TERMS OF REFERENCE FOR THE RECRUITMENT OF RESEARCH,
PROJECT DESIGN AND RESOURCES MOBILIZATION EXPERT

 

Context

 

The Rwanda Association of Local Government Authorities (RALGA) is a membership organization established in 2002 by the Districts of Rwanda and the City of Kigali with the mission to assist local government entities to achieve their mission, complying with principles of good governance and decentralization.

In order to remain relevant in the process of fulfillment of its mandate with regard to evidence-based advocacy and capacity building services along with addressing internal financial sustainability challenges in a sustainable way, RALGA is increasingly exploring ways to diversify its revenue base to increase its services to the members with regard to evidence-based advocacy and capacity building services as highlighted by the Association Strategic Plan 2015-2020.

The organization structure of RALGA adopted by the Executive Committee of the Association, provides for the position of Research, project design and resources mobilization Expert to coordinate research activities and the process of monitoring funding opportunities and writing proposals to leverage relevant funding from various development partners so as to increase RALGA resources and financial sustainability. This post is currently vacant and RALGA is therefore seeking to fill it.

Organisational relationships

The Research and Resources Mobilization Expert reports to the Resources Mobilization and Advocacy Unit Manager

Responsibilities and tasks

Under the supervision of the Resources Mobilization and Advocacy Unit Manager; the Research and Resources Mobilization Expert shall:

Advise RALGA management on issues pertaining to research and funding opportunities relevant to the Association
Innovate and initiate new systems, mechanisms and ways of working and delivery to achieve higher performance of the association, its leadership and its personnel;
Prepare and coordinates the implementation of fundraising programs targeting development partners and private sector corporations
Regularly monitor relevant funding opportunities from different development partners with respect to their sector of priority and RALGA areas of interest
Undertake the mapping of potential sponsors for RALGA strategic plan with respect to their area of interest
Undertake lobby to negotiate new funding from various development partners (Government, International Organizations, etc) and follow up on proposals submitted
Undertake project proposals writings, coordinate and technically advise on all those undertaken by the Association
Review and provide relevant inputs to various research conducted by outsourced consultants for quality assurance;
Write relevant policy briefs and peer reviewed articles on research supervised and support other staff engaged in the process of writing research article and policy briefs
Provide technical support to other RALGA staff in the process of strengthening the culture of research and proposal writing capacity

Key competences

 

Demonstrate strong abilities to undertake and supervise research processes (methodology, data collection, data analysis, report writing);
Demonstrate strong abilities in projects proposals writing
Be familiar with donor guidelines for call for proposals and templates: EU, USAID, DFID, GIZ, World Bank, UN Agencies and others
Be familiar with fundraising techniques and related events coordination
Demonstrate abilities to work under minimum supervision and demanding result-based management
Be alert of important funding opportunity networks;
Demonstrate a high level of creativity and innovation
Strong quantitative and qualitative analytical skills; including experience using software packages;
Excellent oral and written communication skills in English ; having a good command of French language would be an added value

Education and experience

 

Hold at least a Master’ degree of MBA, project management, development studies, economics or public administration.
At least 5-year experience of coordinating research, funding mobilization, proposal writing and fundraising campaign coordination
Experience working with the local government
Be of Rwandan nationality
Good command of English and French is a requirement

JOB AT RALGA : Assistant gender desk officer : ( Deadline : 8th February 2019 )

 

TERMS OF REFERENCE FOR THE RECRUITMENT OF THE ASSISTANT GENDER DESK OFFICER AT RALGA

 

Context

 

The Rwanda Association of Local Government Authorities (RALGA) is a membership organization established in 2002 by the District of Rwanda and the City of Kigali with the mission to assist local government entities to achieve their mission, complying with principles of good governance and decentralization.

In line with the fulfilment of its mandate in the sector of advancing gender equality at local level, RALGA has developed Gender Mainstreaming Strategy (GMS) to streamline its services geared towards advancing gender equality in Local Governments. RALGA has also championed the establishment of the Local Government Women Network.

RALGA Gender Mainstreaming Strategy (GMS) set four (4) gender equality objectives to be pursued. Those are :

(i) to raise awareness on gender equality and its link with sustainable development for RALGA and local governments;

(ii) to strengthen skills and knowledge in gender mainstreaming and budgeting for RALGA and local governments;

(iii) to engender existing planning and reporting tools and ensure that programs and projects are gender mainstreamed and

(iv) to strengthen coordination mechanisms for gender-related interventions.

The current organizational structure of RALGA provides for a Gender Desk section to deal with the responsibility to coordinate the implementation of RALGA Gender mainstreaming Strategy and support the operations of the Local Government Women Network. This section is currently vacant and RALGA is therefore seeking to fill it with the Assistant Gender Desk Officer.

Organisational relationships

The Assistant Gender Desk Officer reports directly to the Director of the Local Governance Institute.

 

Responsibilities and tasks

 

Advise RALGA management on issues pertaining to Gender equality and mainstreaming
Support the preparation of the strategic plan and operational plan of the Local Government Women Network
Coordinate and support the implementation of RALGA Gender Mainstreaming Strategy
Coordinate the implementation of the approved strategic and operational plans of the Local Government Women Network and report accordingly on achievements
Provide relevant inputs on gender component for resources mobilization projects targeting gender equality promotion and gender mainstreaming in local governments;
Develop adapted gender mainstreaming methods and tools for RALGA services;
Support staff members with the implementation of gender mainstreaming efforts in the actions plans and reports
Raising awareness, communicating gender mainstreaming, networking;
Mapping and mobilizing stakeholders for resource mobilization on gender equality support projects in Local Government

 




Key competences

 

Strong abilities to develop plans and strategies and work towards their
realization and improvement under demanding performance schedules;
Gender sensitive attitude in working processes and working environment
Have a high sense of organization, work prioritization and time management:
Ability to work under minimum supervision and demonstrate team spirit;
Mastering of gender analysis tools and other gender equality advancement strategic planning approaches;
Excellent communication and interpersonal skills with a customer-friendly and service-oriented attitude;
Ability to communicate clearly and effectively, both orally and in writing of Kinyarwanda, English or French. Command of both languages is an added advantage
Education and experience

Hold at least a Bachelor degree in gender studies, economics, public administration, development studies or social science
At least 3-year experience of coordinating gender mainstreaming support programs
Experience working with the local government
Be of Rwandan nationality
