The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region.

GIZ would like to recruit the candidates for the position of Diversity, Equity and Inclusion Advisor for the GIZ Country Office.
Location: Kigali
Fixed Term: 12 months (renewable upon review)

The Diversity, Equity and Inclusion Advisor performs the following responsibilities and tasks:
Responsibilities
Reporting to the Senior Portfolio Manager in the GIZ Country Office the DEI Advisor is responsible for diversity and inclusion initiatives at GIZ Rwanda/Burundi and provides technical expertise on Safeguards, Gender and the implementation of a Feminist Development Policy in the portfolio-wide service delivery. This means the DEI Advisor is responsible for managing and creating efforts to make the workplace an equal atmosphere for all employees and contribute expertise to centre human-rights-based and intersectional approaches in the project implementation.
Tasks
Diversity, equity and inclusion initiatives:
- Advise Country Director and the Management Team Rwanda on the implementation and monitoring of the GIZ Gender Strategy, Feminist Development Policy and other policies and guidelines identified in the country.
- Contribute to GIZ-wide reporting on the implementation of the Gender Strategy and other relevant policy documents
- Develop capacities and raise awareness on DEI
- Collaborate with relevant staff initiatives on DEI
- Support Country Director and Management Team with their contribution to the implementation of priority measures and medium-term objectives of the Africa Department tackling diversity and equity
- Coordinate and organize the gender working group of GIZ Rwanda and re-vitalize and coordinate the SEAH structure
- Ensure flow of information for gender focal persons within GIZ Rwanda/Burundi project level and relevant stakeholders and networks at GIZ Headquarters (Gender Focal Person Africa Department, Cultural Diversity Initiative, Equal Opportunities Officers, Inclusion Officers etc.)
- Inform GIZ Management and relevant project managers on diversity and inclusion related activities and competitions (Gender Week, Diversity Day, Gender Prize) and support projects’ contributions
- Participate in relevant-peer exchanges and information sessions (Gender Network Meetings,…)
- Ensure knowledge management and foster portfolio wide exchange
- Facilitate spaces for learning and innovation around inclusive, feminist intersectional approaches in service delivery
- Sensitise new GIZ colleagues in the GIZ Rwanda/Burundi onboarding event to the ethical values and principles and inform about important initiatives.
Advise on human-rights based approaches:
- Assist in developing operational approaches to mainstream human rights and implement a human rights-based approach to programming;
- Identify priority human rights and protection areas of intervention for the portfolio activities through consultations with stakeholders, including civil society organizations and communities.
- Document best practices on inclusive project implementation in Rwanda and the EAC region
- Advise and mentor national counterparts at the country level on taking ownership to promote and protect human rights.
Overall responsibility within the commission management process:
- Advise ongoing programmes and projects on human-rights based approaches and gender related requirements in commission management
- Advise project manager responsible for the preparation of a new commission and accompany human-rights and gender-related aspects of the Safeguards and Gender Management process, including mandatory gender and integrated peace and conflict analysis
- Participate in and contribute to internal quality circles (e.g. approval of the offer concept)
Another duties/additional task
- Perform other duties and tasks at the request of the Country Office Management.
Required Qualifications, Competences and Experience
Qualifications and professional experience
- Master’s degree in social science, Political Science, Law or any other academic relevant field
- 6 years’ experience in advisory role in gender equality, rule of law, compliance, human rights or related fields.
Other knowledge and additional competences
- Ability to work in a structured manner, as well as very good self-organization and reliability
- Highly personable, service-oriented and responsive to the needs of colleagues and partners
- Experience working on Safeguards and Gender-related questions in the commissioning process
- Good knowledge of intersectional feminist approaches to development cooperation
- Sound knowledge of fundamental human rights principles and their implementation in Rwanda and the EAC region
- Proven ability to project management
- A sound technical and creative writing ability coupled with excellent verbal communication skills
- Very good working knowledge of ICT technologies (Microsoft 365)
- Excellent spoken and written language skills in English are required for this position. German language skills are considered a plus but are not mandatory.
