Terms of reference for hiring a Nutrition Coordinator
ADRA RWANDA- EMBACE PROJECT
ADRA Rwanda is looking for an experienced, competent and skilled nutritionist who will work under EMBRACE Project in Nyabihu.
A. Project & Organizational Background
ADRA Rwanda is a humanitarian and development organization of the Seventh-day Adventist Church that works with people in poverty and distress to create positive change through empowering partnerships and responsible action.
EMBRACE (Enhancing Maternal, Child and Newborn Health in Remote Areas through Revitalized Health Care and Community Engagement) is an ADRA Rwanda project implemented in Nyabihu district and jointly funded by GAC (Global Affairs Canada) and ADRA Canada.
During its four year implementation (2016-2020), EMBRACE aims to significantly reduce preventable stunting and maternal-child mortality in four target sectors of Nyabihu district in Rwanda by improving utilization of essential health services, and increasing consumption of nutritious food and supplements for over 16,873 direct beneficiaries mainly pregnant women, mothers, children under five (U5), with special attention to the first 1000 days.
B. Overall Job Objective
The EMBRACE Nutrition Coordinator is primarily responsible for mobilizing, planning, coordinating, promoting, facilitating, supervising, negotiating, advocating, etc..for and with beneficiaries, key stakeholders, local authorities, local communities, local and national partners during the implementation of both key nutrition specific and nutrition sensitive interventions of the EMBRACE Project. All activities are conducted in line with EMBRACE project implementation plan (PIP) which is aligned to Nyabihu district and MOH priorities intended to reduce preventable stunting and maternal-child mortality in Nyabihu district.
C. Key Performance Areas
The Nutrition Coordinator will be responsible for the following community mobilization and facilitation activities:
Serve as the EMBRACE Project field nutrition coordinator, coordinating, managing community mobilization and facilitation of the project’s nutrition sensitive and nutrition specific activities for vulnerable populations contributing to the project’s intended outcomes.
Liaises with the Project M&E Officer in identification and mobilization of selected communities in preparation for baseline research/household surveys, project evaluations and assessments, etc.
Assist in and continue to monitor social change and new social information relevant to facility level and community level interventions, empowerment and advocacy for improved/ greater/better nutrition outcomes in Nyabihu district.
Facilitate identification of potential facility and community based leaders/facilitators/mobilizers/organizers/peer educators, who will serve as volunteers for all nutrition specific and nutrition sensitive aspects of the project such as; PDH (positive deviant HEARTH) strategy, GM(growth monitoring), LTP (Learning Through Play), ECD (Early childhood development) EBF (Exclusive breastfeeding, IYCN (infant and young child nutrition) etc facilitators or trainers in the selected and assigned project communities as mandated.
Identify and provide TOT training and or in-service training, supervision and transfer of knowledge and skills to key stakeholders eg nutritionists, MCHGs (mother-child health groups), Community Health Workers (CHWs), Training of Trainers (ToTs), Midwives /Nurses in line with EMBRACE project activities in aspects such as Maternal/Child Nutrition, Maternal Health During Pregnancy, Optimal /exclusive Breastfeeding 0-6 month, complementary feeding 6-23 months., Positive Deviant/Hearth in the community and HHs. Growth monitoring (counsel caregivers with results – make sure malnourished children join), NERP/Hearth sessions 12 days (20 min)., LEARNING THRU PLAY, Parental Guidance for better ECD outcomes etc
Represent the EMBRACE project at the relevant joint stakeholder’s meetings as assigned by the Project Manager or any other ADRA senior staff
Planning, monitoring and facilitating community-based ECD (Early Childhood Development) using the LTP (Learning through Play) Model for nutrition and health impact.
Mobilize, organize, formation or strengthening of MCHG (Mother Child Health groups) groups for selected for nutrition education and related project activities
Facilitates MCHG community-based groups gender transformative and women empowerment interventions in skills and knowledge acquisition as per assigned and selected project priority areas.
D. Others specific tasks of the nutrition coordinator
As part of the EMBRACE team, the nutrition coordinator will participate in the following specific tasks:
Village Resource Mapping
Health & Sanitation Mapping (on village map)
Village Food Mapping
Needs assessment (rapid assessment)
Baseline and household survey
Design, develop, print, disseminate, IEC materials eg, Training guides, Facilitators guides, caregivers guides, banners, flyers, brochures,
Develop nutrition protocols eg IMNCI etc
Design, develop, print, distribute visibility materials
Design and develop data collection tools
PDI Study
Growth monitoring and nutrition rehabilitation of malnourished u5 children
NERP/Hearth sessions 12 days (20 min. non-formal learning, songs and playing)
LEARNING THRU PLAY cycles and sessions including pre and post-training knowledge and skills testing
Parental Guidance for better ECD outcomes
E. Community Engagement
Community Mobilization, Facilitation, and Empowerment
To motivate and encourage potential community leaders who will undertake the role of facilitating fellow community members to adopt positive nutrition practices eg, MIYCN, exclusive breastfeeding, complementary breastfeeding, proper and balanced diet, Learning Through Play(LTP), or ECD/F, responding to growth monitoring for u5, responding to PD Hearth, kitchen garden, micronutrients supplementation, agakono kumwana, Inkongoro y’umwana etc
To initiate actions aimed at breaking down passivity, apathy, and attitudes of dependency among community members
To raise awareness in vulnerable community population members in that they can move their communities out of malnutrition especially for u5 children, and show them ways they can do this for themselves.
To assist community members to identify their own needs and to generate solutions, identifying priority issues and analyzing their own problems.
To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves.
To provide community leaders with relevant skills and knowledge in getting community members interested, organized and motivated to undertake action for social and behavior change.
To develop trust, tolerance, and co-operation among community members;
To assist the community in obtaining available local resources, in order to negate effects of becoming too dependent upon outside resources.
To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, marginalized and overlooked in community decision-making eg those in ubudehe 1 and 2 household ranking
To assist the community in obtaining information and knowledge that may be available through governmental and non-governmental agencies, through extension and outreach programs;
To assist the community members in developing their own capacity and strength to the point where they no longer need the services of a mobilizer (self-motivation and sustaining).
F. Reporting
Ensure timely submission of all documents, reports in compliance with ADRA Rwanda reporting system and donor contracts agreement conditions and requirements to immediate supervisor.
Adhere to all required standards as prescribed by ADRA Rwanda’s program standard and processes.
G. Professional Development
Keep in close touch with new concepts, dynamics, trends in community development and planning.
Builds relationships with Project Team members, Head Office Program Team staff, and Support Staff.
Participates in opportunities for personal growth contributing to an improved ADRA Rwanda as an organization.
H. Desired Academic Qualifications and Experience
An undergraduate qualification in Human Nutrition and Dietetics or any other relevant discipline. A post-professional qualification such as a Diploma will be an added advantage
Relevant experience: A minimum of 3 years
Must be willing and able to exercise high standards of integrity, ethics, accountability and transparency within ADRA Rwanda and its constituency of vulnerable population communities, households, and individuals.
H. Knowledge, Skills and Abilities
Must possess excellent community facilitation and mobilization skills.
Must be highly skilled in Human nutrition and dietetics (theory and practice).
Should have a sense of self-esteem, self-motivation, self-control
Must have the ability to work independently as well as a team player.
Ability to observe and identify social indicators in communities.
Must have strong community negotiation, communication, and interpersonal skills.
Must possess a strong sense of duty, professionalism, commitment, dedication and meeting deadlines.
Must have the ability to cope under a stressful culturally diverse environment and creatively manage limited resources.
Must have strong skills in writing operational and results in reports including survey reports
Must be proficient in computer skills
Must have proficiency in data analysis tools EPI, ENA/SPSS/Kinaki, etc
I. Duration of the assignment
This position is for nine (9) months Renewable.
