Organizational Setting

The main aim of the FAO country office, which is headed by the FAO Representative, is to assist government to develop policies, programs, and projects to achieve food security and to reduce hunger and malnutrition, to help developing the agricultural, Livestock, fisheries and forestry sectors, and to use their environmental and natural resources in the sustainable way.

Reporting Lines
The National Consultant will report to the FAO Representative (FAOR) and all reports will be finalized in collaboration with Gender Specialist from Sub regional, Reginal and HQ colleagues under the guidance of FAO Assistant in Charge of Program.

Recognizing the pivotal role of Gender and Inclusion in fostering sustainable development, FAO Rwanda actively engages in promoting Equality and Equity across all aspects of its operations.
The dedication to Gender Equality and Equity is particularly evident in FAO Rwanda’s support for the development of the Strategic Plan for Agriculture Transformation (PSTA5) and the concurrent Policy Learning on Agrifood Systems. Gender and Inclusion stand out as paramount considerations in both processes, underscoring the organization’s commitment to creating an equitable and inclusive agricultural landscape. By incorporating these principles into strategic planning, FAO Rwanda aims to address systemic barriers and ensure that the benefits of agricultural transformation are accessible to all, irrespective of gender or social background.
In line with its enduring commitment, FAO Rwanda underscores the importance of continually mainstreaming gender and inclusion across its portfolio. This commitment extends to new projects developed by FAO, reflecting the organization’s ongoing efforts to embed these principles into the fabric of its work.
Again, FAO have a mandate to support the country in planning and programming in line with national development priorities and FAO’s mandate and strategic framework and facilitate FAO’s contribution to the UN Country Team CEDAW Report with up-to-date and objective information about rural women in the country.
In this framework, FAO country office have a mandate to conduct a Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS) every 4 years to inform the government on the Gender and Inclusion situation. This assessment revealing gender disparities in access to critical agriculture and rural resources, knowledge, opportunities, and markets and guide the country in planning. Note that there is evidence that these gender inequalities contribute to low agricultural productivity and food and nutrition insecurity.
Tasks and responsibilities
• Lead and Conduct the Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS), including situational and stakeholder analysis: The assessment will evaluate comprehensively the gender dimensions within the agriculture and rural sector and will focus primarily on analyzing the country’s policy context pertaining to gender inclusivity within agriculture, conducting a gender analysis of the agriculture policy processes to ascertain the extent of gender mainstreaming, and conducting a situational analysis.
• Additionally, the assessment will entail a stakeholder analysis to identify key actors and their roles in promoting gender equality within the sector. This assessment will provide an overview of the gender equality aspects of PSTA4, highlighting areas of progress and areas needing improvement in the implementation of the PSTA5. Finally, recommendations will be formulated based on the findings to address any identified gaps and necessary adjustments in policies and programs to enhance gender equality and inclusion within the agriculture and rural sector.
• Ensure Gender and Inclusion Integration in Proposal Development and Project Design and Implementation: With a focus on mainstreaming Gender and Inclusion, the consultant contributes to the design and implementation of new projects undertaken by FAO Rwanda. This involves incorporating strategies that address gender disparities and promote inclusivity throughout the project lifecycle. By actively guiding project teams, the consultant ensures that gender and inclusion objectives are met, contributing to the overall success and sustainability of FAO initiatives.
• Ensure Gender and Inclusion Integration into Strategic Planning Processes: The consultant will actively contribute to the Policy Learning on Agrifood Systems. This involves providing expertise and insights to ensure that gender and inclusion considerations are seamlessly integrated into the core strategies and action plans, promoting a more equitable and responsive agricultural framework.
• Contribute to Capacity Building and Awareness on Gender and Inclusion: The consultant plays a crucial role in building the capacity of FAO staff and relevant stakeholders on gender and inclusion matters. This includes organizing training sessions, workshops, and awareness campaigns to enhance understanding and foster a culture of Gender promotion, and inclusivity within the organization and the broader agricultural community.
• Provide recommendations for policy and program interventions mainly for CPF, to address gender disparities in agriculture, including strategies to enhance women and youth access to land, finance, inputs, training, and markets.
• Facilitate and represent consultations and workshops on Gender and Inclusion; with key stakeholders, including government officials, civil society organizations, and women and youth groups, to gather inputs and ensure broad participation in the strategic planning process.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in Gender studies, Sociology, Social Sciences, Economics, Development Economics, or other related disciplines
• More than 10 years of experience
• Working knowledge of English, French and Kinyarwanda.
• National of Rwanda.
Technical/Functional Skills
• Extensive knowledge of the UN System, its working and programming mechanisms, familiarity with FAO’s work would be an asset
• Significant experience in analysing and integrating the perspective of gender equality in programme formulation in the context of agriculture and rural development and experience in socio-economic and Gender/Inclusion analysis
• Demonstrated ability (through publications in English language) to produce written analysis of socio-economic and Gender and Inclusion issues,
• Excellent knowledge of the key Gender Equality, social Equity, and Women’s Empowerment issues in Rwanda and/or in Eastern Africa in the context of agriculture and rural development,
• Ability to plan and organize own work, deliver results, and meet deadlines.

• Ability to establish and maintain good working relations with different colleagues.
• Fulfils obligations to gender sensitivity and zero tolerance for sexual harassment.
