RESULT OF SERVICEUltimately, this project shall provide a report that explores the socioeconomic effects of the Ethiopian crisis on the economy of Djibouti, given the strong interdependency between the two economies.

DUTIES AND RESPONSIBILITIESBackground:

The Sub-Regional office for Eastern Africa of the Economic Commission for Africa (ECA/SRO-EA) is established as one of the five sub-regional offices with the mandate to promote economic and social transformation in the continent by: a) Collecting information to prepare country and sub-regional profiles that include risk analysis for member states b) Contributing to and promoting the results of ECA’s policy-oriented research; c) Providing policy advisory services to member States, regional economic communities and sub-regional development operators to promote regional integration and sub-regional initiatives; d) Serving as facilitators of the integration activities of organizations of the United Nations system operating within the sub-region; e) Strengthening the capacity of members states, RECs and other stakeholders for policy making in favor of structural transformation, industrialization, and sustainable development.
ECA’s Sub-Regional Office for Eastern Africa covers the following 14 member states: Burundi, Comoros, Djibouti, DRC, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda.
In August 2021, during a mission to Djibouti, led by the Executive secretary of ECA and to which the Director for SRO-EA took part, the Minister of finance of Djibouti requested support from ECA for the realization of a study that would look at the impacts of the Ethiopian crisis on the economy of Djibouti.
It is against this background, the ECA SRO-EA seeks to recruit an international consultant to lead on the realization of the study.
Objectives and Duties and Responsibilities:
This consultancy aims to carry out a study exploring the socioeconomic effects of the Ethiopian crisis on the economy of Djibouti, given the strong interdependency between the two economies.
The work will be supervised by the Integration and AfCFTA Cluster of the Subregional Office for Eastern Africa (SRO-EA/UNECA). The consultant will work under the overall guidance of the Chief of the AfCFTA Cluster. The International consultant will carry out the following duties:

1) Develop a Social Accounting Matrix for Djibouti;
2) Calibrate a Dynamic General Computable Equilibrium Model for Djibouti;
3) Estimate the effects of the Ethiopian Crisis on the Economy of Djibouti;
4) Document and justify all assumptions made and different scenarios considered as well as sources of data used;
5) Make a socioeconomic analysis of Djibouti before the crisis (baseline) and the current situation;
6) Identify the negative and potential positive effects of the crisis and long-term risks on the economy and the society;
7) Identify channels of transmissions of the effects of the crisis;
8) Make recommendations;
9) Draft the study report;
10) Prepare PPT presentation on the study and its results;
11) Make presentations during dedicated occasions.

QUALIFICATIONS/SPECIAL SKILLS

Academic Qualifications: Master’s Degree or equivalent in economics, statistics, international trade or development studies is required. A first level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Doctorate degree in the specified fields is an advantage.
Experience: A minimum of seven years of experience in macroeconomic analysis, elaboration of social accounting matrix and the development of general computable equilibrium models; economic and trade analysis and private sector development is required.
Language: English and French are the working languages of the United Nations. For this consultancy, fluency in English and French (both oral and written) is required.
