts.
- Attend project review workshops as required by the project Manager, project partner(s) and/or donor(s).
- Practice forward planning with community & RISE partners to ensure delivery of activities are on track
- Maintain close working relations and clear communications with Project team and beneficiaries throughout implementation.
Project Monitoring, Evaluation and Learning
- Being part of the team to conduct relevant needs assessment and situation analysis to collect baseline data for RISE Project.
- Actively participate in and contribute to the monthly review workshops with CfC
- Support RISE Project implementation with case management
- Support in the review and improvement of the indicators and outcomes of RISE project
- Work as a team with the project manager to collect project data in time for quarterly reporting Programme manager.
- Attend learning workshops organized by other NGOs in the same sector and also share learning from CfC projects.
Institutional strengthening
- Deliver training to any other governmental institutions upon request
- Attend District and National level meetings on disability screening, assessment, assistive devices in relation to education and/or social protection.
Networking and advocacy
- Attend sector networking events and meetings relevant to inclusion, social protection, rehabilitation, education, gender equality and child protection when necessary.
- Actively seek out opportunities such as at District and National platforms to share our programme learnings and evidence
- Represent Chance for Childhood at various functions and events when required
CANDIDIATE PROFILE
- Experience conducting social behaviour change communication in the remote places
- Proven experience in screening, assessment of children with disabilities
- A track record of working with families of children with disabilities in the community
- Ability to problem solve and work effectively in a fast-paced environment
- Strong interpersonal skills and experience of building effective relationships with a diverse range of partners and stakeholders
- An excellent communicator in written and spoken English
- Knowledge or lived experience of safeguarding and inclusive education for children in vulnerable situations preferred
- A strong appreciation and sensitivity to the different cultural contexts in which Chance for Childhood works and a commitment to promoting equality, diversity and inclusion.

EDUCATION AND EXPERIENCE
- A minimum of five years of practical experience in rehabilitation sector in not-for-profit sector;
- Experience of working in partnership with civil society organizations and local authorities;
- Experience working with vulnerable groups (persons with disability, children, women, refugees, migrants);
- Experience of supporting children with disabilities in schools especially in Rwanda is strongly required.
- Experience in working with primary educationis a strong asset;
