The Office of United Nations High Commissioner for Refugees (UNHCR) Rwanda, Kigali, Branch Office is inviting applications from suitably qualified National Consultant (Under UNOPS) to fill the following vacancy:

Position Title: Protection Assistant/Interpreter (2 Positions)

Duty Station: Kirehe

Type of appointment: Until 31 December 2017

Entry on Duty: Immediate

Closing Date: 12 May 2017

Under the direct supervision of the UNHCR Protection Associate and overall supervision of the UNHCR Protection Officer the incumbent will undertake the following tasks: Accountability The Protection Assistant normally reports to the Protection Officer or the Senior Protection Officer. Depending on the structure of the Office, the position may also report to senior national staff. The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities at UNHCR Kirehe, which looks after the operations for the Burundian refugees in Mahama camp.

The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern. He/she may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor.

The Protection Assistant also facilitates the involvement of persons of concern with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners


  • Conducting counselling, home visits, protection monitoring and working closely with the Protection Officers.
  • Liaising with partners for follow-up on cases reported on CP/ SGBV and updating the supervisor on the findings.
  • Coordinating town hall meetings with children to know their day to day challenges for support and guiding them into finding best solutions.
  • Ensuring that youth participate in activities designated for them and youth with disabilities are also integrated in the activities and they are well practiced.
  • Supporting activities in Gatore RC; reception of new arrivals, assessing protection cases, making referrals and finding solutions for them.
  • Providing interpretation services for international staff when conducting interviews or when communicating with refugees.
  • Act as interpreter when needed.
  • Translation of documents.
  • Writing minutes for meetings and reports for missions.


  • Select persons of concern for preliminary interviews and decide which relevant information to share.
  • Enforce integrity in the delivery of protection services by local implementing partners.

Essential minimum qualifications and professional experience required

• Education: Completion of secondary school. Additional Training courses in protection related issues required

• Minimum of 2 years previous relevant job experience.

• Computer skills (MS Office, including Excel, Word, PowerPoint, Access)

• Language Skills-Excellent written and spoken English, Kinyarwanda and Swahili required. French is recommended.

• Strong computer skills (including MS Office, email, and internet).

• Comfortable working in multi-cultural contexts.

• Ability to conduct interviews, communicate respectfully, problem-solve and organize data.

Desirable qualifications & competencies:

• Knowledge of another official UN language(s) an asset

• University degree

• Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
