Education Development Center, Inc. (EDC), in coordination with consortium partners Akazi Kanoze Access (AKA), Catholic Relief Services (CRS), and Connexus, is implementing the 5-year (December 2016-December 2021) USAID Huguka Dukore Akazi Kanoze (HDAK) youth employment project. HDAK will provide 40,000 out-of-school youth – 34,000 new youth and 6,000 Akazi Kanoze alumni – with market-relevant employability skills by scaling up successfully-proven Akazi Kanoze interventions across 25 (of 30 total) districts countrywide, using a series of innovations that will enable more youth to participate in Rwanda’s continued economic growth.

 

 As of June 2019, HDAK has enrolled over 32,000 vulnerable youth in employment training and accompaniment support, while providing local capacity building and systems strengthening supports to GOR, Private Sector, and Civil Society Partners and youth employment stakeholders.

 

 EDC is currently recruiting for 1 following vacant position under the Huguka Dukore Akazi Kanoze Project:

 

Operations Coordinator

 

Position Description: The Operations Coordinator will ensure that project operations function smoothly in accordance with EDC policies and procedures.  He/she will supervise EDC ‘s day-to-day operations including procurement, transport and logistics, operational strategy, human resource management, and support service management. In consultation with the Finance Manager, he/she will be responsible for planning and implementing all closeout activities. This position reports to the Finance Manager and is located in Kigali, Rwanda, with travel to field sites as required.

 

Job Responsibilities

 

In close coordination with the Finance Manager, the Operations Coordinator’s specific responsibilities will include, but are not limited to:

 

Procurement :

 

S/he will assure that the most reasonable, fair, expeditious, and appropriate procurement choices are made in a transparent manner in accordance with EDC and USAID procurement processes. This includes:

  • Coordinate the procurement of goods and services from local vendors;
  • Ensure terms of reference include the correct specifications
  • Sourcing strategy,
  • Supplier selection and evaluation
  • Quality Assurance

 

Transport/Logistics management:

  • The Operations Coordinator will ensure that Huguka Dukore equipment and vehicles have the ability to perform at acceptable standards.
  • May interact with senior management and employees; prepare reports on issues related to transportation and logistics.
  • He/ she has oversight for vehicle registration, maintenance, travel plans, and driver performance.
  • The Operations Coordinator will arrange leases for the project office and international staff residences.
  • The Operations Coordinator will budget for transportation and logistics activities.
  • He/ She is responsible for the maintenance of office premises, supplies and equipment.
  • Ensure telecommunication and connectivity are addressed and resolved.

 

 

 

Human Resource Coordination:

 

Ensure efficient human resource Coordination and general administration of the project focusing on achievement of the following results:

  • Compliance with EDC policies and procedures for recruitment and human resource management for the project.
  • Compliance with local labor laws, including registration, eligibility for tax-free status, and review of regulatory/statutory compliance requirements for the treatment of local hires, etc. and communicates this information to relevant individuals and departments.
  • Support the recruitment process and work closely with the Chief of Party for recruitment.
  • Ensure collection and analyses of timesheets and leave accruals.

 

Support Services Management

 

  • The Operations Coordinator will coordinate various support services such as IT, reception and transport.
  • He/ She will be the liaison with third-party service providers such as security, sanitation and utility providers.
  • The operations coordinator will ensure that standard procedures are followed when third party service providers are hired and that the third party properly executes in accordance with the terms of the agreement.
  • Will be the security focal person for EDC Office in Rwanda.

 

Organizational Relationship

 

  • Supervisor: Finance Manager
  • Supervisees: Receptionist and Logistics Assistant

 

Required Job Qualifications

 

 

  • A bachelor’s degree in Business Administration/Management.
  • At least five (5) years relevant work experience on foreign donor projects similar to Huguka Dukore Akazi Kanoze’s, with progressively increasing levels of responsibility;
  • Demonstrated strong organizational skills and ability to multi-task effectively
  • Strong supervisory skills and team building, coordination, and task management;
  • Able to work independently and in a team environment
  • Demonstrated capacity for functioning well and carrying out work effectively under fast-paced, work (sometimes stressful) work environment
  • Excellent people skills at all levels, cultural sensitivity and the ability to work in a multicultural work environment
  • Excellent English language is written and oral communication skills; French and local language proficiency are also required.
  • Working knowledge of Microsoft Office (MS Word, MS Excel, PowerPoint, Outlook, etc.)

Curriculum Development & Training Specialist

Position Description: The Curriculum Development & Training Specialist is a member staff of the EDC Rwanda under the USAID Huguka Dukore Akazi Kanoze Project. The primary role of the Curriculum Development & Training Specialist is to coordinate all HDAK curriculum/training materials development/adaptation and revision, testing and rolling out.

 

Under the supervision of the Chief of Party, s/he will liaise with EDC Short Term Technical Assistants (STTA) assigned to specific components/themes and AKA curriculum development department to perform the following functions and responsibilities:

 

1. Coordination of curriculum/training materials adaptation/revision in liaison with HDAK Short Term Technical Assistants (STTA).

Assess HDAK needs or requests from Rwanda Polytechnic (RP)/WDA in terms of curriculum/training materials adaptation/revision in line with HDAK project scope and expertise;
Develop curriculum/training materials adaptation/revision process and schedules in collaboration with HDAK STTAs and whenever applicable, with RP/WDA and DPs.
Coordinate and liaise with RP/WDA technical agencies and departments in charge of curriculum development and validation to ensure compliance and quality assurance
Gather and mobilize key contacts of relevant stakeholders, both agencies and individual experts to participate in curriculum/training materials adaptation;
Gather existing materials, standards and tools to inform any materials adaptation/revision;
Plan, organize and coordinate curriculum/materials development/adaptation workshops
Co-facilitate materials development/adaptation workshops,
Compile inputs/feedback from workshops into draft manuals/modules
Coordinate testing of draft materials, gather feedback from participants
Coordinate finalization and validation of materials
Ensure distribution of validated materials to intended recipients and users.
Manage relationships with RP and WDA curriculum development and validation units/departments
Supervise and facilitate the rollout of HDAK training materials
In collaboration with HDAK STTAs and RP/WDA (where applicable) as well as IPs/DPs, develop pilot/rollout plan of HDAK materials
Work with Akazi Kanoze Access (AKA) to facilitate the selection process of potential trainers to participate in trainings on new/revised materials
Plan, organize and coordinate trainings of Lead/Master Trainers and TOTs in close collaboration with AKA;
Co-facilitate Master Trainings and TOTs as well as need-based refreshers for new/revised materials in close collaboration with AKA and other HDAK IPs and/or RP
Develop materials rollout standards and quality control tools and process
Develop and coordinate field-learning and monitoring schedules in liaison with STTAs and AKA to inform adaptation/adjustment
Work with AKA to develop/revise certification process and standards of Master Trainers, Trainers and IPs on HDAK newly/revised materials;
Work with AKA to assess and certify Master Trainers, Trainers, and IPs in newly developed/revised materials
Work with AKA to develop/update database of certified Master Trainers and Trainers on HDAK materials;
Conduct/facilitate approved capacity building of RP/WDA and WDA as well as other partners in line with HDAK SOW
Manage relationships with RP/WDA and DPs technical departments in charge of TOTs or trainings
Participate in TVET Sub-sector working group as an alternate of Chief of Party
The Curriculum Development & Training Specialist will be based in Kigali with frequent travel to the field. S/he reports to the Chief of Party and liaise with STTAs on a day-to-day basis.

 

 

Qualifications:

 

Bachelor’s degree in Education, Social Sciences or International Development;
Five to seven years of work experience within and understanding of the formal Rwanda education context – a demonstrated understanding of the Rwanda TVET system is a plus
Curriculum development/adaptation expertise
Trainer/Facilitator
Team coordination skills
Organization and planning skills
English writing, reporting and presentation skills
Strong communication skills in English, Kinyarwanda speaking also preferred
Ability to maintain patience and poise under challenging circumstances
Cross-cultural awareness and sensitivity to different work styles and approaches
Proactive, task-oriented, performance-oriented
Akazi Kanoze Master Trainer is a plus
