Our Client is an INGO and is looking for a HSW Manager to handle the below responsibilities;

 

 

Job purpose

 

The Rwanda Health, Safety and Welfare (HSW) Manager is responsible for the development, implementation, and enforcement of Bridges to Prosperity’s Health and Safety Program. The HSW Manager will work with all members of the Bridges to Prosperity Rwanda team to foster a positive culture of safety and will be ultimately responsible for the performance of the Safety Program in Rwanda.

 

 

Duties and responsibilities

 

Program Responsibilities:

 

Develop, implement, update, and enforce Bridges to Prosperity’s Health and Safety Policy.
Ensure alignment between Bridges to Prosperity’s Global Health and Safety strategy and Rwandan legislation. This includes updates in line with changes to Rwandan Legislation in relation to health, safety, and environmental rules and regulations.
Maintain the Health and Safety reporting management system: Ensure timely reporting and incident investigations to identify, implement and share lessons learned with the broader team. This also includes reporting qualifying incidents to relevant Rwandan authorities.
Perform Health and Safety audits to ensure team members understand and are following, the Health and Safety policy and protocols.
Using information from safety reporting and audits, identify incident trends and risks within the program. Develop new processes to mitigate incidents and risks to create a healthier and safer work environment for all staff.
Manage, update and take responsibility for the Safety Key Performance Indicators (KPI’s) that the organization has identified.
Lead quarterly Health and Safety Committee meetings to create buy-in from the wider team and to measure Health and Safety performance, highlight risk to the organization, and promote positive Health, Safety, and Environmental practices.
Support the Rwanda Program Director with risk management by conducting risk assessments, updating risk registers and implementing risk mitigation strategies.
Liaise with government authorities, industry bodies or other organizations as required
Maintain positive and proactive relations with managers and employees, as well as our visitors/other people in general.
Manage and coordinate trainings related to Health and Safety for all employees

 

Construction Responsibilities:

 

Ensure construction teams follow Bridges to Prosperity’s construction safety protocols. This includes job hazard analysis, safe working methods, and emergency incident response.
Work with relevant managers and employees to create a safe working environment for staff and community members during the bridge construction process. This process includes site establishment, material delivery, construction, and site closing.
Conduct trainings with staff members and non-skilled labor on construction sites.

 

 

Qualifications

 

Minimum Requirements:

 

3+ years’ experience in Health, Safety, Environmental (HSE) management ideally in the construction industry including management level communications, setting strategic direction for HSE, and implementing cultural change.
Formal qualifications (Diploma/Degree) in HSE management. Consideration will also be given to applicants with Civil Engineering or Construction Management qualifications if they have significant experience in construction health and safety.
Strong understanding of Rwandan HSE legislation and International Standards such as OSHA and International Labour Organization (ILO)
Demonstrated ability to lead and motivate, and obtain cooperation and/or support from superiors, peers, and employees in an international team environment.
Fluency in Kinyarwanda and good written and spoken English is required.
Computer literate with proficiency in Microsoft Office products and other software

 

Preferred/Desired Profile:

 

Professional HSE qualifications in addition to a Diploma/Degree are desired such as; working at heights, incident reporting and investigation, organizational HSE.
Ability to identify, analyze and solve complex problems with minimal guidance
Creative, energetic and self-motivated
Presentation/public speaking skills
Passion for Bridges to Prosperity’s mission

 

Working conditions

 

The Rwanda HSW Manager works with the Bridges to Prosperity team and stakeholders involved in bridge projects to mutually promote a healthy and safe work environment. You will split time, approximately 50/50, between visiting construction sites in rural Rwanda and Kigali-based administrative tasks. Whilst in the field, the Rwanda HSW Manager is expected to live modestly in local accommodation and use local transportation to get around.

 

Physical requirements

 

The position requires participation in physically demanding construction-related tasks.
