Purpose of Activity/Assignment: The overall responsibility of this individual contractor is to provide technical assistance to the leadership of the National Examination and School Inspection Authority (NESA) to achieve its mission related to education norms and standards, quality assurance and learning assessment in primary, secondary education and TVET.
Scope of Work:
To ensure education goals are met in Rwanda, MINEDUC, MINEDUC mandated National Examination and School Inspection Authority (NESA) to reinforce norms and standards, quality assurance and learning assessment in primary, secondary education and TVET levels.
Provide strategic advice to NESA
- Provide strategic advice on monitoring and implementation of policies, laws and regulations related to NESA mission,
- Provide technical advises in TVET and BE assessment practices and quality assurance supporting activities and projects,
- Contribute to mid and long-term reflection on strategic perspectives of the institution,
- Provide advice on institutional development for effective achievement of the institutional mission,
- Advise and make recommendation to the DG on NESA growth and partnership development,
- Provide technical and professional leadership to NESA pedagogical inspection both in TVET and BE including pre-primary
Provide technical and professional leadership to the development of NESA key documents
- Coordinate the development of NESA 5-year strategic plan
- Support the development of NESA procedural manual
- Contribute to the development of NESA comprehensive inspection framework
- Coordinate the development of a clear action plan and road map for the smooth and effective running/implementation of Comprehensive Assessment in Rwandan schools
- Coordinate the development of the NESA business process
- Draft, review and finalize documents including policies, guidelines, strategies, proposals, concept notes, reports, procedural manual, action plans, etc.
Support M&E of effective implementation of NESA activities
- Follow up and brief DG-NESA on the development, progress and M&E of all activities related to the General Directorate for NESA,
- Update the DG-NESA about the new initiatives and changes occurring in the fields of assessment and quality assurance for TVET and Basic Education on national, regional and international levels,
- Ensure key initiatives to improve learning outcomes, including learning through play at pre-primary and primary levels are well integrated in NESA M&E and well monitored to quality learning outcomes
Support the Director General (DG) of NESA in his daily duties and responsibilities
- Prepare documents that need to be used during meetings and conferences organized by the DG and/or to which he/she participates,
- Analyze, summarize and provide comments and/or advice on contents of dossiers before submitting them,
- Identify priority files and make follow-up on them,
- Record, handle and classify confidential files,
- Prepare and/or proofread official documents and speeches for the DG office,
- Preparing required documents for participation in seminars and conferences,
- Make sure that schedule for daily and weekly activities of the DG is accurately handled and updated,
- Advise the DG and the senior management of NESA on the implementation plan of NESA activities and meetings’ resolutions,
- Act as the secretary of NESA senior management and management meetings,
- Perform other duties as may be assigned by the supervisor
Specific Activities/Tasks:
- Provide strategic advice to the leadership of NESA
- Provide technical and professional leadership to the development of NESA key documents
- Support the M&E of the effective implementation of NESA activities
Specific Deliverables:
- A roadmap on the institutional development of NESA in line with its mandate, including a documentation and analysis of NESA’s business processes
- Development of the first draft of NESA strategic plan
- Development of the first draft of NESA procedural manual
- Detailed guidance on the review of the education norms and standards as well as the inspection framework
- Key initiatives aiming to improve learning outcomes such as learning through play at pre-primary and primary levels are well integrated in NESA inspection framework and M&E tools.
Evaluation Criteria
The Technical criteria is weighted at 70% and 30% for the Financial proposal.

Education Background:
A Master’s Degree in Education, Economics, Public Policy, Development Studies, Psychology, Sociology or another relevant technical field.
Work Experience:
- The consultant should have at least 5 years of proven experience in policy development and/or in education.
- The individual consultant should be familiar with policies, laws and development frameworks of education system in Rwanda.
- The individual consultant should have the ability to deliver on time,
- The individual consultant should have strong communication and facilitation skills.
- Proficiency in written and spoken English and knowledge of Kinyarwanda is required, French would be an advantage.
