Job Description

 

? Participate in the budget negotiations & rational allocation in the MOH,
? Elaborate the budget for all different PBF&CHI systems which exist and those to be developed;
? Coordinate and trace different budgets which exist at development partner’s level using the HRTT (RBC Divisions and MoH units, International ONGs, Local NGOs, Districts, DHs and Referral hospital.)
. Supervise the annually production of the National health account, PER and other financial studies need
..Follow the budget used during the year according to those planed and look for the gap in budgeting for the whole health sector and make recommendations,
.Establish the per capita financial through the PBF and other different sources of financing with the mapping of interveners and analysis of their budgets and MOU.
. Ensure equity in funding the decentralized structures through the PBF, CHI and other funding sources,
. Produce a periodically report of the health sector financing
.Make financial analysis of the health sector.
.Form part of the core HRT Technical Team which will oversee the daily programmatic management of the Health Resource Tracking Tool in Rwanda
.Coordinate and implement the training of all relevant district, MOH and RBC personnel in the use of the HRT.Tasks assigned by the supervisor related to his/her domain

Job Profile

Bachelor’s degree in Economics, Health Economics or Public Health with 3 years of working experience

Clinical transition Sites Financial Support Officers AT MINISTRY OF HEALTH : ( Deadline : 26 December 2019 )

 

Job Description

The Clinical Transition Sites Financial Support Officer will be closely working with Districts and MoH Departments, all beneficiaries of MoH
– CDC COAG funding Mechanism and Program Officers during the process of planning and implementation.
Planning:
? Support Transitioned sites (88 sites from CDC & 162 sites from USAID) and MOH components (HMIS, Referral Hospitals, and NGOs) in annual COP planning including developing a Budget narrative and Budget.
? Follow up of the implementation of planned activities in all supported components. This involves verifying and approving request of funds for activity implementation.
? Participate in elaboration of annual PEPFAR Expenditure Analysis: filling out the program sheet, calculation of expenditures for cross
– cutting activities, and data entry into the system.
Supervision and Mentorship:
? Ensures sub recipients have all necessary resources to successfully attain objectives and properly manage MOH funds received, in accordance with the terms of sub agreements
? Provide Quarterly technical assistance to transitioned sites to help with Financial management and reporting
? Conduct baseline assessments of health facilities to be transitioned and follow up assessments of health facilities already transitioned.
? Preparation and participation in internal and external Financial audit.
Monitoring and Evaluation:
? Assists in preparation, execution and close out of new sub agreements
? Quarterly and annual Financial Status Report to CDC.
? Provide Financial and Management expertise in the implementation of the Budget at central level and district level
? Ensure that financial transactions are implemented according to the work plan and budget and reported timely.
? Preparation and follow up of MoUs for all transitioned sites
? Ensures that sub recipients keep books of account updated and accurate, transactions are recorded and supporting documents are provided, in accordance with MOH policies
? Collect, analyze and compile periodical financial reports and spending plan (monthly and quarterly)from the transitioned sites,
? Produce a report of findings and issues recommendations to improve financial and administrative management systems of sub recipients
? Elaboration of quarterly budget execution for central level and transitioned sites
? Ensure all HRs and Equipment database are updated twice a year
Other:
? Assesses and makes recommendations for sub recipients trainings and capacity building needs
? Participate in workshops, meetings and midterm reviews with all HIV stakeholders
? Acts as primary contact and bridge between the sub recipients and MOH

Job Profile

Master’s degree in Public Health, Epidemiology, Management of Hospital and Health Care Administration, Economics, Statistics, Demography with 2 years of working experience or Bachelor’s degree in Statistics, Economics or Management with 5 years of working experience.

Pharmacist in charge of CPDS Coordination AT MINISTRY OF HEALTH : ( Deadline : 26 December 2019 )

 

Job Description

? Act as focal contact person for any matter related to the CPDS within the MoH, and participate in any relevant meetings related to strategic planning and implementation of HIV/AIDS, Malaria, Tuberculosis, Maternal and Child health and other programs interventions;
? Coordinate and share information with the MoH, IHDPC/RBC, NRL/RBC, MPPD and partners on all matters related to supply chain management for HIV/AIDS, Malaria, Tuberculosis, Reproductive health and other programs;
? Organize the meetings of the Resource Management Committee when required by the Permanent Secretary;
? Create and maintain an electronic and hard print archive to document all information related to the CPDS, including reports, minutes from meetings, communications, and any other relevant documents;
? Gather monthly, quarterly and semi
– annual reports produced by the Technical Committees and transmit them to the Resource Management Committee;
? Maintain effective communications with the technical leaders of the committees to ensure coordination between them. The coordination should include the development of agreed annual work plans and monitoring the implementation of the activities;
? Act as focal person in the MoH for follow up of problems related to supply chain management and effectively update relevant authorities for decision
– making;
? Coordinate the integrated quantification, supply planning review and stock monitoring;
? Participate in technical meetings related to quantification, procurement, and distribution;
? Develop quarterly reports with indicators to be used to follow up the technical performance of the system, and report this information to the Permanent Secretary and the members of the Resource Management Committee

Job Profile

Master degree in Pharmacy, supply chain management, Health Sciences. or Bachelor’s degree in Pharmacy experience of 3 years in pharmacy services

Job Description

1. Enhance Performance Based Financing Monitoring and Evaluation Mechanism and Process ? Design and review of PBF tools and guidelines.
? Organize and conduct PBF and Accreditation assessments of District Hospitals by central level.
? Ensure the planning and execution of PBF assessments of health centers by the District Hospitals and PBF steering committee.
? Reporting PBF activities for health facilities
? Participation in the preparation of the MTEF and planning activities of the Ministry of Health in relation to the PBF.
1 Foster Quality Insurance in Health care Services delivery ? Prepare and Follow up of PBF payments to Health Facilities;
? To organize periodic data quality audit of PBF data at Health Facilities;
? Follow up and update PBF contracts for health Facilities (health centers, hospitals) and contracts of PBF steering committees for 30 districts
? Conduct PBF training for health facilities;
? Manage the PBF Data base.

Job Profile

Bachelor’s Degree in Public Health, Economics, Management, Health Financing or other related field.
