JOB VACANCY 

TERMS OF REFERENCE FOR THE RECRUITMENT OF THE FINANCE & ADMINISTRATION MANAGER OF RWANDA ASSOCIATION OF LOCAL GOVERNMENT AUTHORITIES (RALGA)

 

Context and background

 

Rwanda Association of Local Government Authorities (RALGA) is a membership organization established in 2002 by the districts of Rwanda to enable them fulfil the responsibilities entrusted to them under the decentralization policy adopted in 2000. It was legally registered in 2003 as a non-governmental organization and renewed its registration in 2013 to comply with the new laws governing non-governmental organization. Membership is voluntary for Rwandan governments with legal personality, and to date all 30 districts and City of Kigali are members.

RALGA’s vision is to have efficient local government entities where people and stakeholders are involved in development, and its objective of RALGA is to assist local government entities in achieving their mission, complying with principles of good governance and decentralization. The responsibilities are to: represent the members, advocate for their interests and strengthen both their capacity as well as the collaboration among themselves and with foreign counterpart local government entities.

A general secretariat was established to manage the daily business of the association following the overall guidance of the General Assembly and under supervision of the Executive Committee, and the structure provides for a post of Finance and Administration Manager. This post is currently vacant and RALGA is therefore seeking to fill it.

 

Main Duties and Responsibilities of the Finance and Administration Manager

 

The post holder will have the following core duties and responsibilities:

 

Coordinate, supervise and provide technical guidance and oversight over RALGA finance, logistics and administration and ensure the quality of all activities implemented under his/her supervision, regularly taking stoke of challenges and issues at hand;
Coordinate the implementation of the provisions of RALGA Operational Procedures Manual and other relevant policies and agreements with various development partners;
Coordinate budgets preparation and cash flow plans and handle and monitor expenditures;
Maintain proper books of account and produce timely financial statements and budget execution reports, and facilitate the external auditing exercise;
Strategically advise the senior management and other units on financial matters;
Manage financial relations with banks, RRA, RSSB, insurance companies and development partners over RALGA financial related matters;
Follow up on the membership fee payment, handle RALGA receivables and payables and recover of VAT refund for development partners;
Ensure the management of RALGA assets (land, building, stock, fleet, etc);
Supervise and provide technical guidance on personnel issues, staff welfare, contracts,
salaries, benefits and insurance policy;
Supervise timely preparation and submission of staff timesheets and coordinate annual staff performance appraisal
Consolidate human capital development plans emanating from various units;
Supervise the management of RALGA correspondence, filing and archives.

 

 




Key competences

 

Strong ability to develop plans and strategies and to work towards their realization and improvement under demanding performance schedules;
Proper understanding of the Decentralization policies and the Local Government environment in Rwanda ;
Excellent skills in advocating for and sustaining the momentum of decentralization reforms and building the capacity of the Association’s members to adopt good local governance practices and promote local development ;
Excellent time management, administrative and organizational skills;
Excellent skills in office productivity software (Word, PowerPoint, Quickbooks and Excel);
Ability to work successfully individually and as part of a team;
Flexible attitude to work with ability to work calmly under pressure and working on targets based on performance indicators;
Ability to work well with figures, assure data quality, pay close attention to details, and to identify errors/discrepancies, correct them, and meet deadlines;
Excellent communication and interpersonal skills with a customer-friendly and service-oriented attitude;
Excellent written and oral communication skills in English, Kinyarwanda and French.

Education and Experience:

 

Master’s degree in finance, accounting or business administration with a finance An ACCA or CPA certificate would be an advantage;
Experience of at least 5 years in senior management positions;
Experience in human resource management, logistics and administration
Proven experience in mobilizing resources, good at proposal writing;
Proven experience in working with different development partners (bilateral and multilateral);
Must be familiar with local governance in general and decentralization policies and processes in particular;

TERMS OF REFERENCE FOR THE RECRUITMENT OF THE ACCOUNTANT OF RWANDA ASSOCIATION OF LOCAL GOVERNMENT AUTHORITIES (RALGA)

Main Duties and Responsibilities of the Accountant

 

The post holder will have the following core duties and responsibilities:

Assist in the development and implementation of RALGA accounting system in compliance with the accounting standards, principles, and procedures in place;
Monitor grant and categorical program expenditures and reporting in compliance with RALGA and development partner policies to ensure acceptance of reports;
Prepare the periodic financial reports (monthly, quarterly, semi-annual & annual) for the association and individual projects for development partners;
Post financial transactions including transfers, deposits, and journals;
Determine and post-closing entries at fiscal year-end and prepare financial records for annual auditing and reporting purposes.
Ensure timely preparation and payment of taxes, contributions to Social Security Fund and VAT refund declaration;
Make sure that all invoices submitted to RALGA are supported and paid in time;
Communicate billing requirements and accounting policies to staff and suppliers of goods and services;
Analyze budget execution performance, revenue and expenditure trends and advise appropriate budget levels to ensure expenditure control;
Maintain financial databases, computer software, backup and manual filing systems;
Work closely with both internal and external auditors;
Prepare the fixed assets schedule for plant, property and equipment;
Prepare payrolls and annual leave compensation;
Control stocktaking records and reports;

Requirements related to Education and Experience:

 

Master’s degree in accounting or Finance, or a BBA with a strong financial management experience. ACCA or CPA will be an advantage;
Proven experience of at least 5 years in accounting;
Knowledge of the principles, procedures, and techniques of accounting, financial records and transactions;
Excellent skills in office productivity software (Excel, Quickbooks Word and PowerPoint;
Proven experience in managing Development Partners’ funds.
