The Energy Sector in Rwanda is undergoing a process of reform and a comprehensive program of renewal and expansion of electricity infrastructure is underway to ensure growth of the network to meet current and future supply requirements with a high level of reliability. The Energy Utility Corporation Limited (EUCL) is a Subsidiary of the Rwanda Energy Group (REG) one of the Successor entities from the former EWSA. EUCL took over EWSA utility operations including the associated generation plants, transmission and distribution network and all adjoining facilities thereto.

Description, duties, responsibilities

Key responsibilities:

  • Provide overall social safeguards oversight during the implementation of the EARP,
  • Support and advise the stakeholders to address a variety of social safeguards issues at all the stages of the implementation of the project,
  • Coordinate and participate in social safeguards related training/awareness raising and other related activities,
  • Implement social related activities as outlined in the Environmental and Social Management Framework (ESMF),

Required Education Background & Experience:

  • The candidate will have at least a Bachelor’s degree (A0) in social sciences;
  • Minimum of about 3 years of progressively senior experience in the social discipline and application in development;
  • Have thorough working knowledge of World Bank Safeguards Policies, and especially the involuntary resettlement (OP 4.12), and other development partners (Bilateral or multilateral) safeguards policies;
  • Be familiar with social and economic conditions prevailing in Rwanda or similar African countries; how these aspects impact on linear projects such as the EARP;

Be fluent in Kinyarwanda , English and /or French

Description, duties, responsibilities

Key responsibilities:

  • Monitor the design and manufacturing activities, the installation and erection on site

and construction work.

    • Study the Drawings, Specification, Conditions of Contract and Bill of Quantities and understand the nature and scope of the Contract and familiarize herself/himself with all the documents for proper contract management.




  • Review of design drawings and give approval, in consultation with Energy Planning Directorate, based on the detailed engineering study and the requirements enumerated by EDCL planning department in the tender document.
  • Review the quality assurance plan of the contractor and approve the material source and the materials to be used in the construction by private contractors and/or EARP-EDCL’s construction team.

 

Required Education Background & Experience:

  • Bachelor’s Degree Electrical Engineering or Equivalent with at least three (3) years working experience and significant experience in distribution line construction and contracts management.

Be fluent in English. Having a working knowledge of French shall be an added advantage.

Required Education Background & Experience:

  • Bachelor’s Degree (A0) in Business Administration or a related field

At least 2 years of experience in a similar role

  3. Identify contractual and operational compliance requirements for target customer segments.

Required Education Background & Experience

  1. Bachelor’s Degree (A0) in law or a partial professional qualification in law and;
  2. At least 3 years of experience in a legal related role

Technical Diploma in law with 10 years’ experience in a legal related role

Key responsibilities:

  1. Interact with suppliers on a daily basis to resolve transactional issues and gather critical information on invoices, tracking information on shipments/deliveries, taxes. Etc.
  2. Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier and contract pricing validation for all purchase requests using appropriate procurement methods;
  3. Responsible for projects’ follow-up to ensure efficient and effective procurement processes.

Required Education background & Experience:

  1. Bachelor’s Degree(A0) in Procurement, Business Administration, Law, Supply Chain Management, Electrical Engineering, Civil Engineering, Electro-mechanical engineering and, or any other relevant qualifications.
  2. Full or partial professional certification in Procurement will be an added advantage
  3. At least three (3) years of experience in the procurement field with one of which should be experience in electronic procurement systems. This experience must be demonstrated with proofs from current or previous Employees.
  4. At least one (1) years’ experience in skills transfer through coaching, mentoring, skills enhancement, teaching in procurement related domains.
  5. Good knowledge of procurement procedures and guidelines for Rwanda, World Bank, African Development Bank (AfDB), European Union, and other guidelines from Development Partners will be an added advantage;
  6. Possession of other training certificates in the procurement field
  7. Knowledge of supply chain management and/or procurement cycle

Past use of an Enterprise Resources Planning (ERP) system and E-procurement will be an added advantage system with proof.

Key Responsibilities:

Technical Delivery

  1. Ensure maximum availability of generation plant;
  2. Ensure a regime of generation plant availability declaration to support accurate generation programming, dispatch and forecasting;
  3. Ensure a harmonized and economic generation plan together with REG owned plants and IPPs plants;
  4. Work with IPPs towards a stable system and power supply.

Business

  1. Ensure the Generation Department is run as a successful/profitable business unit,
  2. Ensure the Generation Department is run an efficient and professional entity;

Leadership

  1. Ensure Leadership
  2. Support development of EUCL Strategic Action Plan
  3. Develop Business Plan and Budget for Generation Department aligned with EUCL overall Strategic and Action Plans;

Safety, Health & Environment

Ensure all generation plant operations comply with Safety, Environment and Health statutory, legal and regulatory guidelines

Education and Experience requirements

MSc and BSc Degree in Mechanical OR Electromechanical Engineering, with at least 6 years of experience in power generation or similar experience and at least 3 of which in a senior management role;

BSc Degree in Mechanical OR Electromechanical Engineering, with at least 8 years of experience in power generation or similar experience and at least 4 of which in a senior management role;

Job Summary:

 

To ensure the sustainable industry best practices in Power System Operational Planning and ensure proper alignment of network reinforcement and future developments.

Key Responsibilities:

Technical Delivery

  1. Represent Utility (EUCL) in the development of the medium and long-term Network Master Plans
  2. Monitor network performance and coordinate with other technical departments to trace the actual cause of network disturbances and establish corrective and preventive actions

Business

  1. Ensure utility engages in cost reflective projects during development and operation phases;
  2. Ensure that new customers will get connected in respect to the timeframes for connection set in customer charter of the Utility;

Finance

  1. Produce Department budget, and Support by providing input into corporate budget
  2. Maintain operations within approved budgets

Network performance management

  1. Direct the optimisation of the performance and reliability of the existing system and coordinate with REG and EDCL in planning for future additions.
  2. Lead Utility initiatives to improve operational efficiency, loss reduction and coordinate with REG/EDCL to ensure operational efficiency initiatives are aligned with long-term plans.

Health & Safety

  1. Champion the health and safety policy and the environmental impact adherence by all staff involved in utility projects

Leadership

  1. Manage Department to ensure total professional conduct

Education and Experience requirements

  • MSc and BSc Degree in Electrical, Power Systems Engineering or equivalent Electromechanical Engineering, with at least 6 years of experience in Electricity Utility Planning or similar experience, at least 3 of which in a senior management role with responsibility for planning of network expansion, rehabilitation and maintenance;

OR

  • BSc Degree in Electrical, Power Systems Engineering or equivalent, with at least 8 years of experience in Electricity Utility Planning or similar experience, at least 4 of which in a senior management role with responsibility for planning of network expansion, rehabilitation and maintenance;

Graduate qualification in management or other project management qualification is an advantage
