TITLE: Child Protection Officer
TEAM/PROGRAMME: Child Protection – Emergency Response
LOCATION: Bugesera and Nyanza reception centres (roving)
CONTRACT LENGTH: 12 months
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
The Child Protection Officer is a member of Save the Children’s (SC) CP program team, overseeing Save the Children’s protection activities in the Bugesera and Nyanza reception centres for Burundian refugees, under the supervision of the Protection Manager. S/he and is responsible for:
• Supervising, implementing and monitoring the implementation of the child protection activities in Bugesera and Nyanza reception centre;
• Leading and supervising the Child Protection Assistants and volunteers to ensure that the activities are implemented in the right manner and in line with child protection minimum standards and programme objectives.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: This role will involve overseeing Save the Children staff across two project sites, as well as ensuring effective coordination with a range of actors including camp management and UNHCR. This person will act as the focal point for external relations in both locations.
KEY AREAS OF ACCOUNTABILITY:
Program Planning and Implementation
• Develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
• Ensure that all planned activities such as CFS operations, community awareness raising, and case management are implemented on time, to quality standards and within budget. Where challenges arise, ensure that these are flagged early, communicated to the Protection Manager and addressed in an appropriate way.
• Identify and document vulnerable children including separated and unaccompanied minors, including the completion of Best Interests Assessments.
• Document the separated and unaccompanied children according to the standard family tracing and reunification procedures and in line with Save the Children’s child safeguarding policy.
• Conduct community awareness on identification of vulnerable children and the process of registration of separated/unaccompanied children including family tracing.
• Conduct community consultation on temporary care arrangements of separated/unaccompanied children.
• Refer cases with specific needs to the competent service providers, follow up and document referred cases.
• Ensure that urgent and challenging cases are immediately discussed with direct supervisors.
• Conduct follow-up visits on temporary care arrangements of cases.
• Actively conduct tracing of families in collaboration with the community members and local authorities, and in coordination with other relevant humanitarian actors.
• Conduct follow up visits of children reunified with their relatives.
• Report any violation of the child safeguarding policy of Save the Children and ensure that all staff and volunteers and aware of the policy and procedure, and that they have signed all relevant documentation.
• Work with cultural sensitivity and respect the dignity of vulnerable children and families and members of the host communities at all times.
Staff supervision and mentorship
• Supervise and mentor direct reports ensuring that they are empowered to achieve their performance objectives and program results.
• Conduct performance reviews of direct reports and support them to set performance objectives.
• Build capacity of direct reports in technical and administrative areas.
• Identify any staffing issues and coordinate closely with the CP coordinator, CP manager and Field Manager to resolve them.
Monitoring and Reporting
• Ensure that all program data is properly and regularly collected by field staff.
• Contribute to the preparation of internal and external reports.
• Lead on and compiling and submitting weekly reports for both reception centres.
Collaboration and Representation
• Represent Save the Children and the program with relevant government and non-government agencies to explain the program secure their support and follow up with them on progress.
• Actively participate and play a leadership role in the office Coordination Team bringing key issues, proposing solutions and collaborating with other teams to build synergies and efficiencies.

QUALIFICATIONS: University or college qualification in social science or in a relevant area or equivalent work experience.
EXPERIENCE AND SKILLS
• Minimum of 2 years relevant work experience in child protection or related field.
• Proven technical knowledge and skills in the field of Child Protection.
• Proven ability to work as part of a team.
• Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
• Experience in community mobilization and awareness raising activities
• Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
• Experience in training and capacity building and willingness to dedicate time and patience to developing others.
• Experience in working through consultative and participatory processes and ability to balance multiple competing interests to work towards a common goal.
• Strong organizational skills.
• Ability to supervise and mentor staff to achieve results.
• A good level of written and spoken English/ Kirundi and Kinyarwanda.
• Good computer skills (MS Office, including Outlook for email).
• Commitment to and understanding of Child Rights and Save the Children’s aims, values and principles including rights-based approaches
• Experience working in emergency response and/or a refugee context.
