Job Description

 

ACCOUNTANT

– Prepare, examine, and analyze accounting records, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards;

– Perform all accounting functions in accordance with Generally Accepted Accounting Principles (GAAP);

– Establish tables of accounts, and assign entries to proper accounts;

– Interpret financial data for different projects;

– Ensure proper and up to date recording of all financial transactions for different projects;

– Use accounting system to record and analyze financial information of the projects;

– Keep all accounting documents in a safe and orderly manner;

– Analyze financial data to resolve certain discrepancies and irregularities that may arise;

– Prepare financial statements that may include monthly and annual accounts based upon the financial information that is compiled and analyzed;

– Ensure that all financial reporting deadlines are met, internally and externally;

– Monitor and support taxation issues in coordination with the audit process by assisting with financial data preparation;

– Close out project accounts upon project completion;

– Compile financial information for internal and external auditors as required;

– Prepare financial management reports that include accurate quarterly and year
– end closing document.

 



 

Job Profile

Professional Qualification recognised by IFAC (ACCA, CPA etc), Master’s Degree Finance, Accounting or Management with
Specialisation in Finance, Accounting or A0 in Finance, Accounting or Management with specialization in Finance, Accounting with 2 years of working experience in Finance, Accounting, Auditing Financial Institution.
Key Technical Skills & Knowledge required:

Job Description

 

1.Overall Function of the Position
Social Safeguard Officer will be part of the District Project Implementation Team (DPMT) for Feeder Roads Development Project. She/he will be responsible for identifying and overseeing Social Safeguards issues for the district and be involved in implementing appropriately the resettlement action plan, support for grievance and redress mechanism during project implementation. She/he will work closely with District staff and the Program Manager at the District level.
2. The expert responsibilities include but are not limited to:
i. To support and guide the activities of Social Safeguard at the District level;
ii. In collaboration with the social safeguards’ specialist, implementing the design of communication strategy (Stakeholders Engagement Plan) and action plan to strategically communicate with project beneficiaries and organize a community profiling process to generate sufficient and accurate information for community development plans;
iii. Follow up and supervise and implement the resettlement action plans;
iv. Recording and provide adequate responses to the complains of project beneficiaries
v. Prepare and maintain a project grievance database for the subprojects in the respective District,
vi. To Ensure effective integration of social safeguard considerations into all aspects of identification, consultation, planning and implementation of project activities;
vii. To ensure and liaise with the World Bank to ensure effective mainstreaming of social safeguard issues into the implementation of project activities;
viii. To ensure that the Project activities are consistent in their approaches to social safeguard issues, thereby supporting full blending at the operational level;
ix. To work closely with officials of District and sector in all process of social safeguard;
x. To prepare all documents related to process of social safeguard activities (MoU, grants agreements, etc.);
xi. To ensure that the contractors follow the Codes of Conduct signed by the Companies, Managers and Employees during the construction and maintenance phases;
xii. Review and supervise the Prevention and Response Action Plan (PRAP) in the different District’s Lots, for Labor Influx, Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH) and Violence Against Children (VAC), prepared by the Contractors;
xiii. To be part of the Project Compliance Team at District Level that will follow up the Prevention and Response Action Plan (PRAP) regarding Labor Influx, Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH) and Violence and Abuse Against Children (VAC);
xiv. To be part of the training and raising awareness sessions with the communities about GBV, SEA, VAC, HIV/AIDS, Labor Influx Prevention, etc.
xv. To support in proceeding the payments from the district to the central activities;
xvi. Providing regular social safeguard inputs to monitoring, evaluation, and reporting activities;
xvii. Following up the social aspects in projects sites;
xviii. Any other responsibility assigned by the social safeguards specialist or the Head of feeder roads Department;
xix. In collaboration with the local officials participate in the formation, organize, monitor and training of the Local Community Associations.

 




 

Job Profile

4. Qualifications and Experience Requirement
• Education and experience: MSc in Development studies, Sociology, Geography, with minimum of one (1) year of full
– time relevant professional experience in the social safeguards sector related field or A0 in environmental studies, development studies, Sociology, with at least three (3) years of working experience in social or environmental related field.
• Have relevant social safeguards implementation experience, preferably in road development projects; including the development and implementation of social safeguards instruments (RAPs, EIAs, ESIAs, ESMPs, etc);
• Knowledge and experience working with World Bank safeguards policies and instruments; or with similar standards and policies of other multilateral development institutions such as AfDB, EU etc will be an important advantage.

• Communication skills: Have very good communication skills (written and oral) in English and Kinyarwanda. Good knowledge of French will be an advantage;
• Management skills: have well developed planning and organization skills and good ability in working productively in a team environment of diverse backgrounds;
• Other skills: (i) Quantitative and analytic skills, (ii) Working knowledge of Microsoft programs (Excel, Word, PowerPoint), (ii) Ability to manage priorities and be detail

Job Description

Overall Function of the Position:
The procurement specialist will be responsible for procurement procedures for the project; he shall ensure that the procurement processes are done in line with the World Bank Guidelines and Rwandan Procurement Law and Regulations.
The key responsibilities of the procurement specialist include but are not limited to:

– Establish a procurement plan for all projects and activities under RTDA

– Ensure strict respect of specific procurement rules and guidelines in line with projects into consideration

– Ensure strict respect of the procurement plan

– Preparing bidding documents for donor funded projects

– Publishing, collecting and distributing invitations to bidders

– Receiving and safe keeping bids/tenders

– Timely driving/coordinating tenders and proposals evaluation exercise,

– Preparing tender award notification letters,

– Actively participating in contract preparation and follow up the signature process

– Preparation of all Projects procurement reports,

– Participation in the contract management with beneficiary department and the legal adviser

– Reviewing and ensuring that all procurement done at District level submitted for No Objection are eligible and in accordance with WB guidelines and requirements;

– Support the Districts to do the following:
o Determining the most appropriate method of procurement;
o Help to identify, specify, estimate the cost of, and consolidate in packages (as appropriate) the procurement of goods as may be required by the Bank and the Rwanda Public Procurement procedures;
o Check the bidding documents; including specific procurement notices, standard contracts for goods and services, invitations for bids, etc.;
o Maintain and update records of standard unit costs, technical specifications for goods, and local and international vendors and service providers;
o Maintain a well
– organized filling system of procurement records;

• Education: CIPS, Master’s Degree in Procurement or Project Management with two (2) years of working experience in Procurement field or Bachelor’s Degree in Procurement, Civil Engineering, , Law with five (5) years of working Experience in Procurement field.

Job Description

 

2. Overall Function of the Position
Reporting to the District Executive Secretary with copy to the FRDP national coordinator, and Director General of RTDA; the Project Manager/ District Feeder Roads Engineer will provide technical and management expertise to carry out planning, design, construction and maintenance works and supervision of feeder roads at the level of District. He/she will technically support the Head of DPMT in management and overseeing contractors, consultants or any other stakeholders’ activities for the implementation of Feeder roads project in the district. This is a full
– time position based in District Office, with frequent monitoring field trips within the district.

3. Specifically the Feeder Road Engineer/Project Manager will:
• Participate in feeder roads management committee activities at district level
• Define broad priorities in the preservation and improvement of the District feeder road network;
• Preparing and keeping updated work plans and budgets as well as cash flows guiding implementation at the district level;
• Liaise with RTDA to harmonized feeder roads project activities at the level of the District;
• Participate in preparation of District Feeder Roads Master Plan;
• Assist the district in preparing terms of reference for the feasibility and design studies for feeder road construction;
• Technical support to the district in the procurement of consultants and contractors for feeder roads works;
• Monitor feeder roads activities (designs, rehabilitation and maintenance programs, etc…) at District level;
• In coordination with the RTDA environmental and social safeguards team, ensure that environmental and social management plans, resettlement action plans are implemented properly and on time;
• Check and provide technical advice in regards to the review of contractors and consultants deliverables, and all other submissions
• Review and approve Interim Payment Certificates and consultant invoices submitted to the district before submitting to RTDA for payment, and keep updated database of payments done as well as projections/cash flows up to the end of the project;
• Provide technical support in the preparation of bidding documents for feeder roads projects;
• Keep and update project management dashboard at the level of district;
• Prepare periodic reports and work plan as required;
• Set up District project implementation data base;
• Performing any other activities in line with his duties requested by the Director General of RTDA, the SPIU Coordinator and his Program Manager

 

 




 

Job Profile

 

Ao in Civil Engineering, Road construction with at least three (3) years working experience or Master’s degree in construction Management, Civil Engineering, Real estate and Construction Management, Road Engineering and Construction, Building & Construction, Civil Infrastructure Engineering, Road Safety with one (1) year of working experience.
Key technical skills and knowledge required:

• Communication skills: Have very good communication skills (written and oral) in English. Good knowledge of French will be an advantage;
• Management skills: Have well developed planning and organization skills and good ability in working productively in a team environment;
• Other skills: (i) Have a good computer skills (Word, Excel; Access, MS Project and AutoCAD); (ii) demonstrate a good reporting skills; (iii) have a good skills in computer software used for project management and for design and manage roads and; (iv) be in good health and have the ability to sustain long fields site working conditions.

Overall Function of the Position
The Contract Management Specialist will be responsible for contract management of all contracts under the Feeder Roads Development Project, and he shall provide support to the procurement team for the entire procurement cycle activities.
3. The key responsibilities of the contract management specialist include but are not limited to:
The Contract Management specialist shall play a vital role in contract management for the project from procurement to completion of works.
The specific duties of the position:
• Ensure that the procurement activities are carried out in accordance with the rules and procedures of Bank guidelines;
• Support in preparation of contracts between Districts and the chosen consultants/ contractors after obtaining the no
– objection from the World Bank;
• Ensure that the works and services contracts are executed according to the contract clauses; propose recommendations on the settlement of disputes which could occur during the contract execution;
• Ensure timely handover of the services and the works of the various contracts financed by the project;
• Provide technical advice to Corporate Services and Component Managers in all operations and strategic issues with the aim of enhancing the quality, efficiency and effectiveness of procurement operations and contract management processes;
• Design and implement a filing and record keeping system to ensure that procurement records are easily retrievable and available for procurement audit purposes;
• Carry out Monitoring and evaluation of the progress of the project;

He/She should be having three years in contract management or contract administration, preferably with Donor funded projects

Have very good communication skills (written and oral) in English. Good knowledge of French will be an advantage;

Job Description

 

– Coordinating the implementation of road development program with specific focus on EDPRSII, the Government of Rwanda 7 years program, presidential pledges and cabinet resolutions

– Coordinating elaboration and keeping updated strategies, work plans and budgets as well as cash flows guiding implementation at the road project level;

– Identifying windows of opportunity to further develop the road development program and all its components;

– Ensuring that technical and financial reports are timely submitted to all stakeholders including but not limited to the Ministry of Finance and Economic Planning, the Ministry of Infrastructure and development partners according to timelines agreed upon with all concerned institutions (monthly, quarterly and annual)

– Making proposals and taking actions to remove any bottlenecks that might arise during program implementation;

– Providing technical and administrative support to implementing partners (supervision missions and contractors, etc.);

– Organizing and facilitating stakeholder consultations and program review meetings as required.

– Reviewing and ensuring high quality of technical and financial reports issued by implementing partners;

– Conduct field visits and meetings as required to verify project activities relative to stated targets;

– Coordinating closing out activities for any project of the program which include preparation of project completion report, final financial and technical reports, and the handing over of all documents as required. The Project Completion Report comprises, but is not limited to, a detailed overview of the technical and financial achievements, lessons learned, and good practices in line with project appraisal documents or evaluation reports;

– Providing strategic and technical guidance to engineers under his direct responsibility;

– Undertaking any other assignments in line with his duties as delegated by the Director General of RTDA or the Coordinator of SPIU that may be necessary for the effective management of the program.
