Under supervision of the Corporate Services Program Manager, the Financial Coordination Specialist ensures overall coordination of financial operations of RBC/SPIU through: – Supervision, control and coordination of staff working on activities related to Finances of donor projects under RBC/SPIU management; – Verify and approve all payments before transmission to the Corporate Services Program Manager; – Analyze and orient all requests related to the payments to the concerned divisions and financial specialists – Monitor the management of all bank accounts; – To compile and summarize regular reports on financial progress of the RBC/SPIU portfolio and Ensure that financial statements are produced on time and regularly according to MINECOFIN requirements; – Advise the SPIU on a possible reallocation of funds after analysis of all budgets and timing in relation to the activities of each project; – To ensure that the project funds management is performed in accordance with legal provisions related to the management of public funds, as well as HSDP procedures and requirements – Ensure the availability of budgets prior to any commitment of expenditure; – Propose policies and guidance for financial decisions; – Check the general ledger and the overall balance at the end of each quarter; – Prepare and monitor the cash flow plan for all projects under RBC/SPIU and produce an updated report at the end of each month; – Facilitate different assessment, internal and external audits and implement its financial recommendations; – Supervise and train accountants of sub recipients of all grants in financial management, accounting and this on a regular basis; – Follow up of submitted payments to MINECOFIN; – Fulfill any other task related to finance as assigned by the Coordination.
– Being of Rwandan nationality; – Hold a Master’s Degree in Accounting or Finance with a combined professional experience of at least 5 years in finance management and accounting for the same position or equivalent within a public organization or a government project; or – Hold a Bachelor’s Degree in Accounting or Finance with a combined professional experience of at least 5 years in finance management and accounting for the same position or equivalent within a public organization or a government project; holding an ACCA, CPA shall constitute an advantage; – Knowledge of management processes in the public sector (budgeting, accounting, financial reporting, treasury management, public contracts, internal control and audit) is a requirement; – Proven knowledge of the GoR financial management system (IFMIS) is a requirement, knowledge in other financial software (TOMPRO or Sage) shall constitute an advantage; – Having a relevant working experience of at least 5 years with development projects and programs; – Have strong oral and written communication skills in Kinyarwanda, English and French; – Computer literate with proficient knowledge of MS Word, Excel, Power Point, and search engines; – Organizational skills/managerial and ability to work under pressure and meet deadlines ; – Being ready to start work within 30 days from the notification of employment; – Be of proven moral integrity.
