As part of the Commons Project Foundation (TCP), TCP Africa was established to build and operate digital platforms that enhance healthcare accessibility and empower individuals with secure, verifiable access to their health data.
Founded in 2022, TCP Africa is developing and promoting interoperable digital health tools and open standards that enable individuals to access, manage, and share their records seamlessly. In partnership with governments, foundations and other stakeholders, TCP Africa is working to digitize healthcare, build a skilled digital health workforce, and strengthen personal ownership of health data.

Position Overview
TCP Africa is a consortium partner for a new exciting program launching in Rwanda which aims to create over 14,000 jobs for youth and women in the health and digital services sector.
The Director of Finance and Administration will be instrumental in ensuring TCP Africa’s financial sustainability and compliance while supporting the effective implementation of the program. This role will oversee budgeting, financial reporting, audit coordination, and documentation, ensuring both organizational and programmatic financial health.
Based in Kigali, the Director will report to the Executive Director and manage all finance and administrative functions, including budget development and tracking, procurement, contracting, and office operations. They will also build and lead a strong finance and administration team to support the organization’s growth and mission.
Specific Duties and Responsibilities
- Perform other related duties as assigned.
- Be in charge of Staff welfare, employment contracts, payrolls and medical insurance policy.
- Ensure effective and smooth office operations, including water, electricity, Internet, security and transportation management;
- Oversee procurement of office and program-related equipment, ensuring adherence to donor, TCP and the Government of Rwanda regulations; maintain appropriate inventory of supplies and equipment, taking special care to ensure that all items are adequately documented and costs are appropriately recorded; ensure that bid analysis/tender report is done and filed as part of the supporting documents for all purchases;
- Supervise the preparation of annual financial statements; plan and facilitate external audits, answer audit queries and mandatory inquiries whenever necessary;
- Deal with the tax authorities and other regulatory bodies in Rwanda on matters of statutory compliance including advice to management on tax-related issues;
- Monitor TCP’s annual budgets and long-term financial projections and make analysis available to the Executive Director and other relevant staff.
- Conduct periodic budget and financial analyses (projections against actuals), audits of actual expenses and budget-to-actual comparisons; present relevant reports to internal and external audiences to facilitate financial and programmatic planning and monitoring;
- Monitor proper management of cash flow ensuring the program’s liquidity at all times. This includes preparation of cash flow forecasts on monthly and quarterly basis and planning for timely preparation and replenishments.
- Develop and monitor budgets across multiple grants and programs, in accordance with pre-established TCP and donor guidelines; prepare forecasts of programmatic and operational costs, ensuring the availability of funds to meet financial needs; ensure that advances are reconciled in accordance with procedures and required deadlines;
- Ensure adequate systems of internal control are in place to safeguard the TCP’ assets
- Develop, manage and regularly review TCP accounting and financial procedures to ensure efficiency and compliance to established and appropriate rules, regulations and policies relevant to the organization; serve as the primary custodian of all financial transactions; establish and manage financial systems to ensure transparency, accountability and accuracy of all financial data; establish and maintain financial procedures, ensuring adequate segregation of duties are maintained;
- Oversee and administer human resource policies and procedures, and be responsible for review of the organization’s structure, job descriptions and staffing, and human resource practices;
- Develop, review and maintain effective operational and administrative systems, inclusive of policies and procedures, to ensure the effective functioning of the organization on daily basis;
- Oversee all the Commons project’ Administration, Finance and Logistics issues;
Qualification and Competences
- Bachelor’s Degree in Accounting, Finance, Business Administration or related field required;
- Masters’ Degree preferred;
- 8 years of relevant work experience with a minimum of 5 years work experience at an International Non-Government Organizations;
- Demonstrated experience analyzing and interpreting financial data;
- Sound knowledge of accounting principles and techniques required; experience with accounting software, such as QuickBooks, is a plus;
- Experience working with international donors required;
- Strong supervisory and management skills and demonstrated experience in the supervision of finance and administrative staff;
- Demonstrated experience working independently with minimal supervision, reliably establishing priorities and meeting deadlines;
- Advanced ability to use Word and PowerPoint to develop presentations and Excel to develop moderately complex spreadsheets;
- Strong communication skills – both written and oral
- Languages – professional proficiency in English, knowledge of French is an advantage; native proficiency in Kinyarwanda is required.
Location and Travel:
This position is in person at TCP Africa’s offices in Kigali, may allow for some remote work, and will require occasional travel (including potentially internationally to meet with the larger TCP team).
Probationary Period:
All new employees will undergo a probationary period of three (3) months. During this time, performance and overall fit for the position will be evaluated. Successful completion of the probationary period is required for continued employment. The employer reserves the right to extend the probationary period, not exceeding an additional three (3) months, based on performance evaluations and in accordance with Rwandan labor laws.
