Economic Commission for Africa Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, Economic Commission for Africa’s mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa’s development. Made up of 54 member States, and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions to address the Continent’s development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function.
This post is located in the sub-regional office for Eastern Africa (SRO-EA) of the Economic Commission for Africa in Kigali, Rwanda. SRO-EA covers 14 countries: Burundi, Comoros, D.R Congo, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania and Uganda.
Under the supervision of the Director of the Sub-regional Office for Eastern Africa, and the direct supervision of the Chief of Regional Integration & AfCFTA Cluster, the incumbent is responsible for the following duties:
Within delegated authority, the duties of an Economic Affairs Officer fall mainly within the three functional areas identified below.
Economic or sector analysis:
•Monitors economic developments and trade and identifies recurrent and emerging issues of concern.
•Designs and conducts studies on selected issues in economic development, regional integration and trade
•Interprets and applies results of econometric modelling to analyse economic prospects and policies.
•Develops draft policy recommendations.
•Formulates proposals for innovative development strategies, policies and measures.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.
•Provides substantive support on economic issues to intergovernmental bodies such as the regional economic communities represented in the region and the intergovernmental committee of experts (ICE).
•Represents organizational unit at international, regional and national meetings.
•Designs and monitors technical cooperation projects.
•Undertakes missions to member states, either alone or as a participant in a team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of technical cooperation projects.
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
•Undertakes on-the-job and other training activities, both internally and externally.
Work implies frequent interaction with the following:
Staff within work unit/section; counterparts in other UN, regional and global development organizations.
Senior officials in government, academia and research institutions.
Prepares in-depth qualitative and quantitative analyses of trade and regional integration issues ; formulates sound policy proposals; recommends project activities; develops well-designed programmes of analysis of development issues; provides guidance and leadership to less senior staff.
•Professionalism: Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Strong background in international trade and/or other aspects of regional integration. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Advanced university degree (Master’s or Doctorate) in economics or related field. A first-level degree (Bachelor’s or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in economic analysis and research, international trade research and analysis, policy formulation, or related area is required. Designing and conducting studies on selected issues in economic development, regional integration and trade is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.
English and French are the working languages of the UN Secretariat. Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
