Role overview

Job summary• Accountable for project coordination in all Districts ensuring VSO/Donor are well represented
• Provide programmatic and management support across all locations
• Ensure successful implementation of TMR project while coordinating with other related VSO Rwanda projects.
• Ensure compliance with all security, fraud, and VSO code of conduct principlesCollaborate with multi-disciplinary implementation and global support teams:
• Finance, to ensure VSO systems and processes support effective budget, financial, grant management, and donor reporting in all districts.
• Technical team to ensure project quality assurance
• People team to ensure competency-based safer recruitment practice, talent and performance management support the required capability to implement large and complex grants
• Legal to ensure compliance with relevant regulatory and due diligence requirements
• Internal audit and risk to ensure VSO systems and processes support the identification, mitigation, and management of risks across the project portfolio.Programme delivery:

• Responsible for effective planning and coordination of all project activities across assigned districts.
• Ensure effective engagement of district officials and strategic partners in implementing similar programmes
• Responsible for documenting lessons learnt and reporting progress to primary actors, district local governments, LEGO partners, and other relevant stakeholders.
• Provide inspiring leadership as a member of the country leadership team.
• Manage VSO performance contracts with the district and represent VSO in JADF activities.
• Be responsible for RGB reporting in line with reporting requirements in the province.
• Contribute to the timely execution of baselines, mid-term reviews and end-line evaluations
• Establish and maintain mutual partnerships with district local governments of assigned districts, LEGO partners, and other relevant stakeholders.

Skills, qualifications, and experience required

Essential:
Practical experience of working in development and a strong understanding and competence in steering quality and complex programmes/ projects in the field.Knowledge/qualifications:
• University degree in the area of Project management, Business Administration, Social Sciences, Education with at least 3 years of work experience.Experience:
• Minimum 3-year project management experience in similar education programmes, incl. financial and budget management
• Proof of successfully managing field-based programmes and adhering to project security, risk management, and duty of care principles to the highest international standards.
• Understanding of social inclusion, social accountability, and resilience principles.Skills/Abilities:
• Excellent communication, writing, and presentation skills.
• Ability to analyze, validate and take well-informed decisions while under pressure.
• Proven leadership ability in creating and managing a high performing diverse team in a cross-cultural context
• Experience in working and leading partnerships and consortia
• Data and system management; IT literacy (Microsoft, finance, project management software, Salesforce system)

Desirable:
Practical experience within a volunteering INGO context and managing a volunteer programme. Experience of working in a global organization with matrix or multiple reporting lines.

Role overview

Programme quality monitoring
• Support in designing appropriate data collection tools for streamlining data collection and reporting, management of programme data and reports, and supervising and coordinating volunteers, partners, and staff during data collection;
• Work with the programme team to ensure that LIA (MEL/MEAL) is well integrated at the planning stages of projects;
• Provide support and training in the use of LIA (MEL/MEAL) tools such as the IMPACT online reporting system; and other monitoring tools;
Conduct quantitative and qualitative data analysis as assigned by the supervisor;
• Supports programme staff to report and update all donors log frame as needed;
• Conduct regular monitoring of the quality of project implementation by volunteers, programme staff, and partners on a regular basis;
• Assist in the development of and maintenance of project detailed MEL plans and frameworks;
• Create and maintain the IMPACT system user account for new staff, volunteers and partners.Programme evaluation
• Assist in the organization of baseline, mid-line and end-line project evaluations;
• Contribute to and support the development of appropriate mechanisms and tools to monitor and evaluate impact and change at programme, partnership and primary actor levels;
• Support the compilation of internal and external reports and program documentation as necessary;
• Clean data using Excel and/or SPSS for evaluations conducted through external data collectors;
• Assist in the descriptive and inferential analyses.Programme learning
• Upload the project documents in the online IMPACT system;
• Review and generate the reports submitted into the IMPACT system on monthly basis;
• Ensure all LIA(MEL/MEAL) related documents and communication items, both soft and hard are well filed for easy retrieval.Accountability
• Support the programme teams to set up an appropriate mechanism to respond to complaints/concerns/feedback from primary actors;
• Ensure primary actors’ complaints/concerns/feedback items are logged into a system to allow learning and continuous improvement;
• Receive accountability data from the field, analyze it and share with the Country office;
• While working with programme teams, ensure primary actors’ participation, esp. children in all programme activities.

LIA management
• Fulfil other appropriate level responsibilities as defined by the MEL Coordinator and/or MEL Manager;
• Conduct any other assignment as may be ascribed by your line manager in line with the organizations’ needs.

Skills, qualifications, and experience required

Qualifications, attributes, and skills
• Education: University degree in Education, Statistics, social sciences or related field.
• At least, 3 years experience and knowledge of MEL methods.
• Skills in designing and implementing information management and performance measurement frameworks.
• Strong interpersonal and organizational skills, and ability to work under pressure
• Proven analytical and problem-solving skills
• Strong computer proficiency, particularly with Microsoft Excel, Word, and PowerPoint, and ability to use analysis software packages like SPSS, Atlas.ti
• Experience using mobile devices (tablets, GPS, etc.) in the data collection
• Demonstrated understanding of the development and emergency activities
• Commitment to and understanding of VSO vision, mission, values, and principles
• Excellent verbal and written skills in Kinyarwanda and English. Knowledge of French is an asset.
