PURPOSE OF POSITION:

The Senior Education Manager is accountable for maintaining overall leadership, coordination, and oversight to the Rwanda Education Programme. The main component is titled ‘Advancing the Right to Read’ (ARR). As a member of the Rwanda Country Office Team in Rwanda, the Senior Education Manager is responsible for overseeing the ongoing development and implementation of a high quality, innovative programme, and ensuring the quality of its implementation. S(he) is also responsible for the programme expansion.

KEY AREAS OF ACCOUNTABILITY:

As a member of the Country Team, contributes to:

  • Supports the development of an organisational culture that reflects our full spectrum programs and values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and stakeholders
  • Helps establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
  • Ensures Rwanda Education programme complies with all Save the Children Essential Standards and Quality Framework
  • Development of the Education programme

Leadership:

  • Provides strategic vision, direction, and leadership to the Education programme;
  • Leads the programme’s strategic, financial, and operational planning, including the annual work planning process and development
  • Ensures that efficient systems to support all aspects of the programme (including sub-grant management, financial, capacity building and performance monitoring and reporting) are in place and support the effective use of programme resources in compliance with donor regulations and Save the Children policies
  • Supervises the ARR Team to ensure delivery of agreed upon objectives for 0 to 9 children
  • Works closely with the SCOPE project team and develop synergies
  • Explores new ideas to complement the ARR programme
  • Ensures detailed implementation plans so that each of the components of the programme are in place and on track;
  • Ensures compliance with all donor requirements including reporting, visibility, financial and procurement for a range of bi-lateral donors and foundations;
  • Provides strategic guidance and oversight to the design of cost effective, innovative and high quality proposals, which will contribute to the expansion of the programme.

Programme Quality:

  • Leads the programme’s strategic, financial, and operational planning, including the annual work planning process and development of an appropriate exit strategy; This is repeated from the above Leadership list
  • Provides technical support and advice to the Education Team through routine communication, joint coordination meetings and reviews;
  • Ensures regular liaison with SC Members’ technical advisers to ensure timely requests for well-coordinated inputs and support;
  • Develops forms and tools to assist project staff to deliver quality programmes;
  • Reviews and ensures finalization of internal and external reports, provide feedback and suggestions of improvements to relevant colleagues;
  • Is part of Save the Children’s regional and global Education networks and providing strategic input to regional and global thinking on Education on an as needed basis.

Monitoring, Evaluation, Accountability and Learning (MEAL) and Knowledge Management

  • In collaboration with the Head of MEAL and PDQ Director, provides guidance and oversight in the monitoring and review of the implementation of programme to ensure consistent high quality and coherence;
  • Supports monitoring and evaluation mechanisms to ensure that project baselines, mid-term and final evaluations are carried out in a timely manner, that results are disseminated internally and externally and actions to improve programme delivery taken;
  • Maintains a robust collaboration with research partners (Stanford University etc.) and university institutions and oversees the completion of the programme’s Randomized Control Trials and other research pieces;
  • With support from project implementation staff takes the learning from existing programmes to inform new project/programme design.

Partnership

  • Ensures effective coordination, collaboration and fruitful working relationships with local NGO partners (Umuhuza, Church partners, etc.) in alignment with the Save the Children Rwanda partnership guidelines;
  • Ensures SCI partnership policies are fulfilled prior entering sub-agreements with partners;
  • Conducts regular meetings with partners to ensure experience sharing and that adequate support and guidance are provided throughout programme implementation;
  • Supports partners in planning, reporting, budget, communication, and reporting.

Advocacy and external representation

  • Supports the development of Education advocacy priorities and strategies for Rwanda – in collaboration with advocacy technical advisers at SC Member Offices;
  • Supports policy impact and change, in particular co-ordinating the relationship with relevant ministries and the Rwanda Education NGO Coordination Platform;
  • Interfaces with government stakeholders, RENCP, DfID/USAID/UNICEF and other stakeholders in the sector;
  • Actively contributes to relevant sectoral working groups, task forces and steering committees;

Staff Management, Mentorship, and Development

  • Ensures that all staff understand and are performing their roles
  • Ensures the recruitment, training, and availability of appropriate professional development opportunities for staff;
  • Incorporates staff development strategies and Performance Management Systems into team building process.
  • Establishes result based system and follow up;
  • Prepares succession plans for key roles

Programme development




  • Interacts with member TA (Technical Advisors) in order to support new proposals
  • Builds capacity to write education proposals and to train staff in providing technical and contextual input
  • Identifies new donors and funding opportunities in country
  • Supports the development of all new funding proposals in ECD and education, with support from the Director of Program Development and Quality
  • Identify new education areas for the country office including inclusion, youth education, secondary education etc.

Child Safeguarding

  • Responsible for creation and maintenance of a conducive managerial and operational environment where the Child Safeguarding Policy is effectively implemented;
  • Understands and fulfils specific and additional responsibilities in achieving compliance of Save the Children’s Child Safeguarding Policy standards. This includes ensuring that staff are providing programme beneficiaries with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct;
  • Ensure safe programing while implementing activities to prevent any harm by program activities and / or abuse from staff/representatives (including volunteers) by adhering to risk assessment exercise and maintain monitoring mechanisms to ensure early and proactive identification and response to concerns related to injury, abuse or other harm in relation to the program intervention

QUALIFICATIONS AND EXPERIENCE:

  • Master’s degree in development, education, social science, policy or equivalent fields
  • 6 years in progressively responsible leadership roles in education and literacy program development, implementation, and budget holding in International NGO’s sector
  • Experience leading team and programme
  • Experience in working and maintaining strong relationships with government agencies and donors
  • Excellent written and verbal communication skills in English
  • Experience in fund-raising is an added advantage;
  • Strong multi-tasking capacity and flexibility
