Background

Rwanda has made remarkable progress in recent decades following the 1994 Genocide against the Tutsis. This progress is marked by sustained economic growth, poverty reduction, national reconciliation, rule of law, and overall security of the country. UNDP Rwanda has been engaged in the democratic governance sector for a long time. However, several challenges remain in certain areas of democratic governance including access to justice, service delivery, access to information, inclusive governance and social healing.

In line with UNDP’s Strategic Plan 2018- 2021 which is anchored in the 2030 Agenda for Sustainable Development and committed to the principles of universality, equality and leaving no one behind, inclusive and effective democratic governance remains an important area of work for UNDP globally and UNDP Rwanda particularly as clearly set out in both the United Nations Development Assistance Plan (UNDAP) and the UNDP Country programme Document.

The current programming cycle is aligned to the Government of Rwanda’s National Strategy for Transformation (NST1) covering the period 2017-2024 and the United Nations Development Assistance Plan (UNDAP), covering the period 2018 -2023 which is currently under review to align the UN cooperation framework cycle with the National Strategy for transformation.

Given Rwanda’s progress in democratic governance as evidenced by the data from consecutive governance scorecards and other global reports, Rwanda has been one of the global pilots on SDG 16, as an elaborated system for data collection, including baselines and targets, was already in place to track progress in governance, rule of law and security. The 2019 Rwanda Voluntary National Review (VNR) offered a great opportunity for Rwanda to take stock of the implementation progress of the SDGs, reflect on the efforts still needed to be made as well as share experiences. The VNR report provided the country and the world with an update on the progress on the implementation of the 7 goals (SDG2,4, 8, 10, 13, 16 & 17) for which an in-depth analysis was conducted and of four additional goals (SDG 1,3,5, and 9) which were discussed in the report.  Sustainable Development Goal 16 on promoting peaceful and inclusive societies for sustainable development, providing access to justice for all and building effective, accountable and inclusive institutions at all levels was also assessed in-depth.

The Transformational Governance Unit (TGU) is one of the two key programmatic units of UNDP Rwanda and leads the work in the governance area. In this regard, the UNDP TGU is implementing governance projects in partnership with national counterparts.

The following are the main programmes and projects that are currently being implemented under the Transformational Governance Portfolio:

  • Deepening Democracy through Strengthening Citizen Participation and Accountable Governance
  • Strengthening the Rule of Law in Rwanda: Justice, Peace and Security for the People
  • Strengthening Civil Society Organizations for Responsive and Accountable Governance in Rwanda
  • Promoting Gender Accountability in the Private sector in Rwanda.
  • Strengthening the Capacities of the Rwanda Peace Academy

In line with the Governance portfolio objective, the Governance specialist provides strategic guidance and support to the implementation of the transformational governance portfolio of the country programme to achieve the expected results.

Scope of Work

The Governance specialist will contribute to key NST sectors namely the Justice Rule of Law-and-Order sector working group where UNDP is the Co-Chair and the Governance and decentralization sector working group where UNDP is a member. Within the UN framework, the governance specialist will contribute to the implementation of the UNDAP 2018-2023, the UNDP Country program 2018-2023 and contribute to strategic planning processes through the UN result group on transformation governance and the planned UNDP planning, reporting, quality assurance, and evaluation processes. The governance specialist analyzes political, social, and economic trends and advises UNDP management on strategic interventions and partnerships required to achieve the annual targets for 2021 and 2022. The governance specialist will also sustain UNDP partnerships and scale up efforts for resource mobilization. The governance advisor will work closely with the  transformational governance team providing daily inputs and strategic recommendations for the successful implementation of the UNDP Country program document as well as key ongoing processes including the mid-term evaluation, the contribution to the development of the UN Sustainable Cooperation Framework as well as the progressive alignment to the new UNDP corporate strategic plan.

The governance specialist will particularly assume the following key functions:

 1. Provision of quality upstream advisory services to UNDP management, governance team and  partners:  

  • Conduct research and analysis of the governance and political situation of the country; keeping abreast of emerging issues and identification of entry-points for UNDP governance programming;
  • Provision of quality upstream advice to UNDP management and governance team;
  • Identification of strategic and innovative areas of cooperation;
  • Development of sound project and funding proposals for timely action by UNDP in Rwanda.

2. Provide technical support to the UNDP management and the governance team on the effective implementation of projects and programs:

  • Strategic review and quality control of the full cycle of programming from formulation to implementation with due consideration of cross-cutting themes mainly gender equality, resilience, leave no one behind and human rights with the aim of informing the formulation and implementation of strategic and innovative initiatives;
  • Analyze national governance context including policies, programs, laws, and strategies and apply program criticality principles to advise UNDP on the most essential interventions for the national recovery process;
  • Provide quality technical and advisory support for effective planning, budgeting, implementation, and monitoring of the programme;
  • Work closely with program managers to support effective monitoring, measuring the impacts of governance programme and evaluations as well as conducting constant monitoring and analysis of the programme environment and suggest timely adjustments;
  • Contribute to program compliance to UNDP project and financial management rules and quality assurance.

3. Ensure effective contribution to the two NST governance sector working groups (justice, Reconciliation, Law and Order Sector, and Decentralisation and Governance Sector), the One UN result group on transformational governance, and the Delivering as One initiative as required:

  • Provide quality technical and advisory support for UNDP contribution to the justice rule of law-and-order sector working group and support UNDP management in their role as sector co-chair;
  • Ensure strategic contribution to the governance and decentralization sector working group and set performance targets towards enhancing transformational governance from the local to the central level;
  • Effective contribution to the ‘Delivering as One initiative and provision of substantive inputs to the One UN transformational Governance Results Group;
  • Regularly apply critical thinking to identify emerging challenges and opportunities requiring immediate attention including advocacy and strategic partnership.

4. Strengthen Strategic partnerships and support resource mobilization for the Transformational Governance Unit:

  • Effective contribution to ongoing strategic thinking and planning exercise particularly in the four thematic areas related to transformational governance;
  • Work closely with the transformational governance team to draft project proposals and implement resource mobilization activities;
  • Contribution to UNDP’s strategic engagement with potential partners including development partners, philanthropic organizations, and private companies;
  • Promote communication for development through the production of various communication materials;
  • Ensure compliance with partnership requirements including donor reporting and visibility requirements.

4.     Institutional Arrangement

Under the guidance and direct supervision of the Deputy Resident Representative,  the Governance specialist is responsible for advising and providing technical assistance and leadership for the strategic direction, new initiatives and support to the management of the transformational governance portfolio.

Required Skills and Experience
Education:
  • Master’s degree in Development Studies, Law, Political Science, International Relations, or other development-related fields with 5 years of experience.
Experience:
  • Minimum of five years of relevant experience at the national or international level in providing technical and advisory services, within international organizations and national institutions;
  • Minimum of five years of experience in coordinating and providing technical and advisory support to governance programme portfolios within national, regional and international organizations;
  • Experience in working, liaising, and collaborating with governments’ representatives, civil society organizations, and international organizations within the framework of establishing and implementing governance projects or developing policy and legislative frameworks;
  • Experience in research and policy-level analysis;
  • Hands-on experience in design, monitoring, and evaluation of development projects;
  • Proven experience in managing multi-stakeholder projects;
  • Demonstrated experience in building strategic partnerships and resource mobilization.
