The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

 

The project “Economic Inclusion of Refugees and Host Communities” will advise Rwandan institutions and partners in the enhancement of the economic inclusion of refugees and inhabitants of selected neighboring communities. The project aims to improve the economic inclusion of refugees and host communities through a combination of measures to enhance the framework conditions at national and local levels, the promotion of the local economy and start-ups of MSMEs (Micro, Small and Medium Enterprises), the expansion of entrepreneurial activities and professional upgrading.

 

The regional focuses of the project are the Mahama, Mugombwa, and Kigeme refugee camps and the neighboring communities, as well as the urban refugee communities in Huye and Kigali. The project is part of the special initiative ‘Tackling the root causes of displacement – reintegrating refugees’ that is supported by the Federal Ministry of Economic Cooperation and Development of the Federal Republic of Germany.

 

GIZ Rwanda is searching candidate for the position National Advisor in the field Promotion of Economic Development and Employment promotion for the project Economic Inclusion of Refugees and Host Communities.

1st position will be based in Kirehe District and Mahama refugee camp with frequent travel to the Kigali project office.

The 2nd position will be based in Nyamagabe and Gisagara Districts and working in the Kigeme and Mugombwa refugee camps with frequent travel to the Kigali project office
A position is a limited contract for two years with the option of extension.

A. Responsibilities

 

The National Advisor is responsible for:

 

Supporting the implementation of a series of project activities under the supervision of the Project Manager and in close cooperation with consultants and advisors in the key areas of promotion of business creation and SME promotion especially in the refugee camps and the neighboring communities.
Supporting the local organizations and beneficiaries in the field’s promotion of employment, professional qualification for refugees and inhabitants of host communities
The National Advisor performs the following tasks:

 

 

1. Activities of private sector promotion and business creation

 

Identifying persons, MSME with the potential to become entrepreneurs, business creators, or further expansion in cooperation with local organizations
Providing support for service providers and partner organizations in the development of business training programs
Linking entrepreneurs with financial institutions, national or international investors
Supporting the development of public-private partnerships or similar kinds of development partnerships
Identifying and addressing gaps and barriers for economic development in the target region

 

2. Vocational qualification measures

 

Providing technical support & advising on technical and vocational qualification and training (TVET) & career guidance to the project technical team and local partners.
Supporting in developing concepts for the integration of young persons from refugee and host communities into qualification training.
Advising training providers in designing and implementing short-term training courses according to the standards of the Workforce Development Authority and identifying and advising organizations of career guidance
Supporting private and public-sector partners in the development, implementation, and coordination of innovative qualification approaches (modern apprenticeship, dual training).
Networking and cooperation management with private and public stakeholders in TVET.

 

3. Supporting activities for psychosocial support

 

Supporting the development of projects with local organizations in providing services to training providers, vocational schools, entrepreneurs, consultants to sensitize the psychosocial impacts of displacement and violence experienced by refugees.
B. Required qualifications, competencies and experience

 

 

Qualifications

 

Master’s degree in economics, business development, education, social sciences, social work or similar
At least 5 years of professional experience in a comparable position in the fields of economic promotion, private sector development, vocational qualification.

 

Other knowledge, additional competencies

 

Strong project management and coordination skills as well as working experience with refugees and good understanding of the situation of refugee communities in Rwanda
Strong advisory competency, high conceptual abilities, and understanding of development measures
Proven command of English and Kinyarwanda. Good knowledge of French is an asset.
