Job at HIGHER EDUCATION COUNCIL : Multilateral and Bilateral Cooperation Scholarships Officer (Deadline: 11 October 2018)

Job Description

1. Coordinate and handles international cooperation activities
– Inform & advice the Director of the unit about the different international programs available within the scope of higher education.

– Promote and handle student mobility to and from foreign institutions, within the national academic framework and of Scholarships programs.

– Advice students on documents to be handed upon award of scholarship, amount of scholarship and possible complementary aids, and other tasks that they should perform directly with the host institution.

– Provide information on student exchange and international cooperation programs.

– Draft and negotiate international cooperation agreements
– Facilitate and enhances international collaboration between internal and external higher education bodies

2.Facilitate and enhance international collaboration between internal and external higher education bodies
– To act as a liaison for international cooperation in higher education,

– To facilitate the generation and transfer of knowledge and technology to achieve international competitiveness,

– To facilitate in the enhancement of international collaboration (networking).

– To facilitate the promotion and support continental/regional collaboration in order to contribute to socio
– economic and sustainable partnership in the higher education sector

– To support in the contribution of an enabling process of accessing international research support opportunities

 

Job Profile

Bachelor’s Degree in Education, Economics, Management,Public
Administration, Administrative Sciences, Business Administration,
Development.

Key Technical Skills & Knowledge required:

– Strong Leadership Skills;

– Analytical, problem
– solving and critical thinking skills.;

– Strong Leadership Skills;

– Good at handling and meeting deadlines;

– Ability to prepare briefing papers, background reports and minutes of meetings in an environment in which a high standard of written work is essential;

– Excellent organisational and administrative skills;

– Able to work well with both internal and external clients;

– Ability to work on own initiative and under pressure;

– Excellent interpersonal and communication skills;

– Fluent in Kinyarwanda, English or French; knowledge of all these three (3) languages is an advantage.

Job at HIGHER EDUCATION COUNCIL : Secretary of DAF Unit (Deadline: 11 October 2018)

Job Description

1.Receive, record and distribute all incoming and outgoing mails

– Receive and check incoming and outgoing mails ;

– Record incoming and outgoing mails;

– Scan and rightly submit incoming mails ;

– Ensure timely distribution of all Incoming/outgoing Directorates mails

– Facilitate HEC staff to access documents;

– Regularly check and dispatch mails received on HEC emails;

– Ensure the security of HEC correspondences and stamp;

– Write and submit on regular basis (monthly and quarterly) reports of the central secretariat.

2. Establish and maintain the general filing system and file all correspondences:

– Maintain a current and accurate filing system;

– Ensure timely filling of documents;

– Determine Central Secretariat documents to be sent to HEC Documentation and Archives Office;

– Take minutes of meetings chaired by Directorates and file.
3. Receive and provide clear guidance and orientation to HEC clients/visitors:

– Receive and answer telephone calls and orient them accordingly;

– Receive HEC clients/visitors and provide orientation.

Job Profile

A1 in Secretariat Studies, Office Management or Bachelor’s Degree in Public Administration, Administrative Sciences, Management, Sociology, Social Work, Law.

Key Technical Skills & Knowledge required:

– Knowledge of Office Administration;

– Communication Skills;

– Computer Skills;

– Interpersonal Skills;

– Organizational Skills;

– Stress Management Skills;

– Time Management Skills;

– Bookkeeping Skills;

– Fluent in Kinyarwanda, English or French; knowledge of all these three (3) languages is an advantage.
