Job Description

1. Organize the preparation of Strategic plan, action plan and operational plan of DH;
2. Plan, organize and review the department activities;
3. Coordinate and evaluate all planning activities of DH;
4. Ensure that the Hospital action plan and budget are prepared in a timely manner and according to professional standards;
5. Develop systems and maintains records that provide the proper evaluation, control and documentation of assigned activities;
6. Consolidate the action plan and operational plan of the Hospital;
7. Monitor the implementation of the strategic plan;
8. Coordinate the project activities;
9. Organize and Coordinate all planning activities related to Strategic, Action and Operational plans of DH;
10. Assist in the review and development of planning policy, including DH Development Orders, supplementary planning documents and ensure coordination for monitoring project plan implementation;
11. Manage Short
– term and long
– range planning and leading evaluation and budget development of the Hospital to support strategic goals and mission of DH;
12. Produce reports on the monitoring of the strategic plan, action plan and operational plan;
13. Assist department heads in developing the operational plan;
14. Assess the implementation of operational plans by departments;
15. Participate in the Annual budget preparation;
16. Assist in Developing policies and strategies towards the development of the DH;
17. Help in the Preparation of terms of Reference for new Projects of DH;
18. Update of hospital’s action plan and consolidate Hospital’s quarterly and annually reports;
19. Provide support for planning, developing and implementing of strategies, policies and procedures of DH;
20. Follow
– up the implementation of strategic, action and operational plans and annual Budget allocation of the Hospital;
21. Maintenance of files for different subjects dealt with in the department;
22. Evaluate operations and activities of assigned responsibilities;
23. Prepare reports on operations and activities, recommending improvements and modifications;
24. Identify information requirements of components concerning planning, monitoring and evaluation;
25. Ensure that the established guidelines on project monitoring and evaluation for different departments components are respected;
26. Implement the project monitoring and evaluation strategy, and recommend any possible changes based on the lessons learned at hospital level ;
27. Assist in improving communication and information sharing between different department;
28. Review the performance indicators and reports produced by different departments and suggest necessary changes;
29. Monitor and report on the performance of the programs in the hospital;
30. Prepare quarterly and annual monitoring & Evaluation reports, and assist in the preparation of the annual work plans;
31. Contribute to the hospital environmental hygiene;
32. Participating in quality assurance and quality improvement of the hospital;
33. Submit monthly, quarterly and annually report to the supervisor;
34. Perform other related duties as required

 

Job Profile

“A0 in Economics, Project Management, Management, Development Studies, Business Administration

 

Key Technical Skills & Knowledge required:

– Knowledge of results based management, logical framework approach, strategic planning processess and tools;

– Knowledge of Rwanda’s Public service and Labour Sector Policies and Strategies;

– Knowledge of drafting Action Plans and Operational Plans;

– Knowledge to conduct policy and analysis and draft proposals;

– Knowledge of Monitoring and Evaluation concepts, systems and tools;

– Computer Skills;

– Organizational Skills;

– Communication Skills;

– High analytical & Complex Problem Solving Skills;

– Judgment & Decission Making Skills;

– Time management Skills;

– Team working Skills;

– Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
