FINANCE OFFICER – (Part time job)

Position Title: Part-Time Finance Officer (1)

Type of contract: Fixed term contract

Duration: 12 months renewable based on performance

Report to: President of the organization

Job Location: Kigali, Rwanda

RWANDA NATIONAL ORGANIZATION OF SOCIAL WORKERS (RWA-NOSW)

  1. Background

Rwanda National Organization of Social Workers (RWA-NOSW) is a social work professional organization founded in 2006 by a group of social workers who had the overall aim of promoting the social work profession and contributing to social welfare and social development in Rwanda. In addition, the organization aims to boost the professional growth and development of its members to work professionally, guided by professional social work ethics, values, principles and standards, and advocate for sound social policies and social development agendas.  The establishment of this organizations is governed by the Law no. 04/2012 of the 17th February 2012.  To support its financial operations and ensure compliance with both internal and external financial policies, the organization is seeking a qualified part-time Finance Officer to manage day-to-day financial tasks and ensure sound financial management.

Mission Statement:

Guided by a strong belief that social work can change the world, RWA-NOSW will collaborate with national and international groups to develop the field of social work within Rwanda and to advocate on behalf of all vulnerable populations throughout the country. RWA-NOSW inspires to create fairness and equality for all Rwandan citizens through promotion of human rights and social justice.

Vision: To promote the social work profession and facilitate social welfare and social development in Rwanda.

  1. Objectives of the Assignment

The primary objective of this assignment is to strengthen the financial management capacity of RWA-NOSW by:

  • Ensuring accurate and timely financial record-keeping and assist in budgeting.
  • Preparation of financial reports, budgets, and forecasts.
  • Providing guidance on financial best practices and compliance with regulatory requirements.
  • Supporting the organization in achieving its financial objectives.
  1. Scope of Work

The Finance Officer will undertake the following tasks over the 12-month period:

  • Financial Record Keeping:
    • Maintain accurate and up-to-date financial records.
    • Ensure all financial transactions are properly documented and recorded.
  • Financial Reporting:
    • Prepare monthly financial statements and reports.
    • Assist in the preparation of quarterly and annual financial reports.
  • Budgeting and Forecasting:
    • Support the development of annual budgets and financial forecasts.
    • Monitor budget performance and provide variance analysis.
  • Compliance and Audit:
    • Ensure compliance with financial policies, procedures, and relevant regulatory requirements.
    • Provide support during audits including gathering required documentation and responding to queries.
  • Capacity Building:
    • Provide training and support to RWANOSW staff on financial management practices.
    • Offer advice on financial sustainability and resource mobilization strategies.
  • Grants management
  • Prepare financial reports as required by donors, ensuring compliance with grant agreements.
  • Deliverables

The Finance Officer is expected to deliver the following:

  1. Monthly financial statements and reports.
  2. Updated financial records and ledgers.
  3. Quarterly budget performance reports.
  4. Comprehensive annual financial report at the end of the assignment.
  5. Audit preparation documentation and responses.
  1. Duration of the Assignment

The assignment will be carried out over 12 months, with the Finance Officer expected to work 5 days per month.

  1. Payment Schedule

The Finance Officer will be paid monthly upon submission and approval of the monthly financial report and related deliverables.

  1. Qualifications and Experience

The ideal candidate should possess the following qualifications:

  • A bachelor’s degree in finance, Accounting, Business Administration, or a related field. A master’s degree or professional qualifications such as CPA, ACCA is an added value.
  • At least 3 years of experience in financial management, preferably within non-governmental organizations or professional associations.
  • Proficiency in accounting software and Microsoft Office applications.
  • Knowledge of Rwandan financial regulations and tax laws.
  • Strong analytical and problem-solving skills.
  • Ability to work with minimal supervision.
  • Excellent communication and interpersonal skills.
  • Fluency in English and French is an added value.
  1. Reporting and Supervision

The Finance Officer will report directly to the President of RWA-NOSW and Secretary General Regular updates and reports will be provided to the Executive Committee
