Association des Guides du Rwanda (AGR) is a national non-governmental organization operating in Rwanda since 1980. It is a voluntary girl-serving organization dedicated to girls and young women. We offer a wide range of non-formal educational programmes and activities, encouraging girls and young women to develop their own special personalities, make a contribution to their community, and form friendships in a positive environment.

a.    Overview of the role

The Project Coordinator will be responsible for the overall coordination, supervision, and reporting of all activities related to the project “Equity, Empowerment, and Engagement Programme” to ensure that the project’s objectivities and results are achieved in a timely manner and according to the agreed standards in the project framework and in the related grant agreement document.

b.    Key responsibilities 

  • Management of donors Partnership Agreement
  • Responsible for proper management of project grants
  • Responsible for budgeting / budget revision / liquidity plan tasks
  • Monitor budgets and speed up spending to avoid unnecessary underspending or overspending
  • Process requests for budget reallocation if need be and inquire donor approvals
  • Liaise with the Project Accountant and ensure regular posting of support documents in the accounting system
  • Compile donor reports and process reviews by the Head of Programs before submission to the donor
  • Ensure timely submission of donor reports (Financial, Monthly, Quarterly, Annual Reports)
  • Oversee planning, monitoring, and implementation of all project activities
  • Master project success indicators and ensure timely implementation & completion of activities
  • Ensure good collaboration with project stakeholders including local authorities, AGR District Commissioners, community structures, schools, etc
  • Represent AGR in government forums (JADF) and local based Technical Working Groups
  • Draft Terms of Reference (ToR) for the recruitment of external consultants
  • Monitor the work of external consultants and liaise with Head of Programs if there are any issues
  • Lead on recruitment and supervision of the work of Project Team (e.g. mentors) and conduct Performance Appraisal
  • Performs any other duties assigned by AGR

c.    Key Performance Indicators 

  • Effective management of partnership agreement with WAGGGS/UPS
  • Compliance to donor grant requirements (e.g. reports, spending)
  • Effective management of project budget
  • Effective planning and monitoring of activities
  • Timely completion of project activities
  • Timely achievement of project targets and outcomes
  • Quality of donor reports (outcome-based reporting, timely submission)
  • Good relationships and transparent communication with the Donor
  • Good relationships and collaboration with project stakeholders
  • Effective collaboration with external consultants

d.    Technical Qualifications and personal skills:

  • Bachelor’s Degree in social sciences (e.g social work, sociology, education, rural development, psychology, etc). Having a Master ‘s Degree will be an added value
  • At least 5 successive years managing projects funded by international donors
  • At least 3-years proven experience in leadership and young people management
  • Prior experience managing girls-focused interventions will be an added value
  • Ability to build networks, work independently, self-organized, innovative, fulfill commitments, and meet deadline.
  • Fluent in English and Kinyarwanda. Excellent written and verbal communication in English is a requirement.
  • A team Leader, result-oriented and flexible to deliver with tight deadlines
  • Ability to develop guidelines and tools, and oversee their implementation
  • Good understanding of child protection and safeguarding policies
  • Strong skills in project cycle management (planning, monitoring, and reporting) and M&E
  • Organizational and problem-solving skills.
  • Strong computer skills (MS Word, Excel, PowerPoint).

Field Officer at Association des Guides du Rwanda (AGR): (Deadline 20 July 2020)

In partnership with ActionAid Rwanda, Faith Victory Association, under the funding of UK Aid, Association des Guides du Rwanda (AGR) is implementing a programme called “Speak Out”, a four-year (2018 – 2021) institutional donor-funded project in Rwanda, focusing on Violence against Women and Girls (VAWG) and Sexual Reproductive Health and Rights (SRHR).

It is in this regard that AGR is seeking a field officer to manage the implementation of this programme in the districts of Nyanza and Karongi. The successful candidates will be directly responsible for the efficient and effective day-to-day execution of the project in the districts assigned (2), ensuring that it is delivered to plan and achieves its outcomes.

Position title: Field Officer

Location: in one of the two areas of implementation assigned

Start date: Immediately

Salary: Commensurate to experience

Duration: One year renewable according to the Project duration

Duty Station: in two of the districts of Nyanza and Karongi

a.    Responsibilities

  • Oversee the Speak Out programme implementation in the assigned districts (2)
  • Ensure community outreach for community awareness and sensitization about the Programme
  • Coordinate and ensure recruitment/replacement of qualified mentors for the facilitation of girls gathering sessions
  • Coordinate and ensure the identification and selection of girls (beneficiaries), according to selection criteria and total target of the district
  • Coordinate and ensure identification of Safe Spaces for girls gathering sessions
  • Conduct training of mentors on the curriculum and reporting tools
  • Ensure regular supportive supervision to mentors while conducting girls gathering sessions
  • Prepare weekly work plans and reports to the Project Manager
  • Keep records of the graduates and keep tracking relevant success stories about the programme impact
  • Maintain electronic and hard copy filing system and archiving
  • Prepare monthly and quarterly narrative and financial reports
  • Ensure proper maintenance of the programme’s equipment and supplies
  • Organize field visits appointments for Key Staff to the sectors and at the district
  • Submit annual work plan to the district and sectors offices as well as monthly reports
  • With the authorization of the Project Manager, represent the project where required
  • Perform any other duties assigned by AGR

b.    The desired individual will have the following:

i.    Qualifications

  1. Bachelor’s degree in Early Childhood Development, Psychology, Social Sciences, Education, Development Studies or related disciplines
  2. A minimum of 2-3 years of relevant experience in the area of Social Sciences, child development or community mobilization
  3. Ability to work independently; willingness to work with the communities;
  4. Strong interpersonal skills and ability to establish working relations with communities and colleagues;
  5. Excellent knowledge and understanding of Gender issues
  6. Previous experience with AGR (beneficiaries, volunteers, etc.) is an asset.

ii.    Key competencies

  1. Proficiency in Kinyarwanda and good working knowledge of the English language. French is an added value.
  2. Have a passion for resolving girls’ issues
  3. Creativity, pro-activeness and hardworking, and flexibility to work for extra time including weekends.
  4. Have excellent communication skills and display sound values of integrity, solidarity, and commitment in his/her assignments
  5. Have excellent report writing skills and computer literacy (word, excel, internet, etc.)
  6. Ability to effect frequent fieldwork in sectors, cells and villages where home-based and Speak Out center program are run.
  7. Having a motorbike driving license is an advantage
