Purpose of Job

Directs and manages the daily operations of the Partnerships Management and Resource Mobilization Division in order to achieve the strategic objectives of the directorate and the AU’s overall goals.

Main Functions

•    Designs and implements policies, programs and projects to achieve the directorate’s strategic objectives.
•    Manages and supervises employees within the division, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation;
•    Designs policies, strategies and programs to contribute to the effective implementation of relevant AU Policy Organs Decisions;
•    Ensures the delivery of the division’s annual targets in line with the directorate’s overall goals and ensures robust and timely monitoring and reporting;
•    Provides technical leadership and ensures efficient functioning of all Units within the Division
•    Manages the work of the Division and supervises direct reports to ensure their effective performance
in line with the organization’s performance management policy and system;
•    Engages stakeholders within Members States and Regional Economic Communities (RECs)/Regional Mechanisms(RMs) and relevant international organisations in designing and implementing strategies.
•    Maintains thematic partnerships in support of the mandate of the Division;
•    Maintains regular working relations with senior stakeholders in Member States and partner institutions in the execution of the Division’s mandate.
•    Represents the organisation and communicates its position at conferences.
•    Contributes to the preparation of periodic financial and budget execution reports and monitor budget execution at division level.
•    Ensures the effective management of funds contributed to the organization;
•    Manages risk within the division and recommends mitigation strategies
•    Contributes to the development of the departmental business continuity plan and ensures implementation at division level
•    Maintains a positive work environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating diverse talent.

Specific Responsibilities

•    Coordinates and manages the various Partnerships entered into between Africa and other countries of the World at multilateral level;
•    Liaises with all Departments, Directorates and Units to ensure the implementation of outcomes of engagements with Africa’s partners;
•    Takes responsibility in organizing, in conjunction with the other Departments, Directorates and Units of the Commission, all meetings with the various partners;
•    Operationalization of the Frameworks and/or Plans of Action supporting the various Partnerships;
•    Services the meetings of the PRC and the Sub-Committee on Multilateral Cooperation under the various Partnerships;
•    Prepares, organize and finalize the work of the various implementation and follow-up mechanisms (Senior Officials, Ministerial Council and Summits) of the Partnerships;
•    Assesses the various outcomes of activities and documents resulting from various meetings of the Partnerships and make proposals for actions and follow-up;
•    Ensures effective implementation of Executive Council Decisions with respect to the Strategic Partnerships and resource mobilization
•    Ensures judicious management of resources provided by Member States and International Partners;
•    Develops and maintains a database on development assistance to the AU and establish an analysis and reporting system for Donor funded projects and programmes;
•    Develops funding proposals for submission to Donors/Partners after internal consultation;
•    Ensures regular engagement with the African Union Partners’ Group;
•    Initiates, develops and manages strategies for sustainability, self-financing, income generation and investment;
•    Ensures that AU meets its commitments in terms of resource mobilisation;
•    Mobilises financial and technical resources from Africa’s private sector to execute AU programs and build strong and strategic relationships with the Private Sector in Africa to create sustainable partnerships with the AUC for Africa’s development;
•    Negotiates and constantly reviews the content of Partnerships and make necessary adjustments as may be required;
•    Proposes and implements actions for the operationalization of the Frameworks and/or Plans of Action supporting the various Partnerships;
•    Develops harmonized continental strategies, policies, guidelines and procedures in resource

•    Coordinates the operationalization of the roadmap on Centralisation of fund management as stipulated in the Executive Decision
•    Ensures a functioning integrated monitoring system for Agenda 2063 domestic resource mobilization strategy implementation.
•    Facilitates donor coordination meetings and participates in negotiations for partners’ financing agreements.
•    Ensures that MOUs requirements with partners are met, such as, annual work plans, Result based reporting; budget execution, audit processes, etc
•    Promotes utilization of resource mobilization tools, framework and instruments designed by the Directorate by various stakeholders.
•    Creates a continental platform for resource mobilization with all key stakeholders globally.
•    Ensures enhanced coordination of Joint Programme financing mechanism through regular dialogue and reviews with all international partners
•    Sets strategic direction for resource mobilization for the AU and its institutions.
•    Establishes diversified and expanded resource mobilization base to ensure adequate funding of Agenda 2063 programmes and projects
•    Ensures that resource mobilization efforts are coordinated and harmonized Organization-wide by establishing a supportive internal enabling environment;
•    Designs strategies, policies and frameworks consistent with the AU’s goal in the area of resource mobilization in collaboration with all key stakeholders.
•    Engages in regular dialogue with strategic partners with the aim of ensuring alignment of donors’ support with AU vision and strategies
•    Ensures adherence to MOUs provisions signed under various financing arrangements with partners in a form of MOUs, Grants, etc
•    Promotes effective funding of AU prorammes, such as joint programme financing, with various partners
•    Undertakes any other duties and responsibilities as requested by the Director

Academic Requirements and Relevant Experience

•    A Masters in Economics, Business Administration, Social sciences, or other relevant fields with twelve (12) years of relevant and progressive working experience, out of which seven (7) and five (5) years should be at managerial and supervisory levels respectively.
•    Additional or higher educational qualification in a similarly relevant field of study is an added advantage.
•    At least five (5) years relevant work experience in Resource mobilization and grants management will be an added advantage

TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION:

Indicative basic salary of US$  50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment ( 46% of basic salary), Housing allowance US$  26,208.00   (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
