VACANCY ANNOUNCEMENT

 

 

FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) created in February 2012. It is affiliated to FXB International; an international NGO created in 1989, whose mission is to fight poverty and HIV/AIDS. In line with its program implementation in various districts of Rwanda, FXB Rwanda would like to recruit a “Program Associate” for USAID Turengere Abana Program who will report directly to the Finance Manager and will be based in Nyanza district.

Position title: Program Associate

Reports to: Finance Manager

Number of position: 1

Job location: Nyanza district

Period: One-year renewable based on performance

 

JOB PURPOSE:

 

The program associate will be responsible for preparing, verifying the supporting documents for program advances and accountabilities. He/she will be responsible for managing office supplies and materials.

 

Major Responsibilities

 

Verify payments for field activities and ensure accountabilities for field activity advances are accurate and obtained on time;
Assist the program accountant in preparing payment vouchers for approval;
Prepare monthly requests for VAT reimbursement and ensure they are submitted on time;
Maintain proper filing of the accounting records;
Receive and file administrative documents, correspondence and other documents;
Manage office supplies and materials and prepare purchase requisitions for office supplies and materials;
Assist the Accountant in preparing monthly, quarterly, semi-annual and annual reports to donors;
Conduct an inventory of assets;
Support specifically DREAMS project in managing and monitoring its expenses.
Perform other related duties as required.

 

 




 

DESIRED COMPETENCES

 

 

Bachelor’s Degree in Business Management with specialization in Accounting or Finance;
At least two (2) years of experience in a similar position;
Excellent verbal and written communication skills in English and Kinyarwanda;
Have experience in and be familiar with USAID implementation programs desirable.

JOB PURPOSE:

 

Under direct supervision of the Program Team Leader, the M&E Officer will support Field Officers in data consolidation, management, and quality management; undertake M&E related activities and implements appropriate monitoring, evaluation, accountability and learning Systems for successful delivery and attainment of program goal and objectives. S/he ensures that strong M&E system is in place so that the implementation of the USAID Turengere Abana program Assessment is of high quality and accountable to beneficiaries, partners and donors.

 

KEY DUTIES & RESPONSIBILITIES

 

Assist the Program Team Leader to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators;
Provide technical assistance to program staff on the use of M&E system; conduct rapid assessments and trend analysis of field-based programs to monitor program activity.
In collaboration with project officers, will manage and administer all program’s related Program data including, MIS management and data analysis.
Make sure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data in sectors or develop and maintain an effective database.
Participate actively in collecting data from the field for reporting to the donor.
Coordinate compilation and dissemination of annual and Quarterly Reports for USAID Turengere Abana program.
Develop and maintain effective information database for the program and provide resources and necessary support for program inputs and outputs;
Serves as focal person for the mainstreaming and making sure that cross-cutting issues are implemented and reflected in reporting such as gender, Governance, and child safeguarding policies/ procedures in the program activities
Coordinate and participate in M&E related activities as determined by USAID Turengere Abana Program, including but not limited to site visits and assessments, data collection, data quality assessments, capacity building activities, reports, and presentations;
Coordinate and maintain all finance related documents including timely requests and expenses reports.
Perform additional administrative duties as required.

 

REPORTING

 

Promote learning in the program, particularly on issues of programme quality. Regularly analyze data and produce reports on best practices and case studies
Ensures that necessary reporting data per interventions are lined up in advance of report deadlines and responsible persons are followed up on the schedule,
Compile and provides analytical output level inputs to program technical reports,

 

 



 

QUALIFICATIONS AND EXPERIENCE

 

Bachelor degree in an area of Monitoring and Evaluation, Development studies, Statistics or related field
At least 3 years’ experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting
Experience in setting up and/or managing M&E systems, preferably in NGO setting
Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing, and complaints response mechanisms.
Knowledge of MS Office applications, Word, Excel, PowerPoint and other Statistical software
Experience in and proven ability to support, train and mentor staff and partners in monitoring and evaluation methodology.
Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
Strong results orientation, with the ability to challenge existing mindsets
Knowledge of qualitative and quantitative research methods
Fluency in English (both verbal and written)
Experience in USAID funded programs is an added advantage

Position title: DREAMS Field Officer

Reports to: DREAMS Coordinator

JOB PURPOSE:

 

The Field officers will be responsible for planning and coordination of DREAMS like activities implemented through peer educators. DREAMS like program aims for HIV Prevention among adolescent girls and young women (AGYW).

 

 



 

MAJOR RESPONSIBILITIES

 

Sensitization of beneficiaries and communities on Sexual and Reproductive Health and Rights (SRHR), Gender-Based Violence (GBV), HIV prevention and collaboration with local health centers to ensure beneficiaries’ access to HIV Testing and Counseling (HTC) as well as ensuring access to HIV care and treatment of patients in needs;
Train and equip ANTI-AIDS club leaders on adolescent counseling techniques on HIV/AIDS;
Organize campaigns on menstrual health management and Teenager pregnancies prevention at Youth Friendly Center (YFC) level for club leaders and AGYW;
Organize quarterly meetings with ANTI AIDs Club leaders to monitor program activities;
Sensitize and train ANTI AIDs Club leaders on family planning, GBV and Gender, and Positive Masculinity;
Train and equip ANTI AIDs Club leaders/peer educators on HIV Testing and Counseling (HTC) and Adherence to Antiretroviral Therapy (ART);
Train and equip ANTI AIDs Club leaders on Family Planning and psychosocial support;
Participation in preparation of action plans (weekly, monthly, quarterly, and annually) in consultation with the DREAMS Coordinator and other colleagues;
Provide technical support to program volunteers/peer educators including mentors
Participation in the monitoring and evaluation of program activities.

 

DESIRED COMPETENCES

 

Minimum of a bachelor’s in public health, nursing or any other related field;
At least 3 years of experience in health promotion activities
Computer literate to a high standard in Microsoft Office
Good communication skills in French or English and Kinyarwanda;
Must have a driving license, category A
Experience in a similar position will be an added advantage
Experience in USAID funded programs is an added advantage
