Feed the Future Rwanda Hinga Weze is a 5-year, $32.6 million activity that aims to sustainably increase farmers’ incomes, improve nutritional status of women and children, and increase the resilience of the agriculture and food systems to the changing climate. The Activity is being implemented in the following ten districts of Rwanda: Gatsibo, Kayonza, Bugesera, Ngoma (Eastern Province); Nyabihu, Rutsiro, Ngororero Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province). Led by CNFA, the consortium is comprised of a diverse range of international and Rwandan partners including Plan International, Souktel, Rwanda Development Organization (RDO) and the Imbaraga Farmers’ Union.

 

 

Plan International is responsible for leading Component 3 to improve nutrition outcomes of agriculture interventions. The nutrition activities and interventions under Component 3 of the Hinga Weze project in five years are intended to increase the nutritional status of 200,000 households in the Hinga Weze target districts. Working through existing care groups, Community Health Workers, and the Twigire Muhinzi Farmer Promotors, Hinga Weze will reach target households through improved messaging about nutrition practices, including the benefits of nutrition-sensitive agriculture and the importance of dietary diversity, particularly for women of reproductive age (15-49) and children (0-23 months).

 

The USAID approved nutrition related indicators and expected results for the project are:

 

GNDR-at least 43% of female participant in USG assisted programs designed to increase access to productive economic resources;

HW.14. HL 9.1-d: at least a 40% increase in the number of women of reproductive age (15-49) consuming a diet of minimum diversity;

HW.15. HL 9.1-a: at least a 40% increase in number of children 6-23 months receiving a minimum acceptable diet (MAD);

HW 16. 40,500 households increasing income for purchase of nutritious foods for women and children

HW.17 EG3.3-10: at least 40% of female participants of USG nutrition-sensitive agriculture activities consuming a diet of minimum diversity;

HW.18: at least 40% increase in the number of children 6-23 months consuming targeted nutrient-rich value chain crops or products;

HW. 19: at least 40% increase in number of women of reproductive age (aged 15-49) who consume nutrient-rich value chain crops or products;

30,000 households using improved supported food safety practices as a result of USG assistance

HW.21 HL.9-2: 23,457 children under two (0-23 months) reached with community-level nutrition interventions through USG supported programs.

 

Based in Kigali, the Senior Nutrition MEL Avisor will work under the direct supervision of the Senior Nutrition Specialist and with guidance from the Plan International USA Monitoring, Evaluation, Research and Learning team and CNFA MEL Director to develop the tools to track the nutrition behavior changes at the community level, ensure efficient and effective implementation of the MEL component of the direct nutrition interventions and report progress accordingly.

 

The Senior Nutrition MEL Advisor should have experience in nutrition programming, monitoring and evaluation and nutrition behavior changes. S/he should have experience working on USAID funded projects and be familiar with the USAID data quality and reporting requirements. S/he should have experience developing data collection tools, using digital data collection tools, designing or conducting large scale household surveys, building the capacity of staff to collect and analyze quantitative and qualitative data, and developing learning documents for key stakeholders.

 

S/He will work directly with the CNFA MEL team to develop the MEL tools to collect nutrition data (Quantitative and Qualitative) to track the nutrition indicators and impact of Hinga Weze project on beneficiaries ‘life.

 

 

Dimensions of Role

 

Develop the tools to track the nutrition behavior changes at the community level.
Ensure efficient and effective implementation of the MEL component of the direct nutrition interventions.
Support the development and implementation of nutrition-related reporting systems.
Assist Component 3 team to meet reporting needs.
Work closely with the CNFA Monitoring, Evaluation, and Learning team to track nutrition activities and impact.
Work with the SBCC Specialist and Communication advisor to track the impact of nutrition campaigns at the community level.
Assist the Field MEL team to collect all nutrition data and report the progress on weekly, monthly, quarterly and annual basis.

Develop a methodology for monitoring changes in nutrition behaviors and practices;
Develop the process and tools to track the nutrition behavior changes;
Analyze nutritional behavior monitoring data, pulling out key trends and areas for further exploration;
Coordinate with the Senior Nutrition Specialist to adjust programming based on the monitoring data;
In coordination with the Senior Nutrition Specialist, hold learning sessions with Hinga Weze staff to discuss nutrition monitoring data;
Ensure efficient and effective implementation of the MEL component of the direct nutrition interventions;
Support the development and implementation of nutrition-related reporting systems;
Work closely with the Monitoring, Evaluation, and Learning team to track nutrition activities and impact;
Build the capacity of Hinga Weze staff to collect nutrition related data;
Develop nutrition related research and learning questions; and
Contribute to nutrition related research activities, including the adolescent nutrition formative research.
Coordinate referral activities in conjunction with district nutrition outreach officers for the more severely malnourished children in Hinga Weze operational areas
Spearhead the monitoring of the implementation of USAID CHAIN nutrition activities in Hinga Weze targeted districts in conjunction other USAID partners to avoid overlaps and duplication of activities.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives: See Section 7e

 

Knowledge

 

§ Master’s degree in nutrition related discipline, development studies, public health, food science. Bachelor’s degree considered with extensive background in nutrition.

§ A minimum of 5 years’ experience in Monitoring and Evaluation in a complex and changing environment.

§ At least 3 years relevant experience in nutrition-related M&E and behaviour change.

§ Knowledge of best practices in field of monitoring and evaluation interventions related to nutrition, SBCC and food security.

§ Strong understanding of nutrition indicators such as minimum acceptable diet, and female/women’s dietary diversity and Community nutrition interventions.

§ Understanding of USAID food security and nutrition interventions; Feed the Future experience preferred.

Effective team player, able to develop and maintain effective working relationships.
§ Fluent in English and Kinyarwanda; French language skills a plus.

Physical Environment and Demands:

Typical office environment but with at least 40% time in the field including community visits. This position will be based in Kigali, Rwanda at the Hinga Weze project office. The position will require frequent field visits to the target districts in Eastern, Western, and Southern Provinces.
