JOBS ANNOUNCEMENT

 

Overview of the Organization

 

UNABU stands for Umuryango Nyarwanda w’Abagore Bafite Ubumuga, translated into English as the Rwandan Organisation of Women with disabilities. It is a non-governmental organization aiming at promoting gender equality and the removal of various barriers preventing girls and women with disabilities from fully enjoying their human rights and participating in the country’s development. The organization was established in 2004 women with various disabilities and for women with disabilities envisioning a world where “Women with disabilities enjoy equal and equitable opportunities and actively participate in the country’s development. UNABU empowers girls and women with disabilities to become the agent of change, to demand their rights and to affirm their dignity as human beings.

 

Position 1 : Monitoring, Learning and Evaluation Officer

 

Job Purpose Statement

 

UNABU’s Monitoring, Learning, and Evaluation officer will have primary responsibility for providing support to the projects officers and Managers in designing M&E frameworks and in data collection, analysis, and learning; all to ensure the accountability and efficiency of UNABU program implementation and individual partner projects. The Monitoring, Learning and Evaluation officer will work closely with the projects staff to assess field conditions, support capacity building initiatives for project staff and facilitate the collection and analysis of data to inform reports and decisions. S/he will report to the UNABU‘s Executive Director and s/he is based in Kigali office with more than 70% working time spent on the field

 

 

KEY ROLES AND RESPONSIBILITIES

Projects management

 

Support the development and implementation of M&E Frameworks, including designing data collection tools, monitoring data quality, tracking and reporting on progress against programme targets, and contributing to staff and volunteers ‘capacity building.
Support the projects officers and managers in creating the framework and procedures for monitoring and evaluating the progress and impact of the two programmes;
Assist the Projects officers in defining appropriate methods of data collection and analysis, including the use of new technologies;
Assist the Projects staff in defining key information needs at programme and project level;
Support projects staff to properly document, organize and report on programme/project progress and learning;
Draft and edit tools for data collection, performance tracking indicators, and data flow charts;
In collaboration with projects officers, analyze the data collected and communicate the key findings to the beneficiaries and UNABU management for continuous feedback and learning.

 

Data Management and Analysis

 

Analyze programme/project changes and progress in order to advise on strategies to increase programme performance in achieving results and impact;
Suggest ways to facilitate data collection and flow of data to inform UNABU’s planning and advocacy work ;
Identify strengths and weaknesses in data collection and management systems and propose solutions;
Perform regular field visits to ensure the quality of data collected by partners and to verify the accuracy of the data collected and submitted;
Compile the data for the project’s results chain to ensure that UNABU have enough data to account for the project’s progress and results;
Support projects evaluations activities including baseline, end line as well as regular project change assessment.
Reporting

 

Support the projects staff in reviewing donor reports to ensure that these are of high quality and submitted on time;
Assist the programme staff and partners in establishing required tools (Log frames / Results Frameworks, M&E Work plans, Baselines), during the development of proposals and project implementation.

 

 

REQUIREMENTS FOR THE POSITION

 

Educational Qualifications:

 

At least a Bachelor’s Degree in Project Management, M&E, Information Management Systems or another relevant, related academic field.

 

Job-related experience:

 

Minimum of 2 years of working with NGOs;
Experience of working with local development partners in gender-based violence, human rights, and disabilities programs;
Between 1-2 years of Monitoring & Evaluation experience make a surplus;
At least 1 years of fieldwork experience;
Experience of sample design and statistical data analysis.

 

Technical skills:

 

Ability to design M&E tools, surveys, and evaluations;
Project management skills;
Report writing skills;
Statistical analysis skill, including the use of packages such as SPSS;
Knowledge of Gender and disability mainstreaming;
Facilitation skills in Planning, Monitoring, and Evaluation.
Basic knowledge of Results Based Management;
Good IT skills, especially word processing, spreadsheets, and power point;
Digital Data Collection Technology collection and processing skills constitute an advantage
Ability to work in French, and English, and fluency in Kinyarwanda, both spoken & written.

Position 2 : Project Officer

 

Job Purpose Statement

 

UNABU seeks to hire a highly qualified, dedicated and experienced project officer for its project: “Amplifying voices of girls and women with disabilities to access their Sexual Reproductive Health Rights “a project funded by Amplify Change. The project will equip young girls and women with disabilities with information, knowledge, and skills on gender-based violence and Sexual reproductive health rights and involve SRHR stakeholders for disability mainstreaming and accessible SRHR services delivery. The primary responsibility of the project officer is to provide overall technical and managerial leadership leading to the development & implementation of strategies, financial management, project management, partnerships management, and monitor the implementation and all administrative and human resource management of the Amplifying voices of girls and women with disabilities to access their Sexual Reproductive Health Rights.

 

The project officer will establish and maintain excellent relationships with key project stakeholders including but not limited to government officials at a national and local level, women empowerment and GBV and SRHR stakeholders, organization of persons with disabilities, community mobilizers, and family members of women with disabilities as well women with disabilities themselves as primary beneficiaries. She will report to the UNABU‘s Executive Director and s/he is based in Kigali office with more than 70% working time spent on the field.

 

 

KEY ROLES AND RESPONSIBILITIES

 

To develop plans and strategies that will contribute to improving young girls and women with all types of disabilities’ access to inclusive gender-based violence and SRHR services.
To coordinate UNABU’s project intervention with staff, stakeholders and community mobilization volunteers so that their capacity for effective gender-based violence and SRHR service delivery to young girls and women with disabilities is enhanced.
To manage the project financial resources by ensuring efficient usage and high standards of accountability
To seek out and develop strategic alliances so that gender-based violence and SRHR stakeholders work together effectively to maximize benefits to UNABU beneficiaries and enhance girls and women with disabilities collective capacity for influence and impact
To lead a reflection on the project implementation, documentation of UNABU’s SRHR project experiences/achievements and promote effective monitoring of project activities and effective learning environment

 

REQUIREMENTS FOR THE POSITION

 

Educational Qualifications:

 

 

At least Bachelors’ degree in Public health, social sciences, gender studies preferably working in NGOs. A background in nursing is an advantage. Additional training in HIV prevention, counseling, and psychosocial support, disability rights, Rights-based approach to programming and family planning are also an added advantage.

 

 

Job-related experience:

 

Minimum of 2 years’ experience in a similar position with a reputable non-governmental organization,
Working experience in the disability movement, SRHR for young girls and vulnerable groups constitute a plus
Proven experience in human rights and women empowerment sector would be an asset
Experience in project monitoring, evaluation and report writing is essential.
Proven experience working in the community with vulnerable groups, local leaders and other GBV and SRHR stakeholders
Good command of up to date knowledge of and practice in gender-based violence and Sexual Reproductive Health services delivery channels and referrals system

 

Technical skills:

 

Strong report writing skills and fluent communication skills in English, as well as Kinyarwanda, required
Theoretical and practical skills in human rights and women empowerment
Computer literacy: Microsoft word, spreadsheet, power point, Internet
