Overview

Funded by the US Agency for International Development (USAID), the Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious disease threats, as well as expanding essential health coverage. The goal of the global, five-year (2018–2023) program is to enable low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and medicine-related pharmaceutical services.

The Driver will drive MSH staff and partners to official meetings and events using the MSH vehicle.

 

Specific Responsibilities

Driving Duties

 

Driving project owned or rented vehicles in a safe and responsible manner in accordance with traffic laws, speed limits and safety regulations of Rwanda, and the requirements in the MSH vehicle management policy.
Drive MSH staff and partners while maintaining passenger confidence on their safety and security and timely transport to destination.
Driving project owned or rented vehicle as per planned schedule and as instructed.

 

 

Vehicle Maintenance

 

 

Carrying out daily vehicle checks like water in the radiator/windscreen washer, fuel, brake fluid, tire pressure, differential oil, engine oil and lights.
Cleaning project owned or rented vehicles daily.
Ensure cost-savings through proper use of the vehicle.
Inspect vehicle before and after every trip.
Ensuring sufficient functioning of water supply system and regularly checking the water levels in the tanks and run the water pump when necessary.
Report any defects noticed on the Vehicle to the project management immediately.
Inform the F&A Specialist about the service due on the project vehicles, and ensuring that it is timely satisfactorily done. Assist with proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely servicing of vehicle so that the vehicle is kept clean and in good running condition at all times (exterior car wash and interior cleaning/vacuuming; change oil, purchase of battery etc.).

 

 

Administration

 

Ensure all trips are supported by approved trip authorization forms.
Coordinate with admin unit on trip scheduling.
Recording all odometer readings/ time at every start and end of every trip in the vehicle log book. Obtain passenger vehicle signatures at end of every trip in log book.
Keeping proper records of the vehicle tools and spare tires.
Recording all spares used in the service and repair of vehicles.
Compiling reports on the monthly vehicle fuel consumption and repairs.
Ensuring that main spares required are available in stock in coordination with the stock controller
Assist in ensuring vehicle registration, licenses, insurance, etc. are current and compliant with road regulations.

 

 

Other Duties

 

 

Provide office support on maintaining a clean environment within office premises.
Provide messenger services.
Occasionally will be called upon to work overtime or odd schedules.
Assisting the F&A Specialist in overseeing in country procurement and execute all approved payments for local vendors, contractors and consultants for goods and services received, in accordance with the laws and regulations of MSH in Rwanda and USAID regulations.
Perform any other duties as assigned by the Office Management

 

 

 

Qualifications and Experience

Experience:

 

A minimum of 5 years of experience required.
Experience in International Non Governmental Organizations preferred.
Valid Rwanda driving license required.

 

Knowledge, Skills, and Competencies:

 

Driving, troubleshooting (mechanical, electrical)
Familiar and comfortable with spoken and written English.
Flexibility to provide office support as needed.
Demonstrated practical ability in vehicle maintenance.
Good organizational and managerial skills
Sensitivity for other cultures, diplomacy, tact and negotiating skills.
Able to work in stressful situations / physical and mental strength.
Experience of roads within Rwanda
Ability to work with minimum supervision.
Must be flexible and have well developed interpersonal skills.
Must excel in personal interactions with the staff.
Good written and verbal communication skills.
Maintenance of trip logbook and other vehicle records.
