Key Responsibility
• Responsible for day-to-day operations of LAF;
• Ensuring organisational effectiveness by providing leadership for LAF operations functions;
• Contribute to the development and implementation organisational strategies, policies and practices of LAF;
• Coordinate, manage and monitor the workings of various departments of LAF;
• Improve processes and policies in support of organisational goals;
• Monitor adherence to rules, regulations and procedures;

3. Project Coordinator
- A University degree in law or related fields;
- Progressive experience working in the area of access to justice and rule
of law; - 3 to 5 years professional work experience in project design and
- management, project coordination, monitoring and evaluation and reporting; Proven technical expertise in the
areas of law reform, good governance, legal aid, human rights and access to justice; - Ability to liaise with stakeholders and partners including legal aid organisations, government departments; legislative bodies, civil society and donors;
- An understanding of the legal, social, cultural and political context of Rwanda and its relation to law reform and policies;
- Experience working with NGOs in senior management position;
- Proficiency in the use computer and IT tools
- Excellent organisational, analytical and interpersonal skills;
- Fluent in English with a strong working knowledge of French and able to write reports in English;
- Excellent written and oral communication skills.
Key Responsibilities

4. Executive Assistant to the Executive Director

• 2 years’ experience in the field;
• Fluent in written and spoken English, French and Kinyarwana
• Excellent IT skills.
Key Responsibilities
• Assist in managing the daily work of the Executive Director and make sure it is completed on time;
• Coordinating with the Executive Director all departments;
• Support the Executive Director in his/her daily administrative, planning;
• Coordinating all appointments of the Executive Director;
• Act as the first point of contact with people from both inside and outside of LAF Secretariat;
• Arranging travels, visas and accommodation and occasionally travelling with the Executive Director to take notes or dictation at meetings or to provide general assistance during presentations;
• Screening phone calls, enquiries and requests and handling them when appropriate;
• Organizing and maintaining diaries and making appointments;
• Dealing with incoming emails, faxes and often corresponding on behalf of the Executive Director;
• Taking notes and minutes;
• Organizing and attending meetings and ensuring the Executive Director is well prepared for meetings.
5. Business Development Officer
• Adanced Degree in management, Business Administration, Development studies, Project Management or advanced degree in any related field;
• A minimum of 3 years’ experience in project proposal writing and reporting
• Experience in program/project development;
• Knowledge and experience in access to justice and human rights;
• Ability to conceptualise and analyse complex materials in a clear and concise manner;
• Fluent in both spoken and written English with working knowledge of French;
• Excellent IT packages: Word, Excel, Power Point, SPSS etc.
Key Responsibilities
In relation to Legal Aid Civil Society Fund (LACSF):
• Will be the focal person for LACSF;
• Work with LAF management to identify the fund independent selection committee, prepare call for proposals, give
administrative support to the independent selection committee;
• Be involve in the M&E of the LACSF projects during implementation;
• Give administrative support to selected LACSF audit firm that is in charge of assessing and coaching selected projects on financial management matters;
• Advise LAF Secretariat and Members on issues related to fundraising and institutional development;
Other tasks:
• Develop and guide the overall fundraising strategy of LAF;
• Regularly identify funding opportunities and call for proposals in the area of legal aid, access to justice and Human Rights and suggest areas of investment for the LAF;
• Develop concept notes and proposals destined to donors basing on funding opportunities and call for proposals;
• Maintain up-to-date mapping on donor contacts, trends and opportunities;
• Support LAF staff to build relationships with donors;
• Contribute to grant contracts management by regular follow up of the implementation of grants/funding agreements and advising relevant staff accordingly;
• Organize capacity building activities on topics related to NGO business development and fundraising strategies for LAF Members when needed;
• Ensure involvement of LAF Members in the planning activities to promote participatory planning in cases of consortium interventions;
• Support report writing.
6. Senior Research Officer
• Advanced Degree in law or any related social science field with remakable experience in research;
• A minimum of 4 years’ experience in the legal research field;
• Knowledge and experience in access to justice and monitoring work;
• Ability to conceptualize and analyse complex material and present findings in a clear and concise manner;
• Strong writing skills are essential;
• Fluent written and spoken English with a strong working knowledge of French;
• Experience working with standard IT packages: Word, Excel, Power
Point, SPSS etc.
• Ability to use Internet for research.
Key Responsibilities
• Advise LAF secretariat about research topics, priorities and approaches;
• Drafting research specifications and choosing how to collect data;
• Cleaning and analyzing the quantitative and qualitative data for the report and helping with the preparation of infographics;
• Explore and apply new data visualization techniques to increase insight and visibility to data trends;
• Contribute to developments in survey including online survey systems, and perform data output and statistical analysis;
• To provide direct supervision and coordination of research projects, surveys and data collection;
• With the support from LAF team, elaborate the relevant research tools to be used (questionnaires and usage guidelines, data collection, usage guidelines, pre-test process, etc.);
• Organize training sessions for the research teams including data clerks on relevant research tools;
• Ensure quality and consistency in the application of the tools during the entire period of research projects;
• Conduct a qualitative and quantitative analysis of data with the participation of field data collection clerks;
• Prepare research and survey reports to be validated by the Legal Aid Forum;
• Present research findings of researches whenever needed.
7. Procurement Officer
• Bachelor’s Degree in Procurement, Business Administration or any other relevant field;
• A minimum of 3 years’ experience in the field of procurement ;
• Fluent written and spoken English or French (with a strong working knowledge of the other language);
• Experience working with standard IT packages.
Key Responsibilities
• Advise the Legal Aid Forum on procurement issues and related
regulations;
• Coordinate all procurement activities of the Legal Aid Forum;
• Develop and implement the annual procurement plan of the Legal
Aid Forum;
• Ensure that procurement is done according to the LAF internal and donor regulations;
• Prepare terms of reference with specifications of equipment and materials that need to be procured;
• Receive and analyse bids or quotations from relevant service providers;
• Do and share bids analysis reports with internal tender committee of LAF for analysis;
• Be up to date with current working knowledge on procurement especially those relating to Non-Profit Making Organizations.
8. National Peace Advisor
• At least Bachelor’s degree in Social Sciences, Pedagogy or Peace Studies;
• Proven knowledge of methods of non-violent conflict resolution and transformation including mediation;
• Proven knowledge of monitoring the impact of development works in general and peace work in particular;
• At least 5 years’ professional experience as a trainer of peace building methods with focus on community mediators, as well as experience in participatory training facilitation, preferably in the Great Lakes Region;
• Fluent written and oral knowledge of Kinyarwanda, French and English. knowledge of Kiswahili would be an asset;
• Very good knowledge of ICT technologies and computer applications;
• Knowledge/experience in monitoring and evaluation of capacity development interventions;
• Knowledge of mediation techniques;
• Experience in working with refugee populations;
• Knowledge of Do No Harm. Direct experience in humanitarian work (especially in the Great Lakes Region);
• Experience in working with Peace organizations;
• Being a good team player.
Key Responsibilities
• Designing gender and culture sensitive modules for non-violent conflict resolution and mediation techniques in camps for different target groups such as camp conflict resolution committees, youth and elders involved in conflict solving;
• Planning, organizing and implementing trainings with the target groups in camps and in refugee host community;
• Mentoring participants of trainings in practicing non-violent conflict resolution and mediation techniques;
• Strengthening the effectiveness and cooperation of existing conflict resolution mechanisms in the camp and host community;
• Designing and conducting trainings of key persons within the various conflict resolution structures on documentation and record keeping;
• Developing an activity plan with its corresponding budget;
• Monitoring and evaluating trainings (with direct beneficiaries and indirect beneficiaries especially leaders), lessons learnt and adjust training modules accordingly;
• Sharing experiences, observations and lessons learnt with partners involved in refugee programs;
• Preparing project performance reports basing on reporting timelines.
9. Call Centre Operators (3)
• Bachelor’s degree in Law or any relevant field;
• A minimum of 2 year experience in providing lgal aid;
• Ability to listen, ask questions and record infomation;
• Fluent in Kinyarwanda and English;
• Experience working with standard IT packages: Word, Excel, Power Point, SPSS;
• Ability to write professional reports
Key Responsibilities
• Preparing and organizing the contacts database of relevant stakeholders/beneficiaries;
• Calling and receiving calls from the users or beneficiaries of legal aid services;
• Recording data/information received from the users or beneficiaries of legal aid services;
• Participation in the review or counter-verification of the information provided by users or beneficiaries of justice sector services where necessary;
• Participation in the analysis of the data/feedback received from the citizens
10. Legal Aid Attorneys (3)
- A University Degree in Law;
- Practicing lawyer with a valid practicing license issued by Rwanda Bar Association;
- A minimum of 4 years as a practicing lawyer/advocate;
- Be in good standing with the regulatory body of the profession;
- Be passionate about legal aid services for the poor and vulnerable persons and access to justice in
general; - Able to prepare legal opinions and briefs;
- Self – motivated and able to work with minimum supervision;
- Excellent written and oral communication skills.
Key Responsibilities
• Receive clients referred to LAF by members and other legal aid service providers;
• Manage client files in an ethical and professional manner;
• Give relevant legal advice and opinion on cases received;
• Prepare court submissions to clients and other administrative correspondences and legal writings as required by Management;
• Preform due diligence on cases received and advice Management on any decisions to offer or not to offer legal aid;
• Prepare cases for legal representation;
• Appear in courts for legal representation on behalf of clients;
• Accompany clients to any administrative institutions for legal advocacy purposes;
• Collaborate with other legal aid providers, members of LAF and others;
• Carry out mediation and reconciliation on cases that so require and only if parties are willing;
• Prepare reports on cases for Management;
• Be involved in planning and fundraising for legal aid;
• Be involved in training and coaching of legal officers and paralegals of Member orgnisations.
11. IT Officer
• A University degree in computer science or computer engineering and information technology;
• 3 years experience as an IT Officer;
• Experience in website maintenance;
• Experience in using social media;
• Self – motivated and able to work with minimum supervision;
Key Responsibilities
• Ensure the security, integrity and reliability of software and hardware systems;
• Monitor and maintain computer systems and networks;
• Install and configure computer systems;
• Diagnose hardware and software faults and solve technical and applications problems;
• Ensure correct running and maintenance of IT systems;
• Manage and supervise the computer systems and electronic databases of the Legal Aid Forum;
• Manage and upgrade the Website of the Legal Aid Forum;
• Advise Legal Aid Forum on all IT issues especially regarding the procurement of any IT equipment or software with the purpose of buying appropriate and up-to- date equipment/Software;
• Provide basic training/guide to LAF staff with regard to necessary IT skills in their daily activities;
• Provide a thorough and comprehensive report of the status of LAF IT equipment with recommendations about any necessary steps/actions that need to be taken.
